On Thursday, June 18, 2026, at approximately 0817 hours, I was dispatched to 1364 Joe Frank Harris Pkwy (QuikTrip), in reference to a dispute between Brandy Cook and her child’s father. Prior to my arrival, the caller informed Bartow County Dispatch that Ms. Cook had left QuikTrip and was now at 11 Sugar Valley Road (Sugar Valley Baseball Complex).

The caller continued to provide updates to Bartow County Dispatch, reporting that the suspect had taken Ms. Cook’s phone and was not allowing her to exit the vehicle. He was able to provide a final location for Ms. Cook at 805 Burnt Hickory Rd, where contact was made shortly afterward.

Upon arrival, I observed a white female sitting in the driver’s seat of a black Honda CRV (GA tag). I spoke with the driver, identified as Ms. Cook, and asked if she had been involved in a dispute. Ms. Cook denied any altercation and stated she had driven from QuikTrip to 805 Burnt Hickory Rd without incident.

During my interaction with Ms. Cook, I observed slow and slurred speech, as well as noticeably glossy eyes. Based on these observations, I asked Ms. Cook to step out of her vehicle due to possible impairment. After exiting, Ms. Cook had difficulty maintaining her balance. I then obtained her driver’s license and ran it through GCIC. During this time, officers on scene obtained Ms. Cook’s consent to search her vehicle. Sgt. Cooney located a partial pill, suspected to be Diazepam, and a Suboxone strip inside Ms. Cook’s purse.

At this point in the investigation, I asked Ms. Cook if she would be willing to participate in standard field sobriety testing, to which she agreed. I then began administering SFST.

Weather: Cloudy, approximately 75 degree.
Area of SFST. Flat and free of debris.
Clothing worn by driver: closed toe shoes, leggings, t-shirt.

At this point, Ms. Cook was read implied consent, which she refused. She was placed in handcuffs behind her back (checked for fit), searched incident to arrest—yielding no weapons or contraband—and secured in the rear of my marked patrol vehicle. Ms. Cook was transported to 195 Cassville Rd (CPD), while Sgt. Cooney remained with her vehicle until Steele’s Towing arrived. A search warrant was obtained for Ms. Cook’s blood and/or urine. Ms. Cook was cooperative, and Sgt. Cooney was able to collect a urine sample. Preliminary testing indicated a positive result for amphetamines and methamphetamines. Ms. Cook was then transported to 104 Zena Dr (BCSO) and turned over to the deputy without incident. I returned to CPD and submitted the GBI urine kit, suspected suboxone strip, and suspected diazepam into evidence.

Multiple warrants were obtained for Ms. Cook and attached to this report. In addition, due to Ms. Cook declining implied consent her license was siezed and the proper DDS paper work was filed and attached to this report.
