[NARRATIVE #1 on November 21, 2025]
On November 21, 2025 at approximately 1032 hours, I, Officer Gibbs, was dispatched to terroristic threats located at the Winder First Baptist Church (625 Jefferson Hwy Winder, GA 30680). I traveled CODE 1 in marked patrol vehicle 385 to the above location.
Upon arrival, I met with a male later identified as Mr. William Colvin in the rear parking lot. Mr. Colvin advised that he was the caller. Mr. Colvin advised that he was doing grounds work on the property of the church. Mr. Colvin advised that two teenagers drove into the parking lot. He advised that they drove a green Toyota 4 runner with a trailer attached. He advised that it appeared that something was wrong with their vehicle. He advised that he saw the teenagers fixing something on their vehicle. Mr. Colvin advised that he continued doing his work.
Mr. Colvin then advised that the teenagers began to drive out of the parking lot. Mr. Colvin advised that the teenagers then stated their trailer was more “masculine”. Mr. Colvin advised that the teenagers stated he needed to get a more masculine job. Mr. Colvin advised the teenagers called him a “fa*got”. Mr. Colvin then explained that he told the teenagers they needed to get off the property. Mr. Colvin stated he told the teenagers to get off the “fu*king” property. Mr. Colvin advised that he and the teenagers exchanged more words. Mr. Colvin advised the teenagers then proceeded to drive through the parking lot.
Mr. Colvin then advised that the teenagers said they would “beat” his “a*s”. Mr. Colvin advised he then stated he would “beat” their “a*s”. Mr. Colvin then advised that one of the teenagers stated he would shoot Mr. Colvin. Mr. Colvin then advised that he stated he would shoot the teenagers. Mr. Colvin then explained that he took a step back and reached for his firearm. He advised that he did not take his firearm out of the holster. Mr. Colvin explained that he did not see the teenagers with a firearm. Mr. Colvin stated, “you never know with people these days”. Mr. Colvin then explained that the teenagers drove out of the parking lot. Mr. Colvin then advised that he called 911.
Mr. Colvin then explained that he conceals a handgun in the rear of his belt line. Mr. Colvin then turned around and pulled up his shirt to show me his firearm. Mr. Colvin advised that he would not touch the firearm; however, he wanted to show me where it was located.
I then asked Mr. Colvin if he had displayed his firearm during the incident. He then advised that he reached for his firearm, but never removed the firearm from his holster. I then asked him if the teenagers would be able to describe the firearm. He advised that they would not be able to describe the firearm because he never removed it from the holster.
I then provided Mr. Colvin with a case card with the case number on it and advised him when the report would be ready. Sergeant Hill stood by with Mr. Colvin. I then went to speak with the two teenagers identified as [VICTIM #1] and [REDACTED BY AGENCY] year old [REDACTED BY AGENCY].
I then spoke to Corporal Cureington and Officer Morgan. Corporal Cureington advised that [VICTIM #1] and JUVENILE [REDACTED BY AGENCY] were able to describe the firearm. Officer Morgan advised that JUVENILE [REDACTED BY AGENCY] had initiated the argument with Mr. Colvin. Officer Morgan advised that JUVENILE [REDACTED BY AGENCY] made all statements towards Mr. Colvin.
I asked [VICTIM #1] to explain what had occurred. [VICTIM #1] advised that he pulled into the parking lot to check something on his vehicle. [VICTIM #1] advised that they observed a man doing yard work. [VICTIM #1] advised as they began to drive out of the parking lot, JUVENILE [REDACTED BY AGENCY] yelled out the window and said “my trailer is more masculine then yours”. He then explained that Mr. Colvin called him and [REDACTED BY AGENCY] a “fa*got”. [VICTIM #1] then advised that Mr. Colvin got mad and began threatening to “whoop their a*s”. [VICTIM #1] then stated that Mr. Colvin stated he would beat their “a*s”. [VICTIM #1] then stated that JUVENILE [REDACTED BY AGENCY] stated he would beat Mr. Colvin’s “a*s”. [VICTIM #1] then stated that JUVENILE [REDACTED BY AGENCY] stated he would shoot Mr. Colvin. [VICTIM #1] then advised Mr. Colvin then stated he would shoot them.
[VICTIM #1] advised JUVENILE [REDACTED BY AGENCY] stated “we are minors.” Mr. Colvin then stated he did not give a “fu*k”. [VICTIM #1] explained that Mr. Colvin then stepped back and pulled out a “small black handgun from behind his waist.” [VICTIM #1] then advised that Mr. Colvin began running towards the vehicle while pointing the gun at him and JUVENILE [REDACTED BY AGENCY] [VICTIM #1] then advised that he drove out of the parking lot.
I then asked [VICTIM #1] if he could describe the firearm. [VICTIM #1] advised that the firearm was a small black pistol
I then asked [VICTIM #1] and JUVENILE [REDACTED BY AGENCY] if they would be like to fill out written statements. Both advised that they would fill out a written statement. Officer Morgan then assisted them in filling out the written statements. The statements were later attached to the report.
I then went back to Mr. Colvin. I placed handcuffs around his wrists, ensuring they were double-locked and checked for proper fit. I then conducted a search incident to arrest for weapons, contraband, and means of escape. I located a firearm in Mr. Colvin’s waistline. Sergeant Hill requested central dispatch to search the firearm through GCIC/NCIC: Smith and Wesson 380 pistol serial number KFL1984. Central dispatch advised no record.
I walked Mr. Colvin to my marked patrol vehicle 385 and placed him in the backseat. I placed a seatbelt on him for safety. Sergeant Hill then secured the Smith and Wesson 380 pistol in my marked patrol vehicle. I then placed Mr. Colvin’s belongings in an evidence bag and secured it in my marked patrol vehicle. I then transported Mr. Colvin to the Barrow County Detention Center.
Upon arrival at the Barrow County Detention Center, I released Mr. Colvin into the custody of the intake deputies and filled out the necessary paperwork.
I searched my marked patrol vehicle 385 for contraband before and after transporting Mr. Colvin with negative results.
I then procured the following warrants against Mr. William Colvin:
Terroristic threats #2025-3862 FW for threatening to shoot [VICTIM #1] with a firearm while displaying the firearm.
Terroristic Threats #2025-3863 FW for threatening to shoot [REDACTED BY AGENCY] with a firearm while displaying the firearm.
Aggravated Assault #2025-3864 FW for aiming a Smith and Wesson pistol at [VICTIM #1] and threatening to shoot [VICTIM #1].
Aggravated Assault #2025-3865 FW for aiming a Smith and Wesson pistol at [REDACTED BY AGENCY] and threatening to shoot [REDACTED BY AGENCY].
Upon arrival at the police department, I photographed the firearm, holster, magazine, and bullets. I logged the evidence on a Winder Police Department receipt for property A-31106 and placed the items in evidence locker 8. I entered all evidence into a LERMS property receipt. [NARRATIVE #2 on November 21, 2025]
On November 21, 2025, at approximately 1031 hours, I, Ofc. Morgan W115, and Ofc. Gibbs W136 were dispatched to a Terroristic Threats call that occurred at Winder First Baptist Church (625 Jefferson Hwy Winder, Ga 30680). I responded to the call Code 1 (no lights or sirens) in marked patrol vehicle 395. While traveling to the scene, Central Dispatch stated that the other party, who were the two males who made the threats, had left the scene and continued towards the county.
While continuing to travel to the scene, Central Dispatch stated that the party that left the scene, later identified as [VICTIM #1] and Juvenile [REDACTED BY AGENCY] were at [400 BLOCK] Anowhatchee Dr. Winder, GA 30680. Central Dispatch stated that Mr. [VICTIM #1] and [REDACTED BY AGENCY] stated that William Colvin (the initial caller) had made threats with a firearm against them. Cpl. Curemgton W155 came over the TAC radio and stated that if one of us wanted to go out to meet with Mr. [VICTIM #1] and [REDACTED BY AGENCY], we could. Ofc. Gibbs stated she would go to Winder First Baptist to meet with the first caller. I notified Central Dispatch that I would travel to where Mr. [VICTIM #1] and [REDACTED BY AGENCY] were located. I then decided to get Mr. [VICTIM #1] and [REDACTED BY AGENCY] to return to the scene at Winder First Baptist, where the incident took place.
Mr. [VICTIM #1] and [REDACTED BY AGENCY] were driving a green in color Toyota 4Runner with GA TAG [REDACTED]. Mr. [VICTIM #1] and [REDACTED BY AGENCY] stated that they traveled to Winder First Baptist Church (625 Jefferson Hwy Winder, GA 30680) to check out the pond so they could put their john boat on the pond. Mr. [VICTIM #1] informed me that [REDACTED BY AGENCY] stated to the other male, identified as William Colvin, “my trailer has more masculinity than yours”. Mr. [VICTIM #1] stated that Mr. Colvin ran up to their vehicle and said, “What the fu*k did you say”. Mr. [VICTIM #1] and [REDACTED BY AGENCY] stated that Mr. Colvin stated he “would whoop their a*s”. [REDACTED BY AGENCY] stated that he told Mr. Colvin that they were minors. [REDACTED BY AGENCY] stated that Mr. Colvin stated, “I will still beat your a*s”.
[REDACTED BY AGENCY] stated that since Mr. Colvin made those threats, he stated, “I will shoot you” to Mr. Colvin. [REDACTED BY AGENCY] and Mr. [VICTIM #1] stated that Mr. Colvin started to reach behind his waistband and pulled out his black in color firearm and pointed it at them. [REDACTED BY AGENCY] and Mr. [VICTIM #1] stated that then Mr. Colvin lowered it since a lot of vehicles were driving past Winder Baptist Church. [REDACTED BY AGENCY] and Mr. [VICTIM #1] then stated that Mr. Colvin then with the firearm still in his hand, started running towards them. [REDACTED BY AGENCY] and Mr. [VICTIM #1] stated that they left the scene and then called 911 once they returned to the house.
Ofc. Gibbs and I asked [REDACTED BY AGENCY] and Mr. [VICTIM #1] if they would fill out statement forms. The both said yes, they would. While waiting for them to fill out the statement forms, I ran both [REDACTED BY AGENCY] and Mr. [VICTIM #1], along with the green 4Runner through GCIC/NCIC. I observed that everything was valid. I spoke with Sgt. Hill W165, who stated I needed to contact the Department of Juvenile Justice. [REDACTED BY AGENCY] was being charged with Terroristic Threats (felony) for the statement of [REDACTED BY AGENCY] saying “I will shoot you”.
I notified Central Dispatch, who was able to get me in contact with [REDACTED]. I explained the situation, and Mr. [REDACTED] stated he wanted to release [REDACTED BY AGENCY] back to his parents. Mr. [REDACTED] stated he wanted me to email him the Juvenile Complaint form to his email. I was able to get in contact with [REDACTED], [REDACTED BY AGENCY] mother, and advised her of the situation and explained to her that [REDACTED BY AGENCY] has a court date on November 24, 2025, at the Barrow County Courthouse (652 Barrow Park Dr, Winder, GA 30680) at 1200 hours. Ms. [REDACTED] informed me to let [REDACTED BY AGENCY] know to stay home and stay away from Mr. [VICTIM #1] until she can return home, since she is stuck at work.
I notified [REDACTED BY AGENCY] that he was being charged with Terroristic Threats for making the statement “I will shoot you”. Before placing [REDACTED BY AGENCY] into the back of my patrol vehicle 395, I patted him down for weapons. I had a negative find of any weapons. I transported [REDACTED BY AGENCY] to [REDACTED BY AGENCY] Winder, GA 30680 in marked patrol vehicle 395 Code 1 (no lights or sirens). Once I arrived at [REDACTED BY AGENCY] Winder, GA 30680, I informed [REDACTED BY AGENCY] not to go anywhere per his mom.
Both written statement forms from [REDACTED BY AGENCY] and Mr. [VICTIM #1] will be attached to this report.
The Juvenile Complaint will also be attached to this report.
The Juvenile Complaint has been sent over to [REDACTED] at the Department of Juvenile Justice.
