On Sunday, May 17, 2026, at approximately 1011 hours, I was dispatched to [100 BLOCK] Evergreen Trl Unit [REDACTED], Cartersville, GA, in reference to an assault in progress. Before my arrival, dispatch advised a male named Tommy Lovingood had a knife and kicked the front door of the residence in.
Upon arrival, I observed Claude Thomas Lovingood walking north on Evergreen Trl away from the residence where the incident occurred. I got out of my patrol car and ordered for Claude to put his hands in the air. Claude went down to his knees with his arms stretched out. I approached Claude and put him in handcuffs to detain him. While searching his person, I located the medium-sized knife in his front right pocket with a sheath. I grabbed the knife and placed it on the ground away from Claude’s person.
I went to the residence to meet with the victim, [VICTIM #1], and [VICTIM #2]. [VICTIM #1] stated him and [VICTIM #2] were in the living room of the residence and heard the doorknob twist like someone was trying to get in. [VICTIM #1] then advised that someone knocked and he went to the door to ask who it was and saw Claude was standing there. [VICTIM #1] said he has known Claude for a long time and let him in.
[VICTIM #1] stated they were all in the living room and Claude began to talk out of his head and then Claude slapped him on the right side of the face. [VICTIM #1] stated he went to swing back after being hit, and Claude got up and pulled a knife out on him and [VICTIM #2]. [VICTIM #1] then stated Claude was screaming he was going to kill him and [VICTIM #2]. [VICTIM #1] said they kicked him out of the house and locked the door behind him. [VICTIM #1] advised Claude came back a few moments later and kicked his front door in and stood in front of the door with the knife in his hand.
[VICTIM #1] stated Claude was talking to himself and walking around outside. I obserevd redness and bruising to the right side of [VICTIM #1]’s face. I also observed the frame of the door was broken from the wall and the door would not seccure. [VICTIM #1] advised the damages were over $500 in value. [VICTIM #2] confirmed [VICTIM #1]’s statement and had nothing to add.
I read Claude his Miranda Right’s and he understood. Claude said [VICTIM #1] and [VICTIM #2] were talking about killing his family and that they were trying to take over cartersville. Claude then began to talk about the illuminati among other things that I could not understand.
At that time Claude was placed under arrest for Home Invasion, Aggervated Assault, Criminal Damage to Property in the 2nd, Terroristic Threats and Acts Felony x2, and battery.
All damages and injuries were documented on my Body-Worn Camera. Warrants were signed and obtained for all charges listed.

DEFENSE FILES MOTION FOR PSYCHIATRIC EVALUATION — CLAUDE THOMAS LOVINGOOD
What this means: Claude Thomas Lovingood’s court-appointed attorney, Matthew Kerker, filed a formal request asking the Bartow Superior Court to order a psychiatric evaluation of his client. The motion argues that Lovingood may be suffering from a mental disease, injury, or congenital deficiency that could make him incapable of understanding the proceedings against him, assisting in his own defense, or intelligently entering a plea. The attorney also raised the possibility that Lovingood may have been unable to distinguish right from wrong at the time of the alleged offenses. Because Lovingood is indigent — meaning he cannot afford to pay for his own defense — the court has appointed Kerker to represent him at public expense. This motion was filed in Bartow Superior Court under case number SUW2026001238.

ORDER FOR MENTAL EVALUATION ENTERED — COMPETENCY TO STAND TRIAL
What this means: Following the 6/16/26 motions hearing, the Bartow Superior Court entered a formal order directing the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) to conduct a mental evaluation of Claude Thomas Lovingood at public expense. The evaluation is specifically focused on competency to stand trial — meaning the court needs to determine whether Lovingood understands the nature of the proceedings against him, understands his own situation in relation to those proceedings, and is capable of assisting his attorney in mounting a defense. The DBHDD is also ordered to provide any relevant clinical, psychiatric, psychological, and medical records — including substance abuse treatment records — to any State or Private Mental Health provider involved in the evaluation. Those providers must submit their records to the DBHDD within 31 days of receiving a copy of the order. Lovingood is charged in this case with Battery (M), Terroristic Threats (F), Criminal Damage to Property in the 2nd Degree, Possession of a Firearm/Knife in Committing a Crime (F), Aggravated Assault, and Home Invasion.
