On 03/29/2026 approximately 0727 hours, I was dispatched to 186 West May Street, Winder, GA, in reference to a hit and run. I responded CODE 1 (no emergency lights or sirens) in my marked patrol vehicle.
Upon arrival, I met with [VICTIM #1]. [VICTIM #1] was driving a gray 2016 Ford Transit (GA tag [REDACTED]). [VICTIM #1] stated that she was traveling eastbound on West May Street in Winder, GA. She stated that she was turning right into the gas station. [VICTIM #1] stated that a black vehicle rear-ended her and the driver did not stop. She stated the driver continued eastbound. She was unsure of the make or model of the vehicle. She stated she only knew it was a sedan. The accident was near the intersection of West May Street and Polite Road. [VICTIM #1] and the juvenile passenger were not injured. [VICTIM #1] stated that the black vehicle had been following behind her for a few miles. I provided [VICTIM #1] with my business card and case number. I photographed her vehicle. Her vehicle had damage to its rear end.
I conducted a Flock search. I specified the search from 0715 hours to 0725 hours and only selected on camera #1-Atlanta Hwy East (vehicles entering the city). [VICTIM #1]’s vehicle was captured entering the city at approximately 07:21:53 hours. Immediately behind her was a black vehicle. The camera only captured the front end of the vehicle. The time was 07:21:55 hours. The vehicle appeared to be a Hyundai or Toyota.
I extended my search utilizing another camera on Atlanta Highway in the county. The camera is under Barrow County, GA SO (Falcon) – Camera #1, Atlanta Hwy NW @ Tractor Supply EB. The camera captured [VICTIM #1]’s vehicle at approximately 07:21:08 hours. At approximately 07:21:09 hours, the camera captured a black vehicle with license plate [REDACTED]. In the image with the black vehicle, [VICTIM #1]’s vehicle is also seen in front of it. I conducted a GCIC/NCIC inquiry on license plate [REDACTED].
The vehicle returned to a 2013 Hyundai Accent. The registered owner was [REDACTED]. His listed address was [500 BLOCK] Jefferson Highway, Unit [REDACTED], Winder, GA. I informed dispatch I’d be going to this location and requested a Barrow County Deputy since it was their jurisdiction.
Upon arriving, I located the suspect vehicle parked beside the driveway. I observed that it had damage to its front end. I knocked on the front door several times, but no one answered. I then called [REDACTED] over the phone. He stated he was in Florida and that the only person who could have been driving his vehicle was his brother, who lived at this address. While speaking to [REDACTED], I was informed that someone had looked through the back window. They were informed to go to the front door. A male opened the front door. I asked him if he was driving the black vehicle. He stated he was. I asked him if he was involved in an accident. He stated he was. I asked him why he fled. He stated it was because he didn’t have a valid driver’s license.
The driver was identified as Wilme Jose Lugo Magdaleno. I escorted Wilme to the front of my patrol vehicle. I placed him in handcuffs behind his back. I informed Wilme that he was under arrest. I checked the handcuffs for proper fit and double-locked them. I searched Wilme incident to arrest for contraband, weapons, and means of escape. Nothing was found. I secured him in the back seat of my patrol vehicle with a seatbelt. I transported Wilme to the Northeast Georgia Medical Center — Barrow for medical clearance due to him being involved in a motor vehicle accident. Shortly after, he was cleared and discharged.
I secured Wilme in the backseat of my patrol vehicle with a seatbelt. I transported Wilme to the Barrow County Detention Center and turned him over to the staff. I explained to Wilme his court date, time, and place. I provided him with a copy of his citations:

- Hit & Run — Citation#WC92595
- No Drivers License 1st Offense — Citation#WC92596
I contacted [VICTIM #1] and informed her that the suspect and the vehicle were located.
I checked the backseat of my patrol vehicle before and after transportation. Nothing was found.
