[NARRATIVE #1 on January 14, 2026]
On January 14, 2026, at approximately 2301 hours, I was dispatched to [300 BLOCK] Shenandoah Cir, Winder, GA, 30680 in reference to a dispute call. The caller advised that a neighbor was driving recklessly on a blue and white motorcycle through the neighborhood. He stated that the same neighbor was arguing outside with another neighbor, and it appeared as if they were about to fight.
During the phone call, the caller advised that the parties had separated. He noted that the male, on the motorcycle, had left in a white Chevy passenger car. The caller was identified as Mr. [WITNESS #1]. Mr. [WITNESS #1] advised that the male subject lived at [300 BLOCK] Shenandoah Circle. I responded Code 1 to the scene in a marked patrol vehicle (No Emergency Lights or Siren). Ofc. Melnicuic arrived at the scene to assist.
Upon my arrival at [300 BLOCK] Shenandoah Circle, I observed a blue and white Suzuki motorcycle parked on the front porch (GA Tag# [REDACTED]). As we approached the door, I could actively hear a woman shouting inside the home. Ofc. Melnicuic knocked on the door and rang the doorbell, but the female did not open the door. After waiting a few moments, he knocked again and announced that law enforcement was at the door. I also advised the female subject we heard her inside and needed to talk. Eventually, we were able to make contact with Ms. Catherine Todd.
I explained that we were here to speak to her son about him riding his motorcycle through the neighborhood. Ms. Todd immediately became defensive and began shouting and interrupting me while I was talking. I asked her calmly to calm down. She complained about her dogs being too loud, so I allowed her to corral her dogs so we could talk outside.
As soon as she returned to speak about the incident, she began yelling at us and was warned by Ofc. Melnicuic and I to lower her voice and to calm down again. Ms. Todd turned to face Ofc. Melnicuic in an aggressive posture with a deep, angry stare on her face. Ofc. Melnicuic questioned Ms. Todd’s demeanor towards him, and I observed Ms. Todd step closer to Ofc. Melnicuic, with her left hand raised as she was about to point directly at his face in an antagonizing manner. I immediately distracted Ms. Todd and had her focus her attention on me, not wanting her to escalate the situation.
I began speaking about the motorcycle incident to get a better timeline of when the son was driving the motorcycle, but Ms. Todd interrupted me again by “overtalking” me in a loud voice. She stated that she got on her scooter and followed her son down the street while he drove his motorcycle. Ms. Todd began shouting and using profane language while claiming that neighbors came to her house asking, “What are you doing?”.
While saying this, Ms. Todd slapped my shoulder aggressively with her right hand. At first, I wasn’t sure if she was insinuating that a neighbor physically assaulted her or if she was continuing her aggressive behavior while talking to me. I felt the act was excessive and unnecessary. She went on to say “Him, his son, his wife, look”. Ms. Todd lifted her right foot to show me a her bleeding toenail. She stated that she cut her foot while standing near the edge of her yard.
While Ms. Todd spoke, I detected a faint odor of alcohol coming from her breath and slight slurring when she pronounced certain words. I suspected that Ms. Todd had consumed an alcoholic beverage that evening. Ms. Todd began shouting and using profane language again while stating that a male neighbor had kicked her. Her words were beginning to fuse together, and I had difficulty understanding exactly what happened outside.
She insinuated that the son of her neighbor also did something to her, but her words were unclear. I advised her to show me the Ring doorbell camera footage in hopes that it would better clarify her statement. While she was pulling up the video recording, she still had her mother on a phone call. The mother began asking questions about the person who attacked. Ms. Todd looked at me again and shouted “My f**king foot is bleeding” as if she forgotten that she had already shown me the injury.
Eventually, Ms. Todd was able to access her camera footage, and she handed me her phone to review it. However, the volume on the recording was barely audible, and I struggled to hear what was being said due to Ms. Todd still shouting near my ear. I attempted to tell her to calm down again, but she interjected and blurted out the slang version of “N*gger” towards me. I immediately warned her about her profane language. She then stated that the neighbor’s son called her a racial slur.
Due to her volatility, I advised her to refrain from blurting out any other statements while I watched the video. While reviewing Ms. Todd’s camera footage, I observed a motorcycle accelerating out of camera view at a high rate of speed. The motorcycle could be audibly heard shifting into high gear as if the biker was traveling on an open highway instead of a private residential road.
I could also hear Ms. Todd cheering on the biker in the background. I asked Ms. Todd if she felt that the biker’s actions were necessary. Her response was that they only went up the road one time. Ms. Todd’s facial expression showed no remorse or care. While I was attempting to watch the video again, Ms. Todd kept shouting over the video recording, making it hard for me to hear. I had to advise her again to stop shouting.
In the video clip, I can hear a neighbor saying “Do you know how f**king rude it is?” The neighbor then warns Ms. Todd that the next time her son drives like that up the street, he would call the cops. I could also hear the neighbor say that he has been dealing the motorcycle revving its exhaust near his house for months, and also complained about Ms. Todd screaming at the top of her lungs at 11 o’clock at night.
I then see Ms. Todd and her son approach the neighbor at the edge of the yard. I can hear Ms. Todd say, “You wanna do it?” as she is approaching the neighbor in an aggressive manner. The neighbor answers back, “Do what?” in a seemingly confused tone. She reiterated her statement, which I determined was meant to display “fighting words” and aggression. I overheard the male respond, “Do you know who I am?”. Then the video cuts forward to Ms. Todd and her son entering back inside their home. I realized that the camera footage was cut short or erased. I explained to Ms. Todd that the camera footage she provided did not show the neighbor assaulting her as she claimed. Then the camera footage skips forward again to Mr. Todd leaving the house and walking towards his vehicle, and I can hear Ms. Todd wailing in the background. Ms. Todd chimes in that she was crying because her foot was hurt.
The footage then skips forward again to law enforcement’s arrival. Ms. Todd started touching me again, and I advised her to stop touching me. I asked to borrow Ofc. Melnicuic’s notepad to write notes, and Ms. Todd began antagonizing him again, unprovoked. I reminded her that she was getting off task and had to re-focus on my investigation. She advised that the neighbor from the video footage lived at [300 BLOCK] Shenandoah Circle. She then recanted her statement from earlier, where she claimed that the neighbor, his son, and his wife attacked her. She put the blame on the male neighbor in the video, claiming that he was putting his f**king hands on her chest. She claimed that the neighbor’s wife was coming at her, but did not describe or elaborate on what the wife’s actions were.
She also stated that his son did nothing. I kept detecting slurred words and phrases as she talked further. She stated that she told the neighbor, “you ain’t going to be putting my hands on me”. I believed she meant to say you ain’ t going to put “your” hands on me. While I was gathering more information, she attested that she called the male neighbor the slang version of “N*gger”. I advised her to stop using the vulgar term, and Ms. Todd made the claim that she was saying “N*gga” instead of “N*gger” as if the slight variation of the word ending made a difference in the insult.
I decided to relocate to [REDACTED BY AGENCY] to meet with the neighbor. As I was walking away, Ms. Todd stated she was going inside. I advised her to stand by with OFC. Melnicuic, while I continued my investigation. She began antagonizing Ofc. Melnicuic again, and I overheard her refer to him as a “N*gga”. I also heard her shout F**k You Winder,” and I believed that the phrase was directed towards Ofc. Melnicuic. I immediately told her to stop her conduct and reminded her that we were trying to help her. I advised her that we needed her to be respectful and comply with our lawful orders.
At [REDACTED BY AGENCY], I made contact with Mr. [VICTIM #1]. Mr. [VICTIM #1] was identified as the male neighbor from the Ring doorbell camera footage. He advised that his neighbor at [300 BLOCK] Shenandoah had been riding motorcycles up the cul-de-sac near his home for approximately a month. He stated that they would rev the exhaust loudly at night. He stated that Ms. Todd began yelling loudly as the son was revving up the motor. Mr. [VICTIM #1] advised that she kept yelling when she got back to her yard when they drove back. This statement corroborates the video footage clip I saw. Mr. [VICTIM #1] attested that he believed Ms. Todd was heavily intoxicated when she rode past his home. Mr. [VICTIM #1] said that his son was a high school student, and he was upset that his neighbor’s noise was disturbing his sleeping child. He stated that he walked down to [300 BLOCK] Shenandoah Circle to address the situation with the neighbors.
Mr. [VICTIM #1] advised that when he approached the residence, he made the statement, “Do you know how f**king rude it is that this has been going on for months?” [Referring to the noise complaint]. Mr. [VICTIM #1] advised that Ms. Todd approached him and kicked off her shoes. He stated that she took on a combative stance as if she wanted to fight him and his wife. Mr. [VICTIM #1] also advised that Ms. Todd began pushing up against him and “shoulder checking” him by driving her shoulder into his body. He advised that he never touch Ms. Todd and told her to back away from him. He stated that her son, Mr. Todd, began pulling her away and guiding her into the house, which also correlates with the camera footage of the Todd family walking back inside their home.
Due to how accurate and consistent Mr. [VICTIM #1]’s statement was in comparison to the video footage, I asked him if he would be willing to write a written statement. Mr. [VICTIM #1] and his wife both voluntarily agreed to provide written statements. Another neighbor, [WITNESS #1], also came over to speak and offered to write a written statement as well. I was informed that Mr. [WITNESS #1] was the original 911 caller for this call for service.
Based on the statements provided by all subjects at the scene and the evidence presented, I determined that Ms. Catherine Todd initiated the dispute with her son, Mr. William Todd by their loud and boisterous behavior and misconduct that evening. Furthermore, when Ms. Todd was confronted by her neighbor, Mr. [VICTIM #1], she reacted in a violent and tumultuous manner with the intention to stir up more conflict versus diffusing the situation. I was informed that this conflict has been long going and Ms. Todd and her son were the main antagonists in each situation.
While I was wrapping up my interview with the [VICTIM #1] and Mr. [WITNESS #1], I could hear Ms. Todd shouting at Ofc. Melnicuic, while they were still standing outside. I was concerned that Ms. Todd was antagonizing Ofc. Melnicuic again and requested a supervisor to the scene to back up Ofc. Melnicuic, while I finished receiving written statements. Ofc. Melnicuic broadcast radio traffic after me and advised that Ms. Todd had directly requested a supervisor to the scene.
Supervisors arrived at the scene to assist. Ms. Todd also requested a med unit be enroute for a medical evaluation for her foot injury. Ms. Todd was offered treatment for her minor injury at the scene but requested to be transported to the hospital. Med Unit 9 did transport Ms. Todd to [REDACTED BY AGENCY] she requested. Ofc. Melnicuic was able to take pictures of Ms. Todd’s toe at the scene. I reviewed and observed that the injury appeared consistent to someone sliding their foot against a hard surface like a road or sidewalk.
I reconsidered the statements made by the witness and victims, and the injury seemed self-inflicted by Ms. Todd, during which she kicked off her shoes and approached her neighbors at the side of the road. After explaining the circumstances to my supervisors, I was advised to procure warrants for the pending charges I had for Ms. Catherine Todd and Mr. William Todd.

[NARRATIVE #2 on January 15, 2026]
On January 15, 2026, at approximately 1956 hours, I responded Code 1 (Non-Emergency) to [300 BLOCK] Shenandoah Cir, Winder, GA, 30680 in a marked patrol vehicle in reference to a warrant attempt. Other Winder units arrived at the scene to assist as needed.
Upon arrival at the Shenandoah residence, I took Mr. William Todd into custody. Mr. Todd was arrested with his hands behind his back, and the handcuffs were double-locked and adjusted for proper fitment. I informed Mr. Todd that I would be transporting him to the Barrow County Detention Center. I informed Mr. Todd that he had a warrant for his arrest. Mr. Todd was searched by me for weapons, contraband, and any means of escape prior to escort. The search incident to arrest yielded negative results.
Mr. Todd was placed in the back seat of my patrol vehicle behind the front passenger’s seat. Mr. Todd was buckled in. His belongings were stored in the front area of my patrol vehicle #423. Upon arrival at the Barrow County Detention Center, Mr. Todd and his belongings were turned over to the staff. The rear seat of my patrol vehicle was searched for contraband prior to and after transport with negative results.
Ms. Catherine Todd was also taken into custody at this location. Per my request, Ofc. B. Harris transported the female arrestee in his patrol vehicle to the Barrow County Detention Center. The arrestee was searched incident to arrest with negative results.
Upon his arrival, Ofc. Harris turned over my arrestee to jail staff without incident. Ms. Todd was searched again by a female detention officer at the facility. Ofc. Harris did not report any contraband on Ms. Todd’s person prior to and after transport. Ofc. Harris served the pending warrants for my arrestees per my request. Ofc. Harris went back in service upon my arrival at the jail, and I completed the booking process for my arrestees.
