On September 1, 2026, at approximately 0021 hours, I, Deputy T. Ware of the Bartow County Sheriff’s Office, responded to [REDACTED] in reference to a possible sexual assault in progress.
Upon arrival, I observed several deputies already on scene. Due to a language barrier, Deputy Vicente spoke with the complainant, [WITNESS #1], who provided information regarding the possible sexual assault incident involving her 12 year old juvenile daughter. According to [WITNESS #1], she checked the camera in the residence at [90 BLOCK] Woodsong Court because her children were there with her husband. [WITNESS #1] checked her husband’s room but did not see him and then checked the kids’ room, in which [WITNESS #1] could hear her juvenile daughter complaining that her genital area was hurting and could hear the juvenile crying.
[WITNESS #1] came up to the residence, and when she went to her daughter’s room, the door was locked, but she could hear the bed moving and appeared to hear someone run towards the bathroom. The male, identified as Cesar Vasquez Ramirez, came out of the bathroom and was only wearing a pair of shorts, and when she went inside her daughter’s bedroom, she was completely nude.
[WITNESS #1] informed Deputy Vicente that she had caught him three other times naked with the juvenile.
Cesar Vasquez Ramirez was escorted from the residence, checked for weapons or contraband, and secured in the rear seat of Deputy Vicente’s patrol vehicle.
On call, Detective Jones of the Bartow County Sheriff’s Office was contacted and responded to the scene, at which time the scene was turned over to him. Detective Jones advised me later on that Cesar Vasquez Ramirez needed to be placed under arrest due to a Schedule II narcotic being located. I placed Cesar Ramirez under arrest and transported him to the Bartow County Jail. The scene was subsequently turned over to Detective Jones for further investigation.
