On October 9th, 2025, at 2321 hours, I was dispatched to [70 BLOCK] Kellogg Circle, Cartersville, Georgia, in reference to a physical domestic.
Upon arrival, I met with Deputy Stevens, who had Andy Sullvian detained, and was currently taking statements from [VICTIM #1] and [REDACTED BY AGENCY]. [VICTIM #1] was married to Andy, and [REDACTED BY AGENCY] was [VICTIM #1]’s biological child. [VICTIM #1] was Spanish-speaking only, and we were able to establish communication with her through our 911 language line. Deputy Stevens stated to me that he had Andy detained due to the visible injuries [VICTIM #1] sustained during the altercation.
[VICTIM #1] appeared to be in emotional distress as she was crying.
[VICTIM #1] stated that she was in an argument with Andy, and during the argument, Andy grabbed her bag without permission. [VICTIM #1] grabbed her bag and was in a tugging match with Andy over her bag. [REDACTED BY AGENCY] saw the altercation and intervened by trying to separate the two; however, during this process, he was pushed by Andy.
[VICTIM #1] stated that when Andy let go of the bag and began pushing [REDACTED BY AGENCY], she re-intervened to stop the assault on her son. [VICTIM #1] stated that Andy then grabbed her in the crotch and squeezed tightly, simultaneously grabbing her left breast with his other hand. [VICTIM #1] stated that she grabbed him by the t*sticles to get him to let go of her. [VICTIM #1] stated he had been drinking alcohol and made a statement to dispatchers that this would end in a tragedy.
[VICTIM #1] showed a fresh injury that she sustained on her left breast, which appeared to be a scratch mark from a nail. The injury was documented via body cam.
I spoke with [REDACTED BY AGENCY], who stated the same as [VICTIM #1]. [REDACTED BY AGENCY] stated that the incident started in the living room, and it became physical in the kitchen area next to the front door.
Before speaking with Andy, I read him his Miranda Rights, to which he understood and wished to speak with me. Andy stated being in an argument with [VICTIM #1] over a vehicle they share. Andy stated he did not want [VICTIM #1] to drive the vehicle due to an expired registration and was afraid she would be placed in jail. Andy stated that he went to grab the keys out of [VICTIM #1]’s purse, and [VICTIM #1] grabbed onto the bag when the tugging match began. Andy stated that [REDACTED BY AGENCY] began advancing towards him, trying to fight him.
Andy stated that at that time, he let go of the bag and walked outside, where he was contacted by law enforcement. Andy stated several times, he never became physical with [VICTIM #1] or [REDACTED BY AGENCY]. Andy also stated that the argument never became physical. I asked Andy how [VICTIM #1] got the scratch on her breast, to which he dropped his head and stated to me, “Look at me, I never touched her, please have [REDACTED BY AGENCY] and [VICTIM #1] steр out in front of me and they will tell you I never touched her.”
I made a statement to Andy, saying, “I heard your t*sticles were grabbed. What happened with that?” Andy replied, “Yes, that did happen, and she was wrong for that, but don’t fault her for that.” I asked Andy why [VICTIM #1] grabbed you like that, to which he stated he was unsure.
I observed Andy to have a strong smell of an alocholic beverage coming from his person. Andy stated prior to the altercation, he was at Hooters where he consumed two shots of liquor and a beer before returning home.
Andy was placed under arrest and escorted to the rear seat of my patrol car. While en route to the jail, Andy made several remarks to me, stating that I saw a black man I wanted to take to jail. Andy also wanted me to tell him what statements [VICTIM #1] and [REDACTED] said to me. Upon arrival at Bartow Jail, Andy was turned over to jail staff without incident. I secured warrants for Andy for Sexual Battery, Simple Battery, Criminal Tresspass Interference with Property and Cruelty to Children in the 3rd.
