On Wednesday, 2/19/2026, at approximately 1630 hours, I was dispatched to [60 BLOCK] Saddle Field Cir, Cartersville, GA, 30120 in reference to a domestic dispute.

Upon arrival, I met with Ashley Oliver, who stated that her daughter, juvenile [REDACTED BY AGENCY], refused to get in the car. She stated that now that the gas for the home was cut off, they were no longer in compliance with DFCS, and she planned to take her children to Dalton, GA, in order to be in a home with power and hot water where they would stay with family members. [REDACTED BY AGENCY] refused to get into the car and attempted to get away from Ashley, and Ashley grabbed her in order to get [REDACTED BY AGENCY] into the vehicle. [REDACTED BY AGENCY] attempted to get away from Ashley and fell, which caused her to slide down the hill while Ashley had a hold of her. Once at the bottom of the hill, Ashley picked her up to put her in the vehicle, at which time [REDACTED BY AGENCY] began striking her in the head before getting away and fleeing to [WITNESS #1]’s home.

Deputy Hicks made contact with [REDACTED BY AGENCY] at [WITNESS #1]’s home located at [70 BLOCK] Saddle Field Cir, where he was informed that Ashley had grabbed [REDACTED BY AGENCY] by the hair and dragged her from the roadway, through the front yard, and to the car, where she proceeded to strike her in the face for not complying with Ashley’s demands to get into the car. [REDACTED BY AGENCY] stated that she did not want to go to Dalton because Ashley’s father had raped Ashley when Ashley was a juvenile, and she was fearful that something similar would happen to her.

Both parties were cleared by Metro EMS, and Ashley refused further medical treatment.

[REDACTED], an employee of DFCS, arrived on scene and stated that they would need a safety plan, and that Ashley’s father would not be a suitable safety person due to recent drug charges taken against him, and allegations of sexual abuse, which made [REDACTED BY AGENCY] feel unsafe. Ashley and [REDACTED] came to an agreement that the children would go to Dalton to stay with [REDACTED], Ashley’s sister, with the understanding that Ashley’s father would not be at the home at any point while [REDACTED BY AGENCY], [REDACTED BY AGENCY], [REDACTED BY AGENCY], [REDACTED BY AGENCY], [REDACTED BY AGENCY] and [REDACTED BY AGENCY] are present.

A citizen who wishes to remain anonymous provided me with video footage of the incident via a citizen’s upload, which showed [REDACTED BY AGENCY] pulling away from Ashley initially. Ashley grabbed her arm and pulled her into the yard, where [REDACTED BY AGENCY] fell to the ground, and Ashley grabbed her hair and dragged her through the front yard. Once at the car, [REDACTED BY AGENCY] began flailing her arms in an attempt to free herself from Ashley’s grip on her hair, and was lifted off the ground, slammed against the rear quarter panel of the vehicle, and struck repeatedly by Ashley, leaving many bruises and welts on her face and arms. Photographic evidence of [REDACTED BY AGENCY] injuries were captured via Deputy Hick’s body-worn camera.

Ashley was placed in handcuffs by Sgt Clonch and transported to the Bartow County Jail, where she was booked on Cruelty to children (1st degree) and Battery, both under the Family Violence Act, and turned over to jail staff without incident.

[REDACTED] took custody of the children and left after being fully informed of the safety plan by [REDACTED].

Warrants for the above stated charges were obtained and turned in to the bonding window with a victim information
