[NARRATIVE #1 on July 31, 2026]

On Friday, July 31, 2026, at 1900 hours, I was dispatched to [20 BLOCK] Dogwood Dr, Cartersville, GA 30121, for a property damage report.

On arrival, I spoke to [VICTIM #1], who indicated he had just arrived from work and, when he entered his residence, noticed everything was in disarray. There were items thrown everywhere in the living room, bedroom, and bathrooms, and [VICTIM #1] noticed a window had been broken in the residence. [VICTIM #1] also observed one of his vehicles had a busted windshield.

I walked through the property and noticed glass was located outside, indicating someone broke it from the inside. I inspected the vehicle and observed something was thrown at it, causing two large starbursts. I continued the walk-through of the exterior property and noticed that a small bathroom window had also been damaged.

[VICTIM #1] then explained that his girlfriend, Heather Williams, caused the damage since she stayed on the property when he left to work and she was the only one there. [VICTIM #1] also stated that he could not find his cellphone in the morning and suspects Heather may have taken it. [VICTIM #1] did not know the IMEI number to the cellphone; therefore, I was unable to list it on GCIC as stolen.

[VICTIM #1] indicated next door neighbors had witnessed the incident; however, when [VICTIM #1] and I went next door, the witness was not there.

Heather was not on scene when I took this report, and she did not have a phone number.

[VICTIM #1] explained Heather could be located near Cassville White RD at Watkins Farm. I relocated there shortly after observing Heather in a black vehicle and detained her on the spot.

I read Heather Miranda her rights, and she refused to speak to me about the incident; later, she voluntarily stated she took the cellphone and that it was located in the vehicle she was driving. She was very descriptive about how the phone looked and where in the vehicle it was located.

Given that she had [VICTIM #1]’s cellphone and that she was left alone during the time frame of the damage done to the property, I had established enough probable cause to determine she caused the property damage. Based on her statement made to me, I informed her she was under arrest.

Bartow dispatch contacted [VICTIM #1], and he arrived at my location, and his property was handed back to him.

Heather was searched incident to arrest without issue, transported, and released to staff at the Bartow County Sheriff’s Office jail.

[NARRATIVE #2 on August 13, 2026]

On August 13, 2026, I was dispatched to meet with [VICTIM #1] in the Bartow County Jail bonding lobby for a vehicle theft report.

Upon meeting with [VICTIM #1], he stated that when he got home earlier that day, he noticed his 2013 Black Toyota Scion XB was missing from his yard. [VICTIM #1] stated that his ex-girlfriend, Heather Williams, took the car without his explicit permission. [VICTIM #1] stated she let herself into the house they share, grabbed the keys, and left. I asked [VICTIM #1] how he knew she took the vehicle. [VICTIM #1] stated that Heather returned to the house around 6:00-6:30 PM with the vehicle in her possession. [VICTIM #1] stated he asked her to return the vehicle, to which, according to him, she refused and left the residence with it.

[VICTIM #1] advised she had been arrested not too long ago for destroying the house and advised he knew she was on some kind of conditional bond. I checked with our dispatch and was advised Heather was on a no-contact order. Meaning she is to stay away from [VICTIM #1] and have no direct or indirect contact with [VICTIM #1].

Due to Heather being in contact with [VICTIM #1], she violated the conditional bond set for her by the court before her release from jail.

[VICTIM #1] advised that Heather also did not have a valid driver’s license, and upon checking Heather’s license status, it showed she has been revoked since 2002, and her latest violation for operating while suspended or revoked was May 9th of 2025.

I advised [VICTIM #1] that a report would be made for the stolen vehicle and for Heather violating the conditional bond.

At 2203, while patrolling Joe Frank Harris Pkwy near Cassville Rd, I observed a Black Toyota Scion sitting at the gas pumps at the Red Barn, 1348 Cassville Rd, Catersville, Georgia, 30120, matching the description of [VICTIM #1]’s vehicle he had reported stolen earlier to me. I checked the tag that was displayed on the vehicle: [REDACTED] through Georgia. Once receiving the returns on the tag, I confirmed the vehicle belonged to [VICTIM #1] and was the vehicle he reported.

I observed the vehicle for a period of 12 minutes to identify the driver of the vehicle. Shortly after, I observed a white female with brown hair matching Heather’s driver’s license picture come out of the store and get in the driver’s seat of the vehicle. As I continued to observe, the driver turned the vehicle on and proceeded to pull onto Cassville Rd southbound. I pulled behind the vehicle and observed that the vehicle had stopped past the stop line. The vehicle is required by OCGA 40-6-72 to come to a complete stop at a marked stop line.

I followed the vehicle onto Boyd Morris Dr, and I activated my blue lights and sirens to initiate a traffic stop. The vehicle came to a complete stop in the parking lot of DG Market, 28 Boyd Morris Dr, Cartersville, Georgia, 30120. I exited my vehicle and made contact with the driver and recognized that it was Heather Williams. I asked Heather for her license, and she stated she did not have a driver’s license due to it being suspended.

I asked Heather out of the vehicle and asked her how she became in possession of the vehicle and who it belonged to. Heather stated the vehicle belonged to [VICTIM #1]. Heather stated she was with [VICTIM #1] earlier today, and according to her, someone had stolen her things from within her household, and she took the car to go pick up the guy she suspected broke in and took her belongings, and had brought him back to her house at [20 BLOCK] Dogwood Ln. Heather stated she left with the vehicle to come to the Red Barn to get something to eat and was now headed to the DG Market to get more groceries.

I had advised Heather that I was currently working on a stolen vehicle report for this specific vehicle. Heather stated that I needed to call [VICTIM #1] and confirm with him that she had permission to have the car because, according to her, the vehicle was hers but is registered to [VICTIM #1]. Heather stated that [VICTIM #1] had just left the Red Barn approximately 10 min ago and was talking with her. I knew she was being dishonest with that statement due to me surveilling the Red Barn for more than 12 minutes.

I placed Heather in handcuffs, fitted them so that 2 of my fingers could fit between the cuff and her wrist, and double locked them. I advised Heather that she was under arrest. As I was escorting Heather to the back of my patrol vehicle, she pulled away, at which I grabbed her by her arm and pinned her against my patrol vehicle with assistance from Sgt Pilcher to prevent her from further pulling away or fighting.

I transported Heather to the Bartow County Jail, and Warrants were issued for Heather, and a warning was given for the stop sign violation. Sgt Pilcher stood with the vehicle until [VICTIM #1] could come and retrieve the vehicle from the DG Market parking lot.

Heather was charged with Aggravated stalking for violating her conditional bond to have no contact directly or indirectly with [VICTIM #1]. I charged her with Theft by taking a motor vehicle due to her taking a vehicle that does not belong to her without permission.

[NARRATIVE #3 on August 13, 2026]

On August 13, 2026, I was advised by dispatch that the Jail staff was requesting me to return to the Jail due to their locating drugs in Heather’s possession while she was getting charged out. Upon arriving and taking possession of the drugs, I was informed that there were 8 in the bag and they were identified as Clonazepam, a Schedule IV drug. I took possession of the drugs and submitted them into evidence Temp locker 5 and also filled out a GBI submission form for testing.

I informed Jail staff that a report would be made and that I would be charging Heather with crossing the guard line with contraband and Possession of a Schedule IV substance, and warrants would be filed.
