On 10/25/2025 at approximately 0923 hours, I was dispatched to the Wells Fargo Bank located at 25 East May Street Winder, GA, in reference to a dispute. Dispatch informed me the caller stated there was a male inside refusing to leave the business and that he told her not to make her upset or he would “kill”. The caller stated he was sitting down at a desk. I responded CODE 1 (no emergency lights or sirens) in my marked patrol vehicle.
The male was described as wearing a black shirt, jeans, and brown boots. Ofc. Morgan informed me that the male was most likely the same male he had dealt with minutes ago. Upon arrival, Ofc. Morgan and Ofc. Gibbs had already detained the male in handcuffs behind his back. He was identified as William Robert Roy. He was escorted out of the business.
I spoke with the caller, [WITNESS #1]. [WITNESS #1] stated William showed up at the bank around 0858 hours. She stated William was “banging” on the glass doors multiple times. She stated he was wearing a ski mask while banging on the doors. [WITNESS #1] stated that he wanted to get a loan. She stated she told him he’d have to wait until 0900 hours and remove the mask to enter.
[WITNESS #1] stated they allowed him in when they opened, and he removed his ski mask. [WITNESS #1] stated William was attended by teller [WITNESS #2]. [WITNESS #2] stated while attending to William, she told him she needed his identification card, which he did not have on him. She stated he called someone and tried to get them to send a picture of it. She stated William said something about not making him upset or he would “k i l l”. She stated he spelled it out but did not make any threats to anyone.
[WITNESS #2] stated that William became upset and was using profane language. She stated he said he was not leaving until he spoke to a supervisor. [WITNESS #1] stated she told William he could leave if he was going to behave that way. She stated William remained seated and continued to use profane language.
Ofc. Morgan had dealt with William at approximately 0832 hours at a pet grooming store. The business was near Wells Fargo Bank. William had tried to enter the store and was asked to leave several times but refused. Eventually, William left and Ofc. Morgan got out with him.
I relocated outside and informed William that he was under arrest. I searched him incident to arrest for weapons, contraband, and means of escape. Nothing was found. I secured William in the back seat of my patrol vehicle with a seatbelt. I transported William to the Barrow County Detention Center and turned him over to the staff. I checked the backseat of my patrol vehicle before and after transportation. Nothing was found.
I issued William a citation and provided him with a copy. I informed William of his court date, time, and place. Citation#WC92537 – Disorderly conduct – city ordinance.
