Officer’s Narrative:

On Thursday, July 23, 2026, at approximately 2202 hours, I was dispatched to the Cartersville Piedmont Hospital in reference to an assault report that occurred at [100 BLOCK] Fairview Circle, Cartersville, Ga 30120. Upon arriving, the nurse staff had escorted me to room [REDACTED] where the victim later identified as [VICTIM #1] was at.

I asked [VICTIM #1] what had happened tonight to lead to this. [VICTIM #1] stated that around 1820 hours, her and her boyfriend later identified as Mr. Austin Moore had an argument due to Mr. Moore’s older brother’s friend. [VICTIM #1] stated that her and Mr. Moore began to argue due to Mr. Moore talking badly about his older brother’s friend then acting like best friend’s towards him.

[VICTIM #1] stated the argument had caused Mr. Moore to become very angry and she stated that Mr. Moore has a problem controlling his anger at times. [VICTIM #1] stated during the argument, Mr. Moore had “ripped the TV out of the wall” due to her buying it and Mr. Moore was getting all her belongings to make her leave.

[VICTIM #1] stated that words were exchanged but does not recall what words were exactly said. [VICTIM #1] stated she does recall Mr. Moore grabbing her and throwing her to the ground and began to strangle her with both hands wrapped around her neck. [VICTIM #1] stated she attempted to get Mr. Moore off of her and admitting to scratching him to attempt to get him off and for defense. [VICTIM #1] also stated when she was on the ground, Mr. Moore had stepped on her stomach, almost like he was walking over her.

[VICTIM #1] stated she was finally able to get up and that Mr. Moore had all of her belongings out of his room then proceeded to throw them down the stairs and more words were exchanged. [VICTIM #1] stated at this point, Mr. Moore had pushed her against the wall in the upstairs hallway and began to strangle her for the second time, where she was gasping for air and could not breathe for roughly 10-20 seconds. [VICTIM #1] stated after he had let go, Mr. Moore had grabbed her hair in two pigtails then proceeded to hit her head on the wall.

While [VICTIM #1] was explaining the incident that occurred, I observed red markings and a deep purple bruise to begin forming on [VICTIM #1]’s left side of her neck where she had been strangled. I also observed red markings and a purple bruise in the shape of a thumb on [VICTIM #1]’s left arm where Mr. Moore had grabbed her. Ms. [VICTIM #1] also showed me red markings on her right shoulder, but does not recall exactly what had happened for that individual marking but does recall the purple bruise on her left knee from when Mr. Moore had pushed her down.

I asked [VICTIM #1] if her and Mr. Moore had ever lived with each other prior and [VICTIM #1] stated that Mr. Moore had lived with her and mother for roughly a month. [VICTIM #1] stated her mother had temporary custody over Mr. Moore for a short amount of time.

After speaking with [VICTIM #1] about the incident, I left the Cartersville Piedmont Hospital and arrived at [100 BLOCK] Fairview Circle where Mr. Moore currently lives. As I arrived at the residence, I observed Mr. Moore walking outside the house and asked him if he would be willing to walk to my department issued patrol car to talk and which Mr. Moore agreed.

I asked Mr. Moore what happened tonight and Mr. Moore stated that him and his girlfriend, referring to [VICTIM #1], had been in an argument tonight and that was pretty much it. I asked Mr. Moore what had caused the argument in the first place, and Mr. Moore stated that [VICTIM #1] does not like his older brother’s friend and that [VICTIM #1] had a problem with them talking.

Mr. Moore stated that nothing physical occurred, but when I asked Mr. Moore about the markings left on [VICTIM #1], Mr. Moore stated there was some pushing and shoving. I asked Mr. Moore if he had ever grabbed [VICTIM #1] in any type of way and Mr. Moore stated he might of, but does not really recall. Mr. Moore then stated that [VICTIM #1] did scratch him and left marks on both biceps. [VICTIM #1] did previously admit to scratching Mr. Moore in an attempt to get away from him.

I then asked Mr. Moore what had caused the markings and bruised on [VICTIM #1] neck and Mr. Moore stated he had never grabbed [VICTIM #1]’s neck, but Mr. Moore later stated he might have grabbed [VICTIM #1], and his hands might have “slipped” somewhere else.

Due to physical and testimonial evidence, Mr. Moore was placed under arrest. Mr. Moore’s hands were placed behind his back, handcuffed and double locked to ensure proper fit. Mr. Moore was searched incident to arrest and no contraband was found. Mr. Moore was escorted to the rear passenger seat of my department issued, marked patrol car where he was placed inside.

Mr. Moore was taken to the Bartow County Jail, where he was turned over to the jail staff without incident. My patrol car was searched before and after each transport with no contraband found.

Mr. Moore was charged with Aggravated Assault- Strangulation FVA (WN- CE-0182482) and Battery- FVA (WN-CE-0182483).

All injuries sustained were photographed with my department issued body worn camera.
