On Tuesday September 02, 2025 at approximately 1136 hours, I was dispatched to 1330 Joe Frank Harris Parkway in reference to a suspicious male subject.

Upon arrival, contact was made with the individual, Casey Schell, behind the shops located at 1350 Joe Frank Harris Parkway. Mr. Schell appeared to have an alcoholic beverage in his hand and stated he was walking away to throw away the beverage. Mr. Schell was being loud and argumentative and was detained at this time. The odor of alcohol was emitting from Mr. Schell’s breath. Mr. Schell was patted down and a small bottle containing an alcoholic beverage was discovered along with the open alcoholic beverage Mr.Schell was actively drinking. Mr. Schell stated on multiple occasions he had consumed alcohol this date.

Officer Clanton relocated to where the incident occurred and spoke with, [VICTIM #1], an employee at Rockett Car Wash who stated Mr. Schell arrived at the place of business around 0930 hours and began to watch her. [VICTIM #1] stated on multiple occasions she would move about the business to avoid Mr. Schell being able to see her. [VICTIM #1] stated each time she would move Mr. Schell would walk around to where he could once again see her visually. [VICTIM #1] stated Mr. Schell retreated into the shrubbery and began to mast*rbate outside of his pants. [VICTIM #1] stated she had video of the incident. Officer Clanton reviewed the video footage and Mr. Schell was placed under arrest at this time for Public Indecency and Public Drunk. Mr. Schell was placed in handcuffs behind the back, double locked, checked for proper fit. Mr. Schell was searched incident to arrest yielding no contraband. Mr. Schell was placed in the rear seat of my issued patrol unit where it was searched prior to shift and before and after each transport yielding no contraband.

[VICTIM #1] was provided a Polaris Link by Officer Clanton and uploaded the video related to the incident.

Warrants for the related charges were obtained and attached to the report.
