On Tuesday, August 4, 2026, at approximately 1209 hours, I responded to the area of Old Mill Rd & Etowah Dr in reference to an animal complaint. I was informed by Bartow County Dispatch that a black male wearing gray shorts and a gray long sleeve was dragging a dog on a leash down the sidewalk.
Bartow dispatch informed me they had received multiple calls on this incident. I later contacted Bartow dispatch and confirmed they had received 6 individual calls on this incident.
Upon my and LT. D. Cole’s arrival, I observed a male matching the description given dragging a small dog by its collar/leash on the sidewalk. Upon speaking with the male, he identified himself as Mr. Allen Jones. Upon asking Mr. Jones what he was doing, he explained he was trying to teach his dog how to walk on a leash.
Mr. Jones demonstrated what he was doing; upon demonstrating, I observed Mr. Jones dragging the dog across the ground. Mr. Jones stated he was trying to get the dog to walk in front of him and was only pulling him to be in front of him while walking, but the dog wouldn’t walk.
I explained to Mr. Jones that the dog appeared to be tired and very hot, as it was panting very heavily. Mr. Jones was also informed that the way he was walking the dog it clearly did not want to move as he dragged the dog across the ground as the dog sat stiff on the ground attempting to not be moved.
I additionally observed that the dog had been lying on the sidewalk and had blood that appeared to be fresh.
Mr. Jones stated he disagreed and stated he normally walks with the dog off the leash and proceeded to take the leash off. Once the leash had been taken off, the dog quickly walked away from Mr. Jones and went under a large bush for shade.
Mr. Jones was informed he was being detained until further notice and was placed into handcuffs behind his back, checking for proper fit and double locking. Mr. Jones had been sitting in the grass and was advised to stay sitting for the time being.
Sergeant G. Cooney was able to retrieve the dog, who was revealed to be a male puppy that Mr. Jones stated was approximately 1 year old. Sgt. G. Cooney gave the dog water due to still panting heavily.
Upon looking over the dog, I observed the dog’s pads on the bottom of his paws had been rubbed down to the soft raw flesh of his paws, with dried blood on the bottom of his paws from where they had been bleeding from being dragged.
I additionally observed the dog has missing hair on his rear legs from being dragged on his side, causing road rash as well as a cut from being dragged so much that it caused the skin to start bleeding. While checking over the dog, I observed dried blood on the tops of his paws, and his nails had been ground down from being scraped on the ground.
Bartow County Animal Control arrived on scene and agreed the injuries appeared to be from being dragged and that the injuries were causing the dog a significant amount of pain and discomfort.
Due to the injuries and the circumstances, Mr. Jones was informed he was under arrest. I searched Mr. Jones incident to arrest for any weapons or contraband, finding none. I placed Mr. Jones into the back of my marked patrol vehicle, which is checked before and after every transport.
Bartow County Animal Control asked Mr. Jones if he would surrender the dog so he could get the treatment he needed, with Mr. Jones stating no.
I transported Mr. Jones to the Bartow County Jail for housing. Mr. Jones was turned over to jail staff.
A witness observed this incident occur prior to law enforcement’s arrival and was able to provide a video that has been uploaded to Coreforce. The witness wished to remain anonymous.
Photos were taken of the dog’s injuries were taken on my department-issued body-worn camera, as well as the blood on the sidewalk that had dried by this time due to the heat and sun.
An electronic warrant for Mr. Jones was requested and granted by the Honorable Judge Freddie Gunn, from the Magistrate Court of Bartow County, State of Georgia. The active and valid warrant is as follows: ·
- OCGA -16-12-4 Cruelty to animals Warrant # CE-0182703
A copy of the warrant is attached to this case.
