On 01/25/2026 at approximately 1106 hours, I, Officer Tello #138, Officer Smallwood #123 Officer Maleski #150, and Officer Barnard #135 were dispatched to a domestic dispute at [REDACTED BY AGENCY] Winder, GA 30680. We were informed that a subject had a knife and had threatened another party. Officer Smallwood and I responded CODE 3 in patrol vehicle #382.
When we arrived, we were met at the front door by the caller, [WITNESS #1]. He opened the front door for us and Officer Smallwood had asked who had the knife. A woman in the living room had identified herself as the one who had the knives. We had her step outside to talk to us, and she identified herself as Tracie Jackson.
Officer Smallwood then asked her to explain what had happened. Per her account, she was in the living room conversing with her daughter [WITNESS #2]. Ms. Jackson then explained that her niece, [REDACTED BY AGENCY], and her niece’s fiance, [REDACTED BY AGENCY] were in the kitchen making breakfast. She then stated that [REDACTED BY AGENCY] had asked for the TV remote so that he could drown out their conversation. Ms. Jackson then told [REDACTED BY AGENCY] that he can’t have the remote and that raising the volume to the TV would only cause her and her daughter to talk louder. This then initiated a verbal argument between Ms. Jackson, [REDACTED BY AGENCY], and [REDACTED BY AGENCY]. She then claimed that [REDACTED BY AGENCY] had pushed her and so she pushed her back. Ms. Jackson then stated that [REDACTED BY AGENCY] then tried to put his hands on her and it was at this point that she decided to grab two knives from the kitchen because he was bigger than her.
To note, Officer Maleski and Officer Barnard had attempted to talk to [REDACTED BY AGENCY] while I was speaking with Ms. Jackson. [REDACTED BY AGENCY] was then detained by Officer Maleski and Officer Barnard. While detained, Officer Maleski had conducted a frisk on [REDACTED BY AGENCY] to search for weapons and during his frisk found a bag of marijuana with a gross weight of 4.31g. The marijuana was later submitted to evidence to be destroyed.
I then spoke to Ms. Jackson’s daughter, [WITNESS #2]. She explained that her and Ms. Jackson were in the living room talking to one another. Ms. [WITNESS #2] then stated that [REDACTED BY AGENCY] had come into the room to ask for the remote so that he could turn the TV on because he didn’t want to hear their conversation. Ms. [WITNESS #2] then stated that Ms. Jackson told him no and that the argument started after that. She observed her mother go into the kitchen to grab the knives and try to defend herself against [REDACTED BY AGENCY].
Afterwards, I approached [REDACTED BY AGENCY] and asked her to explain the events from her perspective. [REDACTED BY AGENCY] explained that she and [REDACTED BY AGENCY] were in the kitchen making breakfast. She stated that [REDACTED BY AGENCY] had asked Ms. Jackson for the remote so that he could turn the TV on. She then said that Ms. Jackson said no and that it would only make her and her daughter talk louder. She then stated that they started arguing and eventually she was able to separate from Ms. Jackson by taking [REDACTED BY AGENCY] into the garage. She stated that she had talked to him and that she was able to calm him down., but when they went back into the kitchen, she said that Ms. Jack had begun to argue with [REDACTED BY AGENCY] again. [REDACTED BY AGENCY] said that [REDACTED BY AGENCY] took one step into the living room and that Ms. Jackson got up and stated that she was getting a knife. [REDACTED BY AGENCY] heard Ms. Jackson and tried to stand in front of the knives to keep Ms. Jackson away from them.
[REDACTED BY AGENCY] then stated that Ms. Jackson had pulled her to get her away from the knives, so [REDACTED BY AGENCY] pushed her. Ms. Jackson had pushed [REDACTED BY AGENCY] back and eventually grabbed two knives. [REDACTED BY AGENCY] stated that Ms. Jackson looked at her with the knives raised and said, “I’ll stab you first”. She then said that Ms. Jackson kept the knives raised when [REDACTED BY AGENCY] tried to get [REDACTED BY AGENCY] away from the situation and began to approach him.
I then talked to the caller, [WITNESS #1]. Mr. [WITNESS #1] stated that he was in one of the rooms with his wife when he heard a commotion coming from the living room/kitchen area. He walked out of his room to see what was happening and saw a group in the corner of the kitchen. Mr. [WITNESS #1] then stated that he saw Ms. Jackson with the knives in her hand. He also said that he watched Ms. Jackson set them down. Mr. [WITNESS #1] then said that he took his mother-in-law into the bedroom to keep her away from the situation.
At this point of the investigation, I had enough probable cause to arrest Tracie Owens Jackson on 2 counts of Aggravated Assault- Family Violence because she armed herself with a knife with the intent to murder, rape, or rob and 1 count of Terroristic Threats because she threatened to stab [REDACTED BY AGENCY].
At this point, I went back to talk to Ms. Jackson and told her to stand up and place her hands behind her back. I put the handcuffs on her, checking for fit and double locking them. I then took her to the patrol vehicle and conducted a search incident to arrest searching for weapons, contraband, and means of escape with a negative result. Afterwards, I placed her in the back of the patrol vehicle, securing her with the seatbelt over her lap and shoulder.
I then went back into the residence to speak with [REDACTED BY AGENCY]. I had asked him for his perspective of the events, to which he replied that he didn’t recall. Afterwards, I went back to the patrol vehicle and grabbed a pamphlet for the Peace Place to provide him and his wife. I advised that if they ever felt unsafe or had any questions, they could contact the phone number that is listed on the pamphlet.
We then transported Ms. Jackson to the Barrow County Detention Center (652 Barrow Park Dr. Winder, GA 30680). She was released to the intake officers, and a victim notification was completed for both [REDACTED BY AGENCY].
Sergeant Evans #148, my Command Staff, and CID were notified of the arrest due to the charges.
Warrants were procured for two separate counts of Aggravated Assault- FV (2026-0250FW and 2026-0252FW) and Terroristic Threats- Felony (2026-0251FW). The on-call magistrate was contacted. The warrants were signed and taken to the jail to be placed on GCIC.
A property receipt (A- 29637) for the recovered marijuana from [REDACTED BY AGENCY] was procured along with a submission in LERMS. The LERMS property receipt was printed off and attached to the case file.
