Bartow County– A Taylorsville mother reported to Bartow County Sheriff’s deputies on August 8 that her daughter was molested by her husband’s brother. Police arrested the suspect September 2 and charged him with seven counts of ‘Child Molestation’ and one count of ‘Aggravated Sexual Battery.’
The victim told her mother that her uncle, Walter Roe Milligan III, of Cartersville, came into her bedroom at night and touched and kissed her. She would pretend to be sleeping. The victim’s siblings also witnessed their uncle going into her bedroom at night.
Attorney James E. Goad is representing Milligan, who entered a plea of “Not Guilty” in the Bartow County Superior Court on September 13.
Goad filed a Motion for Discovery requesting that the Prosecution provide all evidence “favorable to the Defendant.” On September 14, Goad also filed a motion requesting bond for Milligan, citing family obligations and “business losses of disastrous proportions” if his client is denied bond.

On Monday, August 8, 2022, at approximately 1522 hours, I was dispatched to [100 BLOCK] Old Alabama Wagon Rd in reference to a report of a sexual offense.
Upon arrival, I met with Ms. [WITNESS #1]. [WITNESS #1] explained her husband’s brother, Mr. Walter “Roe” Milligan III, has possibly molested her daughter, [REDACTED BY AGENCY]. [WITNESS #1] does not have an exact date in which this occurred but believes it happened sometime this summer.
[WITNESS #1] discovered this on 08/06/2022 when her oldest child had asked if their Uncle Roe was coming over that weekend and [WITNESS #1] said no. This is when [REDACTED BY AGENCY] said something along the lines of “good. I don’t like when he comes over, he does weird stuff”. [WITNESS #1] questioned why [REDACTED BY AGENCY] said that and [REDACTED BY AGENCY] broke down and started crying. [WITNESS #1] was able to get some information out of [REDACTED BY AGENCY] and [REDACTED BY AGENCY] told her mother that some days when Roe is at their house, he goes into her room and she pretends she is asleep while he does things to her.
[WITNESS #1] explained [REDACTED BY AGENCY] stated Roe tried to put his pointer finger inside of her. [REDACTED BY AGENCY] also told her mother that Roe kisses her on the lips and she blocks his tongue with her teeth. [WITNESS #1] also stated Roe has gotten [REDACTED BY AGENCY] to “jack him off”. [WITNESS #1] explained [REDACTED BY AGENCY] did not utter those exact words, however she described the motion to her.
[REDACTED BY AGENCY] brother, [REDACTED BY AGENCY] had also told [WITNESS #1] he had seen Roe go into [REDACTED BY AGENCY] room when he thought everyone was asleep.
One of [WITNESS #1]’s other daughter’s, [REDACTED BY AGENCY] had previously came to her and said that she saw Roe’s “doodle”. [WITNESS #1] explained they refer to a pen*s as “doodle”. [REDACTED BY AGENCY] had told [WITNESS #1] on the date of that incident, Roe had came into her room and accidentally dropped his towel exposing himself in front of her and her sisters, [REDACTED BY AGENCY] and [REDACTED BY AGENCY].
[WITNESS #1] has also noted that [REDACTED BY AGENCY] behavior has changed within the last two weeks. She explained that [REDACTED BY AGENCY] was once very independent, but has recently been asking if her sisters can sleep with her.
[WITNESS #1] stated Roe does come over on some weekends which is possibly when the offenses occurred. [WITNESS #1] had also previously trusted Roe to baby sit. [WITNESS #1] explained that Roe used to live at their residence in a trailer out back.
At approximately 1700 hours, this date [WITNESS #1] notified me that she planned on taking [REDACTED BY AGENCY] to Children’s Healthcare of Atlanta to be examined sometime tomorrow.
Investigator P. Abernathy was notified of this incident.
