On April 24, 2026 at approximately 1208 hours, I conducted a routine registration status check on GA tag.

The GCIC/NCIC query came back to a black in color 2000 Honda CR-V with active registration and valid insurance. The GCIC/NCIC query further revealed the Registered Owner, Angela Shepherd, had a suspended license. I observed Ms. Shepherd operating the Honda CR-V.

I activated my emergency lights and sirens and conducted a traffic stop at 1160 Burnt Hickory Road, Cartersville, Georgia 30120 (Burnt Hickory Grocery and Deli). I approached the vehicle on the driver’s side, made contact with the driver, obtained her Georgia Instructional Permit, and advised her of the reason for the stop.

Through a GCIC/NCIC query of Angela Shepherd, she came back with a suspended Georgia Driver’s License for an Implied Consent Violation, and no active warrants at this time.

Ms. Shepherd was arrested by handcuffing her hands behind her back, checking the handcuffs for proper fit, and double locking the handcuffs.

I conducted a search incident to arrest of Ms. Shepherd. Located in her right pocket was a black in color metal container with a twist cap with a house key attached. Located in the black in color metal container was 21 Clonazepam pills.

Ms. Shepherd was placed in the back of my marked patrol unit.

I conducted a search of Ms. Shepherd’s vehicle, and in her purse located in the front passenger seat was a silver in color metal container with a twist cap, was a white in color powdery residue substance. The white in color powdery residue field tested positive for Methamphetamine.

I transported Ms. Shepherd to the Bartow County Sheriff’s Office in my marked patrol unit which was checked before and after each shift, before and after each transport with no contraband located.

Ms. Shepherd was turned over to Bartow County Sheriff’s Deputies without incident.

I obtained four warrants for Ms. Shepherd: Possession of a Schedule II Controlled Substance (CE-0180438), Possession of a Schedule IV Controlled Substance (CE-0180439), Drugs Not in Original Container (CE-0180440), and Driving While License Suspended (CE-0180441).

A GBI Submission Form was completed for the Clonazepam Pills (GBI Submission Form Number: H3YCZMM).

The Clonazepam Pills and suspected Methamphetamine residue were placed into evidence at the Cartersville Police Department).

Copies of the warrants, GBI Submission Form, and Mobile Detect Field Test Analysis are attached to this case report.
