On 2/17/2026 at approximately 1911 hours, I was dispatched to [20 BLOCK] Carriage Hills Way in reference to a possible domestic. The caller stated a 15 year old male had approached him asking for help.

I arrived on scene, and spoke with the juvenile male, identified a [REDACTED BY AGENCY]. He stated that he was currently living with a family friend, Alex NgaNga, a 34 year old male, because his family lost their house in a fire recently. [REDACTED BY AGENCY] told me he and Alex had a verbal argument due to a light being left on at the house, and that the argument escalated, leading to Alex grabbing [REDACTED BY AGENCY] by the shirt/throat area, and striking him in the left side of the face. I observed visible swelling and redness on [REDACTED BY AGENCY] left eye/head area, but did not observe any markings around his neck. [REDACTED BY AGENCY] pointed to a male sitting in the driveway of #20, and stated that was Alex.

I walked over to Alex, and spoke with him. He stated that he and [REDACTED BY AGENCY] had gotten into a physical altercation after he asked [REDACTED BY AGENCY] to turn off a porch light, and turn his music down. Alex stated that [REDACTED BY AGENCY] became violent and attacked him by striking him in the head. I did not observe any redness, swelling or visible marks on Alex. I asked Alex if at any point he had been physical back with [REDACTED BY AGENCY] and he stated yes, he did slap [REDACTED BY AGENCY] in self defense. We asked Alex if there were any witnesses’s to the incident, and he stated no, it was just him and [REDACTED BY AGENCY].

I went back and spoke with [REDACTED BY AGENCY] and examined his hands. I did not observe any markings or abrasions that would lead me to believe he had struck Alex or been in any form of physical altercation. I asked [REDACTED BY AGENCY] if he had hit Alex, and he stated he had not intentionally hit him, but may have hit him with his leg or foot when he fell during the altercation. [REDACTED BY AGENCY] also stated there was a witness who he knew as [REDACTED], but she had left prior to our arrival. I photographed [REDACTED BY AGENCY] injuries, and EMS was called to the scene for him to be evaluated.

I then again spoke with Alex, and asked again if there was any witnesses’s, and he advised yes that [REDACTED] was there but had left. This contradicted prior statements of there being no one else around. I asked Alex if he could call [REDACTED], to which he said he would. Alex talked to another subject or possibly two subjects on the phone, and stated he didn’t know [REDACTED]’s number. I asked Alex several times to call [REDACTED], but he seemed to delay the call each time. When Alex finally called, he handed me his phone, it showed he had [REDACTED]’s number saved. I was unable to make any contact with [REDACTED]

Due to the evidence and statements made, I found Probable Cause to place Alex under arrest for Battery-FVA and Cruelty To Children 1st Degree-FVA. He was transported to Bartow County Jail and booked in on his charges without incident. [REDACTED BY AGENCY] was assessed by EMS and released to his Father, [REDACTED].
