[NARRATIVE #1 on July 19, 2025]
On 07/19/2025 at approximately 1528 hours, I, Cpl. Cureington #155 was dispatched to 136 E Midland Ave. Unit 19 Winder, GA 30680 (GA Auto Source LLC.) about an assault that occurred. Dispatch advised that a male had been attacked and the suspect had already left. I traveled CODE 1 to the location stated above in my marked patrol vehicle #524.
Upon arrival, Mr. Vladimir Lukyan flagged me down and stated he was the one who called. I immediately observed that Vladimir’s head was actively bleeding and asked if he wanted a medical unit to come check his head. Vladimir advised that he did, and I requested dispatch to start a medical unit. I asked Vladimir what occurred. Vladimir stated that he and a customer named “[VICTIM #1]”, later identified as Mr. [VICTIM #1], got into an argument over politics, and [VICTIM #1] attacked him. He stated that [VICTIM #1] started choking him to the point where he started losing consciousness. Vladimir stated that’s when he started reaching around for something to hit [VICTIM #1] with, and then [VICTIM #1] and his son ran out of the business towards their red Ford Dually pickup truck.
Vladimir stated that as they started running away, he retrieved his 9mm handgun and fired 3 rounds at the ground in the direction of [VICTIM #1] and his son.
While speaking with Vladimir, I could smell a very strong odor of marijuana coming from unit 19. Ofc. Morgan #115, who was also on scene with me, smelled the same odor.
Shortly later, Medical Unit 9 arrived on the scene to check Vladimir’s wound on the top of his head. Vladimir was seen by Medical Unit 9 and refused treatment after making sure it wasn’t a serious injury.
While Vladimir was being seen by the Medical unit, I contacted Sgt. Hill #165 and advised her of the Aggravated Assault that occurred and the strong odor of Marijuana coming from inside the building.
Sgt. Hill notified Cpt. Cooper #147 of the incident, and he advised that he would obtain a search warrant for the building.
Sgt. Hill also notified Lt. Page #156 as well.
Shortly later, Sgt. Hill arrived at the scene, and we performed a protective sweep of the building, and I marked off the building with crime scene tape. Ofc. Barnard #135 started a crime scene log.
While waiting for Cpt. Cooper to procure a search warrant, Vladimir was seated in the back seat of my patrol vehicle, and his phone was secured in the front of my patrol vehicle. I took photos of Vladimir’s injury to the top of his head, and Ofc. Barnard took photos of the marking on Vladimir’s neck area from being choked.
At approximately 1630 hours, I was flagged down by Mr. [VICTIM #2], who advised that his van had been struck by a bullet. I walked over to Unit 22, where I observed a hole in the back door of his white Ford Transit Van Bearing GA Tag#: [REDACTED]. The hole entered the back door and exited out of the driver’s side tail light. The van was parked approximately 140 feet north of where Vladimir discharged the handgun. [VICTIM #2] advised that the damages would cost approximately $1000 to repair. I provided [VICTIM #2] with a business card with the case number attached.
While holding the scene, Sgt. Hill observed that Unit 17 had video cameras on the exterior of the building. I walked to Unit 17, where I spoke to Mr. [WITNESS #1]. I asked [WITNESS #1] if the camera worked, and he advised that it did and suggested I could take a look at the video footage. [WITNESS #1] attempted to sign into the security system but was unable to. [WITNESS #1] advised that I could take the hard drive where the videos are stored, and he provided me with the hard drive. I secured the video hard drive in the back of my patrol vehicle.
While waiting for the search warrant to be signed, Lt. Page advised that she was out at [300 BLOCK] Mobile Dr., Winder, GA 30680, and took photos of the red Ford Dually. Lt. Page provided me with the pictures, where I observed an impact on the driver side running board that appeared to be from a bullet impact.
At approximately 1920 hours, Cpt. Cooper arrived at 136 E Midland Ave. with a signed search warrant.
Vladimir was transported to the Winder Police Department by Ofc Morgan #115 to be formally interviewed by Cpt. Cooper.
At approximately 1926 hours, Sgt. Hill, Ofc. Barnard, Ofc. Bruce, Auburn K9 Sgt. Scott #807, and I executed the search warrant on the business looking for the handgun that was fired at [VICTIM #1] and his son, drugs, drug-related objects, and the shell casings from the handgun that was fired by Vladimir. Before entering the building, I collected the 3 spent casings that were located approximately 6 feet away from the roll-up door of the business. During the search of the building, I located a Tan Taurus G2C 9mm Serial #: TL072884 inside the office area along with its magazine. Also located inside the office area was a small cardboard material tube with a green leafy substance believed to be marijuana inside it. Both the Handgun and the cardboard tube were located on top of the desk in the office area.
A red Milwaukee tool bag was located inside a black BMW VIN#: [REDACTED] that was located inside the business on a car lift. I located the red Milwaukee bag in the trunk area of the BMW. Inside the red Milwaukee bag was a clear mason jar with a green leafy substance believed to be Marijuana, a black grinder, a rolling tray, and dozens of small cardboard material tubes with green leafy substance inside believed to be marijuana.
All items located from the search warrant were secured in the back of my patrol vehicle and were transported to the Winder Police Department. The items located during the search warrant, the hard drive, and Vladimir’s phone were secured in the temporary lockers overnight and were locked and secured.
The investigation was turned over to Cpt. Cooper upon returning to the Winder Police Department.
On the morning of 07/20/2025, all the items collected from the search warrant, the hard drive, and Vladimir’s phone were properly packaged and secured in a temporary evidence locker #004.

[NARRATIVE #2 on July 19, 2025]
On July 19, 2025, at approximately 1528 hours, I, Ofc. Morgan W115, and Cpl. Cureington W155 were dispatched to an assault that occurred at 136 E Midland Ave, Winder, Ga, 30680. Central Dispatch stated that the caller said he was arguing with customers, and then he was attacked. Central Dispatch also stated the caller had a bump on his head and that he declined a medical unit to check his injuries. Central Dispatch stated they did not have a direction of travel for the subject. Central Dispatch stated that the caller had a weapon and had fired a few warning shots. Central Dispatch informed us that the caller said it was two Hispanic males, father and son. Central dispatch stated that the father drove a dark red F-350 “Dooley”. Central Dispatch also stated that the caller said that the father and son live near the Barrow County Sheriff’s Office. I responded to the call Code 1(no lights or sirens) in marked patrol vehicle 397.
Upon hearing that the two Hispanic males live near the Barrow County Sheriff’s Office, while heading to the scene, I decided to travel towards Winder Village Mobile Home Park. I was traveling southbound on North Broad Street and decided to cut down and make a left turn onto East Williams Street to see if I could locate the subjects in the dark red Ford F-350. I came over the TAC radio and notified Cpl. Cureington, I remembered this vehicle, and that possibly the owner of the vehicle lived on Mobile Drive. I remembered seeing this vehicle on Mobile Drive because of recent area checks I had done in that area. I continued traveling eastbound on East Williams St. and then made a right turn onto East Broad Street going southbound. I then decided to head towards the location of the call because I could not locate the vehicle at the time. Before arriving at the scene of the call, Cpl. Cureington stated he had made contact with the caller and was going to be on the back side of the building. Upon arriving at the scene, I made contact with the caller, later identified as Vladimir Lukyan.
Cpl. Cureington was already speaking to Mr. Lukyan. I walked up to Cpl. Cureington and he advised me of the situation. I asked Mr. Lukyan what had happened. Mr. Lukyan stated that he and the other subjects had gotten into a verbal argument about politics, and he had been choked by the other party. I asked Mr. Lukyan why they were arguing about politics. Mr. Lukyan seemed to be unsure at the time. Cpl. Cureington had asked Mr. Lukyan if he wanted to press charges against the other party. Mr. Lukyan did not want to at first, and then stated he needed time to think about it. I went and spoke to Cpl. Cureington about what the plan was. Cpl. Cureington went over the TAC radio and notified Ofc. Harris W121 that he and I, Ofc. Morgan, were going to go to [300 BLOCK] Mobile Drive to locate the vehicle. Cpl. Cureington was able to receive this location by getting one of the male subjects’ name, [VICTIM #1], and running it through GCIC/NCIC.
Ofc. Harris and I traveled to [300 BLOCK] Mobile Drive to locate the vehicle. While traveling westbound on Fairview Ave, one of the Barrow County Deputies stopped me and informed me that there were no vehicles at [300 BLOCK] Mobile Drive. I still traveled to [300 BLOCK] Mobile Drive to make contact with anyone at the residence. I attempted to make contact with someone at the residence but had negative results. While waiting at the residence, Ofc. Flores came over the radio and stated he had a vehicle matching the description, and he had them stopped at the Jug Tavern Park (139 E Athens St, Winder, GA, 30680). Upon Ofc. Flores trying to make contact with the vehicle I gave Cpl. Cureington a phone call asking if he wanted me to travel over there or stay near Mobile Drive.
Upon talking to Cpl. Cureington, Ofc. Flores stated that the driver was someone else and not the right person. I was at Lumpkin Street and Fairview Ave, making a U-turn, when I noticed a dark red Ford F-350 traveling North on Lumpkin Street coming towards me. I came over the TAC radio and notified Ofc. Harris to turn around because I possibly had the vehicle coming towards me. I drove into the parking lot at Winder Village and made another U-turn so once the vehicle had entered the area, Ofc. Harris would be able to block the vehicle. I radioed to Central dispatch and stated I possibly had the vehicle at Fairview Ave and Mobile Drive.
I activated my emergency lights and placed my vehicle towards the dark red Ford F-350. I exited my marked patrol vehicle and asked the driver to turn the vehicle off. I walked up to the driver’s door and asked the driver, later identified as [VICTIM #3]. I asked [VICTIM #3] where his father, [VICTIM #1], was. [VICTIM #3] informed me that he was very stressed out at the moment. I asked [VICTIM #3] again where [VICTIM #1] was and he stated at the gas station. I asked [VICTIM #3] which gas station he was at, and he said the Shell Gas Station (233 N Broad St, Winder, GA, 30680). [VICTIM #3] stated that it was only he, his mom, identified as [REDACTED], and his Juvenile sister, identified as [REDACTED BY AGENCY] I asked [VICTIM #3] to step out of the vehicle, where I patted him down for weapons. I did not feel any weapons. I radioed to Ofc. Flores said that the father was at the Shell Gas Station. Ofc. Flores stated he was en route to that location.
While speaking with [VICTIM #3], he gave me a summary of the incident that he and his father, [VICTIM #1], had gone to Mr. Lukyan because he works on their vehicles. [VICTIM #3] then stated that while his father and Mr. Lukyan were in a physical altercation, Mr. Lukyan pulled out a firearm and started firing at them, so they took off running. [VICTIM #3] stated that he and [VICTIM #1] went home to pick up Ms. [REDACTED] and [REDACTED BY AGENCY] [VICTIM #3] stated that [VICTIM #1] was worried that Mr. Lukyan would come to their house because he knew where they lived.
[VICTIM #3] stated that they picked up their family and went to the Shell Gas Station. [VICTIM #3] stated that while at the Shell Gas Station, they contacted their lawyer, who stated to go to the police to make a report. [VICTIM #3] stated that [VICTIM #1] was worried about the situation. [VICTIM #3] stated that while at the Shell Gas Station, he saw on the camera that there were cops at his house. [VICTIM #3] then stated that he started to head to his house, and that’s when he saw me. I asked [VICTIM #3] why he didn’t call the police. [VICTIM #3] stated he was about to, but he saw me by the entrance to Winder Village.
While speaking to [VICTIM #3], [VICTIM #1] facetimed him, and [VICTIM #3] gave me the phone. I informed [VICTIM #1] that I was Ofc. Morgan with the Winder Police Department. [VICTIM #1] seemed to be very distressed and wouldn’t talk to me much. I advised [VICTIM #1] that a Winder Officer would be there shortly, and possibly a Barrow County Sheriff’s Deputy. I informed [VICTIM #1] to go up to the police officer and tell them who he was. [VICTIM #1] stated he was not going to give himself up. While on FaceTime with [VICTIM #1], I noticed he was in a building that looked like one of the car wash places near the Shell Gas Station. I radioed to Ofc. Flores stated that he is at one of the car wash businesses near the Shell Gas Station. I advised Ofc. Flores that he may not give himself up easily.
Sgt. Hill W165 came over the radio and notified me and Ofc. Harris to detain [VICTIM #3] for questioning and bring him to the Winder Police Department (25 E Midland Ave, Winder, Ga, 30680). Ofc. Harris placed [VICTIM #3] into double-locked handcuffs behind the back and checked for fit. Ofc. Harris and I explained to [VICTIM #3] that he was not under arrest at the time but was being detained for questioning. I searched [VICTIM #3] for weapons, contraband, and means of escape, and I had a negative search. Ofc. Harris and I placed [VICTIM #3] into the back of my patrol vehicle with a lap and shoulder belt. I activated my in-car patrol camera. The back of my patrol vehicle was searched for weapons, contraband, and means of escape. I had a negative search.
I transported [VICTIM #3] Code 1 (no lights or sirens) in marked patrol vehicle 397 to the Winder Police Department in the back of my patrol vehicle. Once arriving at the Winder Police Department, I took pictures of [VICTIM #3] to make sure he had no torn clothes or cuts or bruising from the physical altercation. I placed [VICTIM #3] in interview room 1 for questioning. Ofc. Harris handed me a body camera for the room for video and audio recording. I asked [VICTIM #3] if he would fill out a witness statement form. [VICTIM #3] stated he didn’t want to because he could not write at the moment and wanted to speak to his lawyer first.
While waiting for the investigator to come to the Winder Police Department, Ofc. Flores stated that [VICTIM #1] stated that his vehicle was struck by a bullet that Mr. Lukyan had fired. Ofc. Flores stated it should be his driver’s side running board. I traveled back to [300 BLOCK] Mobile Drive, where Lt. Page W156 and I located the spot where the bullet had hit. Lt. Page took pictures of the vehicle. I then traveled back to the Winder Police Department, where I watched [VICTIM #3] until an investigator could come speak with him.
While watching [VICTIM #3], Sgt. Hill informed me that I would be going out to 136 E Midland Ave to help with the search warrant. I traveled to 136 E Midland Ave and went to help with the search warrant. Before the search of the building, I was notified to take Mr. Lukyan to the Winder Police Department. I transported Mr. Lukyan in marked patrol vehicle 397 from 136 E Midland Ave to the Winder Police Department. Once I arrived at the Winder Police Department, I placed Mr. Lukyan into the patrol D shift office for questioning. I placed my body-worn camera on the desk facing Mr. Lukyan.

[NARRATIVE #3 on July 19, 2025]
At approximately 1400 hours, I was in route to Ofc. Morgan at Fairview Avenue and Mobile Drive Winder, GA, to try and locate the Ford F350. Ofc. Morgan then informed me he had made contact with the son, [VICTIM #3], and the truck at Mobile Drive. Ofc. Morgan stated [VICTIM #3] told him that he had dropped off his father, [VICTIM #1], at the Shell gas station on North Broad Street. Ofc. Morgan stated [VICTIM #3] was actively on FaceTime with [VICTIM #1], and it appeared he was at a car wash. [VICTIM #1] had stated he was not going to turn himself in. I activated my blue lights and sirens at the intersection while relocating to the Shell gas station on North Broad Street. I knew of two car washes near North Broad Street.
Upon arriving near the area, I pulled into the Sunshine Car Wash at 229 North Broad Street. I observed a Hispanic male holding a phone in his left hand as if he was on the phone. I notified dispatch and got out the male. The man walked towards me, and I could see he was on FaceTime. The male was [VICTIM #1]. I escorted [VICTIM #1] to my patrol vehicle and placed him under arrest. I secured him with handcuffs behind his back. I checked the handcuffs for proper fit and double locked them. I searched [VICTIM #1] incident to arrest for contraband, weapons, and means of escape. Nothing was found. I secured [VICTIM #1] in the backseat of my patrol vehicle with a seatbelt.
[VICTIM #1] tried explaining the incident to me. I told [VICTIM #1] we were going to the Winder Police Department and to wait to speak with the detective responding. [VICTIM #1] still made a few statements. The statements were about him defending himself, Vladimir making racist statements, Vladimir shooting at him, and being there for “coke”. I continued to remind [VICTIM #1] he would have the opportunity to tell the detective of what happened. It was later determined [VICTIM #1] meant Marijuana when he stated “coke”. I transported [VICTIM #1] to the Winder Police Department and placed him in interview room #2. I then handcuffed [VICTIM #1] with his hands in the front. I informed him Cpt. Cooper was on his way, and he would be conducting the interview. At approximately 1930 hours, Cpt. Cooper entered interview room #2 and began the interview.
