On June 23rd, 2025, at approximately 1728 hours, I was dispatched to 851B Joe Frank Harris Parkway, Cartersville, GA 30120 (Domino’s Pizza), in reference to a hit and run.

Upon arrival, I spoke with [VICTIM #1]. She stated that her vehicle had been struck while she was at work. [VICTIM #1] explained that the front bumper of her vehicle had not been damaged prior to the incident. [WITNESS #1], who was working at Wholly Grounds, witnessed a gray Chevy Blazer with Georgia tag [REDACTED] back into the front end of [VICTIM #1]’s vehicle. [WITNESS #1] said a male exited the driver’s seat and walked to the rear of the vehicle to see what he had hit. After realizing he had struck another vehicle, the male left the parking lot.

I ran the tag number, which returned to a gray Chevy Blazer registered to Anthony Moore at [20 BLOCK] Gilreath Road, Apt. [REDACTED]. I am familiar with this address as being part of an apartment complex. While in the area, I located a gray Chevy Blazer bearing GA tag [REDACTED]. Anthony Moore, the registered owner, was seated in the driver’s seat.

I approached the vehicle and made contact with Anthony at the driver-side door, which was already open. As I walked up, he attempted to close the door. I asked Anthony to step out of the vehicle. He was hesitant but ultimately complied. While standing at the driver-side door, I detected a strong odor of an alcoholic beverage. Once Anthony exited the vehicle, I questioned him about the accident. During this time, I observed that his eyes were red, bloodshot, and watery, and I could smell a strong odor of an alcoholic beverage on his breath.

Anthony admitted that he had struck the vehicle, got out to look at the damage, and then left the scene. I asked him to perform Standardized Field Sobriety Tests, but he refused, stating that he began drinking after he returned home. He claimed that he had purchased two 16oz beers from Ingle’s and consumed them in his vehicle upon arriving home. Less than 35 minutes had elapsed between the time of the accident and the time I encountered Anthony in the parking lot.

Based on my knowledge, training, and experience, I believed Anthony was intoxicated to a degree that rendered him unsafe to drive, and to a level beyond what could reasonably be expected from consuming two 16oz beers in that timeframe. Anthony was placed under arrest and read the Georgia Implied Consent Notice (DDS-354). He refused to submit to a blood test.

During a probable cause search of the vehicle, I located a gray and blue cup in the front seat cupholder containing an alcoholic beverage. I also located seven empty alcoholic beverage containers: six beer cans and one bottle. Of those, four were 32oz cans that were still cold. The 16oz bottle was also cold and empty.

There were two 12oz cans that were not cold and appeared to be old. The 16oz bottle was found in a cold six-pack, along with five other unopened bottles.

Anthony was transported to and booked into the Bartow County Jail. The rear prisoner compartment of my patrol vehicle was searched prior to and after transport, and no contraband was located. A DDS-1205 form was completed and served to Anthony at the jail.
