Officer’s Narrative:

On September 27th, 2025, at 0057 hours, I was dispatched to 5059 US HWY-411, Kingston, GA 30145 in reference to a hit and run.

Upon arrival, I spoke with [VICTIM #1], who stated around 0015 hours, an employee who was working late had notified him of someone being in the back of the property. [VICTIM #1] stated once he was notified, he contacted another security guard, [VICTIM #2], and advised him of the situation. [VICTIM #1] stated he had the employee who had notified him of what was going on in his car show him where the unknown vehicle and person were at. [VICTIM #1] stated once he got to the back of the property, [VICTIM #2], with his marked security car and his flashing amber lights, was in front of him.

[VICTIM #1] stated there was a white Ford Transit van with the lights on in the contractor’s parking lot, roughly 200 to 300 yards from the open gate. [VICTIM #1] stated [VICTIM #2] went through the gate to the parking lot to approach the van, and when he got close, the van sped off, almost hitting [VICTIM #2] in his vehicle. [VICTIM #1] stated [VICTIM #2] had to quickly get out of the way so he didn’t get hit by the van.

[VICTIM #1] stated he was still close to the gate, and the employee who was with him had gotten out and attempted to shut the gate completely. [VICTIM #1] stated he was sitting in his Ford Focus, and he realized the white van was speeding towards him. [VICTIM #1] stated since the gate was shut behind him, he was in the way, and he tried moving out of the van’s direction.

[VICTIM #1] stated when he attempted to move out of the van’s direction, the van drove towards him and struck his vehicle, and then rammed through the closed gate. [VICTIM #1] stated the gate was the only way out of the contractor’s parking lot. [VICTIM #1] stated after his vehicle and gate were rammed is when he called 911. [VICTIM #1] stated after the van rammed through the gate, it drove off.

I spoke to [VICTIM #2], who stated he was notified of someone possibly trespassing on the Hyundai Battery Plant’s premises by [VICTIM #1]. [VICTIM #2] stated [VICTIM #1] and told him about the employee who was working late, had noticed someone in a white van in the contractor’s parking lot, and no one should have been that late at night.

[VICTIM #2] stated he drove around the property looking for the van when he found it still in the contractor’s parking lot with the lights on. [VICTIM #2] stated he went through the gate first, and [VICTIM #1] followed shortly after. [VICTIM #2] stated he was driving up to the van in his marked security vehicle with flashing amber lights to check on who was in the van. [VICTIM #2] stated when he was close to the van, it sped off and almost struck him if he hadn’t quickly driven out of the van’s direction.

[VICTIM #2] stated he turned around and observed the van intentionally ram into [VICTIM #1]’s vehicle, ram through the closed gate, and drive off.

[VICTIM #1] and [VICTIM #2] stated they didn’t know the employee’s name or anything because he only spoke Korean and had to use a translator app. [VICTIM #1] and [VICTIM #2] stated after the incident, the employee had left, and they had no idea where he went.

[VICTIM #2] stated he wants to press charges for aggravated assault due to the van trying to hit him. [VICTIM #1] stated he wants to press charges for aggravated assault for the van intentionally hitting and criminal damage to property for the damage done to his personal vehicle. [VICTIM #2] stated he was notified by Hyundai that they would like to press charges for the damage done to their fence and sliding chain link gate.

I observed damage on [VICTIM #1] Vehicle’s front passenger bumper and headlight. [VICTIM #1] stated he estimates the damage to be around $1,200.00. I observed the damage done to the contractor’s parking lot gate. The gate was forcibly bent, and approximately 3 to 4 of the tracks on which the gate slides on were broken. The damage done to the gate was an estimated $8,000.00.

Pictures of the damage done to [VICTIM #1]’s vehicle and to the gate were taken on my department-issued body-worn camera.

While en route to the incident, an assisting deputy noticed a white Ford Transit van leaving the direction of the Hyundai Battery Plant and notified other deputies in the area.

Assisting deputies located the van matching the description the other responding deputy gave and conducted a traffic stop on it. Due to no one in the vehicle who could speak English, another deputy was called to assist in translation.

Deputies spoke with Edward Diaz Guerrero, Alexis Bracho, and Gabriel Quintero Bolivar, who were in the vehicle. The assisting deputies advised me Edward was the one driving the van, and when asked for his license, he gave them an instructional permit. Deputies conducted a GCIC check of his license, and it came back to him having a suspended license.

While on the traffic stop, the other assisting deputies asked me to ask [VICTIM #1] and [VICTIM #2] if there were any damages done to the van. [VICTIM #1] and [VICTIM #2] advised me the van should have damage to the front bumper where it rammed the gate open, and damage to the passenger side due to being intentionally rammed into [VICTIM #1]’s vehicle. The deputies on the traffic stop advised me there were damages on the van that matched [VICTIM #1] and [VICTIM #2]’s statements.

The deputy who was helping translate asked Edward where they was coming from, and he stated he came from the Hyundai Battery Plant. Edward stated he was out at the Hyundai Battery Plant to have a 3 on 3 meetup with women. Edward stated he got spooked when security was approaching him, and as he went to exit the property, a vehicle hit him, so he took off.

The deputies on the traffic stop had Edward, Alexis, and Gabriel get out of the van. Due to the deputies being told about a possible theft, they asked if they could search the vehicle. Assisting deputies after having consent from Edward, searched the vehicle and found the wires with the serial number E300577 on the wires, and asked if I could locate any wires on the property.

While on scene, I located spools of black cable electrical wires with the serial number E300577 on them. I observed several empty spools with no wires on them. I took pictures of the wires with the serial number E300577 on them and the empty spools that have no wires on them on my department-issued body-worn camera.

The assisting deputy asked Gabriel and Alexis about being at the Hyundai Battery Plant, and both of them stood by Edwards’ statement. Gabriel and Alexis stated they had no idea of the vehicle damage and the stolen wires in the van.

Gabriel, Edward, and Alexis were placed under arrest and transported to the Bartow County Jail, and turned over to the jail staff without further incident. Warrants for their arrest have been secured at this time. The wire in the van was placed into evidence at the Bartow County Sheriff’s Office and the van was towed.
