On September 18, 2026, at approximately 1557 hours, I, Officer Vannoy of the Cartersville Police Department, responded to the area of West Cherokee Avenue in reference to a report of a white male who appeared to be intoxicated, yelling vulgar language, and acting boisterous in public view while his pants were falling down.
While en route, Bartow County Dispatch advised that the male was heading toward the Bartow County Courthouse area. Lt. Cole located the individual on the sidewalk in front of the courthouse. Upon my arrival to assist Lt. Cole, the male, later identified as Bobby Godfrey, was observed loudly yelling offensive language in public. Mr. Godfrey was advised not to use such language, especially in the presence of minor children. When offered the opportunity to obtain a ride due to his intoxicated state, Mr. Godfrey stated he did not have one available.
Due to Mr. Godfrey’s intoxicated behavior and use of vulgar language in the presence of the public and minor children, it was determined that he would be placed under arrest.
Mr. Godfrey was then placed in handcuffs with his hands secured behind his back. The handcuffs were checked for proper fit and double-locked to prevent further tightening. A search incident to arrest revealed no contraband. Mr. Godfrey was placed in the rear seat of my department-issued, marked patrol vehicle, which was searched both before and after transport, yielding negative results for contraband. Mr. Godfrey was transported to the Bartow County Jail and turned over to jail staff without incident.
Due to the totality of the circumstances, warrants were obtained for Public Drunk and Disorderly Conduct (Warrant Nos. CE-0183527 and CE-0183528). Copies of these warrants are attached to this electronic case file.
