On September 21, 2025, at approximately 1649 hours, I was dispatched to 605 E Main St (Starbucks) in reference to a suspicious person. As I approached 605 E Main St, I observed a white female walking on the sidewalk matching the description of the suspect on GA 113. It was at this time that I asked the suspect, Ms. Dora Ratley, if she was in business at 605 E Main St. Ms. Ratley proceeded to utter words and sentences that did not make sense. It was at this time that Ofc. T. Lowell detained Ms. Ratley.

I was able to speak with some of the employees who stated that a customer had called but she had left the business shortly after calling. I asked the business employees what Ms. Ratley had done while in the store, and they stated she threw coins onto the counter where you pick up your order. Employees also stated she attempted to talk to them but uttered sentences that did not make any sense, and then proceeded to go into the restroom of the restaurant, where she began screaming. Shortly after this, Ms. Ratley left the business, and I was able to make contact with her.

Ms. Ratley was placed under arrest at this point and was transported to BSCO by Ofc. T. Lowell. Ms. Ratley was taken into custody due to multiple incidents during the day at 605 E Main St (Starbucks), 125 E Main St (Kroger), and 453 E Main St (Academy). Ms. Ratley was causing a separate disturbance approximately 1-2 hours prior to her arrest at 125 E Main St. Ms. Ratley walked into the Kroger and began screaming and yelling, telling someone to hold her back.

Once Officers made contact with her outside of the business, she began uttering words and sentences that did not make sense. Ms. Ratley was ordered to stop causing disturbances in businesses or she would be arrested for disorderly conduct. Prior to the incident at Kroger, Ms. Ratley was causing a disturbance at Academy due to her reportedly attempting to start a fire on a manhole cover. When the Officer arrived, Ms. Ratley was observed either attempting to extinguish the fire or attempting to persevere it. However, Officers could not determine which one it was at that time. Ms. Ratley was ordered to leave the business’s property.

Due to these factors, Ms. Ratley was placed under arrest, and warrants were obtained for Ms. Ratley’s arrest.
