On Monday, October 27, 2025, at approximately 0150 hours, I responded to 104 Zena Dr. (Bartow County Jail) Cartersville, Bartow County, Georgia in reference to a harassment report.

Upon arrival, I observed a black car parked parallel taking up multiple spaces in the Sheriff’s Office parking lot. The front passenger side tire was no longer on the rim, and the rim was damaged.

I met with Earl Phillips, who was sitting in the Bartow County Jail lobby. Earl stated while driving down the road an individual on a motorcycle pulled up beside him and started trying to open his car door. When he was asked where this occurred, he advised it was occurring everywhere. Earl stated earlier a pickup truck was following him and the passenger in the truck pointed a silver rifle at him. Earl later advised that the incident with the pickup truck happened as the person on the motorcycle was trying to open his door. Earl stated this incident occurred as he was traveling north bound on Joe Frank Harris Pkwy near E Felton Rd Cartersville, Georgia. Throughout the interaction with Earl, he changed his story several times.

Earl was asked how many people were following him. Earl stated about ten people are following him because of a rumor about him molesting a child. Earl later advised one person is following and the others are with the person following him. Earl was asked to describe the people following him and he couldn’t give any details other than they were mostly white. Earl was asked what happened to his vehicle and advised he struck a curb. Earl was asked if he had a phone, and he pulled a working cell phone out of his pocket. I found it very strange that he did not call 911 if these things were really happening. It is my observation that most people call 911 and provide their location and a description of the vehicle following them when incidents like this occur.

Earl later stated he has recently smoked methamphetamine. Earl advised he last smoked methamphetamine around Saturday, and he hasn’t had much sleep since. Earl stated the reason he left home was because his sister told him to leave due to him smoking methamphetamine. I asked Earl if he knew what day it was, and he advised he did not know. I asked him if he knew what month it was, and he stated it was November.

I explained to Earl that it appears he is hallucinating, and he advised me that I was right. Earl stated he has hallucinated before, but he is not hallucinating now.

Earl was placed under arrest for county ordinance article III- disorderly conduct, section 50-76, subsection 8 which states, is in a public place under the influence of an intoxicating liquor or drug in such condition as to be unable to exercise care for his own safety or the safety of others. This arrest was made due to Earl admitting to recently smoking methamphetamine, not knowing what day it is, what month it is, and striking a curb and not stopping.

Earl’s vehicle was towed, and his vehicle information was entered into the case vehicle section of the report.

Earl was issued a Bartow County Magistrate court citation, and he turned over to Bartow County Jail staff.
