On April 15, 2026 at approximately 2042 hours I responded to [5300 BLOCK] Allatoona Gateway, Acworth, GA 30102 (Chadwick Apartments), Apartment [REDACTED], for a domestic violence call. [REDACTED] had called 911 stating that, her friend [VICTIM #1] had been attacked by her boyfriend (Jason Rodriguez-Soto). [VICTIM #1] informed dispatch that Jason had been strangling [VICTIM #1] and had taken away her cellphone preventing her from calling for help. [VICTIM #1] stated that Jason had been abusive towards [VICTIM #1] for a while.
A check of the data base revealed one prior domestic violence call between the parties on March 13, 2026 at the same location.
Upon arrival myself and other Deputies knocked on the front door but received no initial answer.
A neighbor (who I was unable to identify) stuck her head out the door and stated, “thank god”. The neighbor pointed at the door and said the couple had been loudly fighting for approximately 2 hours.
I knocked a second time louder and announced, “Sheriff’s Office”. I then could her a male (Jason) and a female [VICTIM #1] arguing inside of the residence. I was unable to make out what was being said but the pitch of the females voice sound as though she was in distress.
Jason then answered (with the door closed) to hold on that “they” were naked. I ordered him to open the door, which he did a small crack hiding his body behind the doorway. Jason again told me to hang on that he was naked. I told Jason to cover up because we were coming into the residence.
Jason then slammed the door short and I could hear [VICTIM #1] now screaming inside of the residence.
I attempted to kick the door but could tell Jason was still leaned against the door.
Another deputy then attempted, and succeeded at kicking the door open. I observed Jason standing in the hall approximately 4 feet from the door, completely naked with his hand empty and up. [VICTIM #1] was standing behind him screaming. I ordered Jason to the floor to which he complied. I then placed Jason into handcuffs and another deputy grabbed a sheet nearby and we covered Jason’s body.
Jason then began screaming at [VICTIM #1] stating that she had attacked him.
Myself and another Deputy attempted to carry Jason out of the residence but he continued to use his body weight to drop himself to floor and prevent himself from being led out of the residence. On the third attempt to lift Jason and carry him out of the residence my left wrist became trapped between the handcuffs around Jason’s wrist and his body. Jason twisted his body weight again and began dropping to the ground placing his body weight solely onto my right thumb. I delivered a single hard hand strike to the soft tissue portion of Jason’s face at which point he ceased resisting and allowed himself to be carried out of the residence.
[VICTIM #1] who had also been naked when we entered the residence had now covered herself. I spoke to [VICTIM #1] who stated that Jason had been “clean” for some time but she believed he had began using narcotics again as he had suddenly started abusing her in the last 8 months. [VICTIM #1] stated that Jason had been both physically and verbally abusive and had brandished weapons (guns and knives) at her, including threats during that time.
[VICTIM #1] stated that tonight they had gotten into a several hours long argument which had reach a boiling point where Jason began hitting her in the face, holding her down, and strangled her several times both with his hands and in the position of a rear naked choke.
I observed [VICTIM #1]’s neck and observed obvious bruising to the right side of her throat. [VICTIM #1] also had bright red scratches along her right shoulder and collar bone, some of which were bleeding.
[VICTIM #1] stated that she had attempted to call [REDACTED] for help as [REDACTED] had assisted her in the past at which point Jason snatched away her phone and would no longer allow her to call anyone.
[VICTIM #1] showed me where she had recovered her phone from a pair of Jason’s shorts in the bed room while we were escorting Jason out of the residence.
[VICTIM #1] stated that Jason had been looking outside when Deputies arrived on scene and forced her from the living area into the shower located in the master bathroom with her clothes still on where he instructed her to removed her clothes. [VICTIM #1] stated that she did. [VICTIM #1] stated that Jason then removed his clothes and also got into the shower.
[VICTIM #1] stated that she tried multiple times to exit the shower and bathroom but Jason kept pulling and pushing her back into the shower.
I observed the bathroom and saw all of [VICTIM #1]’s clothes in the shower including her socks which were all soaked. The shower drain had been broken loose and was also lying in the shower.
[VICTIM #1] stated that she asked to leave multiple times throughout the incident and Jason would not let her.
[VICTIM #1] refused medical attention on scene for her injuries.
I used my body camera to take pictures of her injuries.
I provided [VICTIM #1] with a copy of her case number and instruction on how to obtain a Temporary Restraining Order as well as domestic violence victim information. [VICTIM #1] requested a no contact bond order be put in place if possible.
I then spoke to Jason who stated that he and [VICTIM #1] began a verbal argument at approximately 1900 hours. Jason also stated that the argument hit a boiling point where he stated that [VICTIM #1] began striking him in the face with a closed first. Jason stated that he slapped [VICTIM #1] back with an open hand as a response to her punching him.
Jason stated at no point did he place his hands around [VICTIM #1]’s throat and insisted that the marks on her neck was a “hicky” from him sucking on her neck during the physical altercation because “(he) is freaky like that”. Jason stated also that he at first placed [VICTIM #1] in the shower to calm her down because, “showers calm them down”. Jason then later stated that [VICTIM #1] had gotten into the shower under her own power and that he had followed her into it.
Jason stated that he had slammed the door shut on me because he was scared of police and figured he would “go to jail this time”.
Jason informed me that he was a user of methamphetamine and that he had last used approximately one week ago.
Jason stated that he had injuries to his head although none were visible. Metro EMS was called to the scene and they assessed Jason giving him medical clearance to be transported to jail. EMS personnel also informed Jason that they were unable to see any injuries on his person.
I checked the fit on Jason’s handcuffs before double locking them and placing him into my patrol vehicle. I then transported Jason to the Bartow County Jail where he was turned over to their custody without incident.
I then spoke to the Magistrate Judge and obtained a warrant for Jason for the charges of Aggravated Assault Strangulation (Family Violence), Kidnapping, and obstruction (Misd.).
