On February 7, 2026, at approximately 1623 hours, I was dispatched to the Guest House located at [200 BLOCK] E. Felton Rd., Cartersville, GA 30121, in reference to a domestic dispute in progress.

Upon my arrival, I spoke with [VICTIM #1], mother of Jasmine Butler. [VICTIM #1] stated she had previously evicted Jasmine, but Jasmine continued to come to the residence to visit. [VICTIM #1] advised that Jasmine arrived intoxicated and began searching for shoes in a pile of clothes on the floor. [VICTIM #1] stated that Jasmine became irate when she could not locate the shoes and began yelling profanities and throwing objects around the room.

[VICTIM #1] stated that due to Jasmine’s hostile behavior, she told her she needed to leave. Jasmine then directed her attention toward [VICTIM #1]. [VICTIM #1] stated that while attempting to walk away, she tripped over items that Jasmine had thrown during the earlier disturbance and fell between two beds in the room.

[VICTIM #1] stated that Jasmine then approached her, brandished a lighter, and stated, “I will light you on fire.” Jasmine struck the lighter approximately 6 to 8 inches from [VICTIM #1]’s fleece sweatshirt/cardigan. Although the clothing did not catch fire, [VICTIM #1] stated she was in fear of receiving serious bodily injury or death as a result of Jasmine’s actions. [VICTIM #1] stated she continued telling Jasmine to leave during the incident. Jasmine eventually exited the room. It is to be noted the lighter was not found on scene.

I asked [VICTIM #1] about her juvenile grandson, [REDACTED BY AGENCY] ([REDACTED BY AGENCY] who was present in the room at the time of the incident. [VICTIM #1] advised that she is the legal guardian of [REDACTED BY AGENCY] and granted permission for me to speak with him. [REDACTED BY AGENCY] confirmed the events and stated he witnessed the entire encounter.

I then spoke with Jasmine Butler, who appeared to be highly intoxicated. Jasmine stated she did nothing wrong but later said, “Well, I might have done something,” and refused to further discuss the incident. Jasmine continued to rant and scream and became unstable and irate at times.

Based on statements from both witnesses and Jasmine’s unwillingness to cooperate, I determined there was probable cause for arrest for Aggravated Assault with a Deadly Weapon and Cruelty to Children in the Third Degree. Both charges fall under the Family Violence Act of Georgia.

Jasmine was placed in handcuffs behind her back, double-locked, and checked for proper fit and safety. She was searched for weapons and illegal substances by Corporal Brianna Anders and placed in the rear passenger seat of my patrol vehicle.

[VICTIM #1] was provided a case card with the case number and given information regarding Domestic Violence advocacy services.

Jasmine was transported to the jail without further incident and turned over to jail staff.
