[NARRATIVE #1 on September 22, 2024]

On September 22, 2024, at approximately 1650 hours, I was dispatched to a Welfare Check at [3000 BLOCK] Tallassee Rd. I responded to the area non-emergency (code one).

While en route, dispatch advised that the caller was a 3rd party caller who had stated his friend [VICTIM #1] had sent him a picture of her with her lip bleeding.

When I arrived on the scene, I saw [VICTIM #1] sitting on the ground and crying. I walked over to [VICTIM #1] and had her get off the ground and sit on the trailer. While looking at [VICTIM #1], I saw her neck was red, and her lip had blood on it and dirt all over her face and arms.

I waited for her to calm down and then asked her what had happened that day. [VICTIM #1] stated that she had left to go to the grocery store before her kids came home. [VICTIM #1] stated while out at the grocery store, Todd Caywood, her boyfriend, was texting her and getting upset. [VICTIM #1] stated Todd got really upset because she had been gone for too long and started blowing up her phone.

[VICTIM #1] stated she got upset also and told Todd he could leave her house because she believed he wanted to get drugs. [VICTIM #1] stated that Todd told her he would leave.

[VICTIM #1] stated that when she got home, she took her groceries inside and saw Todd packing all his belongings. [VICTIM #1] stated she got upset and walked into the room, grabbed his items, and started throwing them out of the bedroom into the hallway.

[VICTIM #1] stated when she did that, Todd got into her face and acted like he was going to punch her in the face. [VICTIM #1] stated that when Todd acted like he was going to punch her, she got scared and threw something at him. [VICTIM #1] stated that when Todd punched [VICTIM #1] in the right side of her face, leaving a red mark.

[VICTIM #1] stated when Todd punched her, she ran out of the house to the yard. [VICTIM #1] stated Todd chased her and grabbed a gas can with gas inside of it, chased her across the yard, pushed her down, and poured gasoline on her. When [VICTIM #1] stated that, I did see the gas top next to a pit for fire, and the gas can cross the yard next to a tree.

[VICTIM #1] stated that she ran from Todd again towards his motorcycle to push it down but failed at doing so and was pushed again. [VICTIM #1] stated she got back up, grabbed a yard tool, and chased Todd to a trampoline. [VICTIM #1] stated Todd ran to the trampoline, then stopped, turned around, and punched her in the stomach hard to where she couldn’t breathe.

[VICTIM #1] stated that she tried to get away from Todd by going towards the barn and gravel road. [VICTIM #1] stated that Todd then grabbed her by her neck and choked her to the point she could not breathe. [VICTIM #1] stated she hit Todd in the face to get him to stop and that when he turned [VICTIM #1] around and put her face into the gravel road and rubbed it in her face.

[VICTIM #1] stated that she tried to get up but couldn’t and then called Todd the Devil. Todd told her he was the Devil and then pulled her towards the trailer, where [VICTIM #1] attempted to grab an item off of it to hit Todd. [VICTIM #1] stated that she was unable to get the item and couldn’t breathe while being held down. [VICTIM #1] stated that Todd finally stopped, got on his black Honda motorcycle, and left the area. [VICTIM #1] stated she tried calling 911, but they couldn’t understand her because she was crying too much, so she called her friend instead. When I finished talking to [VICTIM #1], I took a picture of her neck, which was very red all around from being grabbed and choked to the point she couldn’t breathe.

I then looked at her bottom lip, where I saw a cut with blood on it from being punched in the mouth. I looked at [VICTIM #1]’s face and saw the red mark on the right side of the cheek and all the dirt on her face and arm. I then asked [VICTIM #1] if I could see where Todd punched her in the stomach. While Deputy Cruz was standing next to me, [VICTIM #1] lifted her shirt up, and I saw a light red mark on her stomach. I could also smell a really strong odor of gasoline from [VICTIM #1].

Once I received all the information, I told the other deputy who it was, and they were able to locate Todd and take him into custody. I advised [VICTIM #1] that she should get a temporary protection order against Todd to protect herself.

Med 5 was called to the scene, but [VICTIM #1] refused medical attention.

I took pictures of the marks and blood on [VICTIM #1]’s lip, and they will be added to the report.

[VICTIM #1] was given a domestic violence pamphlet and told of services and how to obtain a copy.

Warrants will be taken out for Todd Caywood for Aggravated Assault FV 16-5-21, Battery FV x2 16-5-23.1, Simple Battery FV 16-5-23, and Simple Assault FV 16-5-20.

[NARRATIVE #2 on September 22, 2024]

On September 22, 2024, at 1701 hours, I responded to [3000 BLOCK] Tallassee Rd regarding a domestic dispute. The caller reported receiving a call from a female resident who was unable to contact the police herself. The victim, [VICTIM #1], had sent a photo showing her face covered in blood. Upon arrival, Deputies Aycock, Cruz, and Perez radioed that the suspect, Todd Caywood, a white male, had fled the scene. He was last seen wearing a black leather jacket and black pants, riding a black motorcycle. Deputy Perez confirmed that Todd Caywood faces charges of Aggravated Assault, two counts of Battery, and Simple Assault.

While patrolling the area of Atlanta Hwy SE at Hardigree Rd, I observed a white male wearing a gray shirt standing at the Chevron gas station on Hardigree. At that moment, I did not see any black leather jacket or pants.

After continuing down Atlanta Hwy SE towards Dooley Town Rd, I turned my patrol vehicle around and headed back towards Hardigree Rd. As I was driving, I saw a white male wearing a black leather jacket, riding a black motorcycle in the direction of Cash Rd. I immediately turned around but briefly lost sight of him. However, I was able to catch up with his vehicle, a 1985 Honda V65 motorcycle with Georgia tag #[REDACTED], registered to Todd Caywood on Pleasant Hill Church Rd at Atlanta Hwy SE.

I activated my emergency lights and initiated a traffic stop on Pleasant Hill Church Rd at Atlanta Hwy SE. The motorcycle driver continued driving on Atlanta Hwy SE but signaled that he was pulling over onto Dooley Town Rd. After turning left onto Dooley Town Rd, the driver pulled into a parking lot at 1756 Dooley Town Rd.

I exited my patrol vehicle, approached the driver, and identified myself. I requested his driver’s license, and he identified himself as Todd Caywood. I noticed he had a busted lip, a cut on his left thumb, and his hands smelled of gasoline. Todd stated that he had just left the gas station and mentioned earlier visiting his ex-girlfriend, [VICTIM #1]. I informed him that he was being detained and directed him to step off the motorcycle. He complied, and I placed him in double-locked handcuffs behind his back after checking for fit.

I read him his Miranda rights, which he waived, and I asked him what had occurred at [VICTIM #1]’s residence, located at [3000 BLOCK] Tallassee Rd. Todd explained that [VICTIM #1], who is bipolar, struck him in the face as he was leaving, which caused his lip injury. He added that as he was driving away, he saw her hitting herself, though he was unsure whether she was using her left or right hand. He said he did not want to involve the police because he didn’t want her to go to jail, and emphasized that he did not touch her.

After speaking with Deputy Perez, I informed Todd that he was under arrest for Aggravated Assault, two counts of Battery, and Simple Assault. I searched his pockets incident to arrest and found no contraband. Todd requested his father to retrieve his motorcycle, and Deputy Aycock stood by until his father arrived to pick it up.

I transported Todd to the Barrow County Detention Center, where he was handed over to the detention staff without incident. I checked the back of my patrol vehicle for contraband, and none was found.

Deputy Perez will be obtaining warrants for Todd’s arrest for Aggravated Assault, two counts of Battery, and Simple Assault.
