On Monday, March 9th, 2026, at approximately 1712 hours, I was dispatched to Ace Hardware located at 5132 Joe Frank Harris Parkway, Adairsville, Bartow County, Georgia, in reference to a disorderly incident that had occurred earlier at A-1 Food Mart located at 2836 Joe Frank Harris Parkway, Cartersville, Bartow County, Georgia.
Prior to my arrival on scene, Bartow Dispatch advised that the caller, later identified as [VICTIM #1], reported that a subject identified as Jesse Miller had punched the caller’s vehicle and then left the scene on a motorcycle in a reckless manner. [VICTIM #1] reported that he followed the motorcycle to determine the identity of the driver and observed the motorcycle pull into the Ace Hardware located at the above address. [VICTIM #1] advised Bartow Dispatch that he was parked on the side of the roadway just up the road from Ace Hardware. [VICTIM #1] stated that he did not know why Jesse had done this but advised that he previously worked with Jesse, which is how he knows him.
Upon my arrival at Ace Hardware, I observed two motorcycles parked in the parking lot in front of the store. I drove up next to the motorcycles. As I began to exit my vehicle, I observed the male seated on the black motorcycle accelerate rapidly and leave the area in an extremely fast manner through the parking lot. The other motorcyclist remained stationary and did not leave.
I activated the blue emergency lighting equipment on my county-issued marked patrol vehicle and followed the black motorcycle as it traveled at a high rate of speed through the Ace Hardware parking lot toward the gas pumps at Camille’s Corner. I observed the motorcycle come to a stop next to the last gas pump at the gas island.
I immediately exited my vehicle and asked the driver why he had taken off when I pulled up next to him. The driver stated that he did not realize that I had pulled up next to him. I instructed the driver to place his hands behind his back and detained him in handcuffs to the rear due to the circumstances of him quickly leaving the area as I was exiting my patrol vehicle. While attempting to catch up to the motorcycle in the parking lot, I had difficulty shutting my vehicle door due to the driver accelerating away, which can be observed on my county-issued body-worn camera. The driver stated that he had only driven over to Camille’s Corner to get gas.
The driver advised that he had several items in his pockets. For officer safety, I removed the items from his pockets, which included screwdrivers, a knife, and other miscellaneous items that could potentially be used as weapons.
I then read the driver his Miranda Rights and asked if he understood his rights and was willing to speak with law enforcement. The driver stated that he understood his rights and agreed to speak with me.
I advised the male that I had been dispatched in reference to an incident involving him at the A-1 Food Mart. The driver, identified as Jesse Miller, stated that [VICTIM #1] was attempting to leave at the same time he was and had almost hit him while he was on his motorcycle. Jesse stated that he had batted his hand toward [VICTIM #1]’s side mirror but initially denied making contact with it, stating that he only swung toward the mirror.
I asked Jesse if [VICTIM #1] was currently present, and he stated that he was not. Jesse stated that he was not being hostile toward [VICTIM #1] and claimed that he did not see [VICTIM #1] on the other side of the gas pump. Jesse stated that as he came around the pump to leave, [VICTIM #1] was also leaving, and he swatted toward the mirror to make [VICTIM #1] aware that he was beside him.
Jesse further stated that he was currently teaching someone how to ride a motorcycle. I asked Jesse where the license plate for the motorcycle was located. Jesse stated that he was in the process of buying the motorcycle and was only taking it for a test drive. Jesse advised that the owner of the motorcycle lived on Connessena Road and identified the owner as [REDACTED].
I requested Bartow Dispatch to contact [VICTIM #1] and ask him to meet us at Camille’s Corner. Another deputy, Corporal K. Ashworth #922, responded to the A-1 Food Mart to review video footage of the incident while I remained with Jesse.
I asked Jesse again why he had accelerated away when I arrived at Ace Hardware. Jesse again stated that he was not attempting to run from me and advised that he had never been in trouble with law enforcement. Jesse continued to insist that he was only driving to Camille’s Corner to get gas.
I requested Bartow Dispatch to run the VIN for the motorcycle. The VIN number was [REDACTED]. The VIN returned as a 2013 Harley Davidson FXDB motorcycle registered to USAA Insurance, with no valid insurance or active registration on file.
When asked about this, Jesse stated that [REDACTED] had purchased the motorcycle from an auto auction for spare parts. Jesse stated that [REDACTED] had allowed him to ride the motorcycle. Deputies requested [REDACTED]’s contact information to confirm that the motorcycle was not stolen, and Jesse provided [REDACTED]’s phone number.
Deputies contacted [REDACTED] using the provided phone number. [REDACTED] advised that he was aware Jesse currently had the motorcycle. [REDACTED] stated that the motorcycle did not have insurance or registration because it was intended to be used for spare parts; however, Jesse had recently expressed interest in purchasing it since it was running well. When asked if he had documentation showing ownership of the motorcycle, [REDACTED] stated that he was currently in Cobb County and that the paperwork was located at his residence in Kingston. [REDACTED] advised he would be unable to bring the paperwork to the scene.
[VICTIM #1] and [WITNESS #1] arrived on scene.
[VICTIM #1] stated that he was sitting in his vehicle with his children when a person on a motorcycle wearing a full-face helmet drove by and slapped his driver-side mirror. [VICTIM #1] stated that his wife [WITNESS #1] was in another vehicle and observed the motorcycle driver strike the mirror. [VICTIM #1] advised that the motorcycle driver did not say anything to him. [VICTIM #1] stated that the motorcycle driver left the A-1 parking lot in a reckless manner traveling north toward Highway 41. [VICTIM #1] stated that he followed the motorcycle to Ace Hardware and estimated that the motorcycle reached speeds of approximately 100 miles per hour. [VICTIM #1] stated that he then realized the motorcycle driver was Jesse, an old coworker with whom he previously had issues. [VICTIM #1] stated that he had not seen or spoken to Jesse in approximately three years.
[WITNESS #1] stated that she was at the A-1 getting gas with her husband when she observed a black motorcycle pull up to the pumps and stare at her as she walked toward [VICTIM #1]. [WITNESS #1] stated that she was at pump number six and the motorcycle was at pump number five. [WITNESS #1] stated that the motorcycle left the area driving recklessly after striking [VICTIM #1]’s mirror. [WITNESS #1] stated that she was concerned for the safety of her husband and children when Jesse struck the mirror.
I returned to Jesse after speaking with the other involved parties and after Corporal Ashworth reviewed the video footage from A-1. Corporal Ashworth advised that the video did not show [VICTIM #1] moving his vehicle or attempting to leave when Jesse allegedly struck the mirror. Corporal Ashworth stated that the footage does not clearly show Jesse striking the mirror; however, it does show Jesse lifting one hand off the handlebars and making a motion toward [VICTIM #1]’s vehicle before returning his hand to the handlebars.
Jesse later admitted that he did make contact with [VICTIM #1]’s mirror as he drove by. Jesse was also advised that he had already obtained gas at the A-1 prior to arriving at Ace Hardware. I checked the motorcycle’s fuel tank and observed that it was just below full. Based on this observation, it did not appear reasonable that Jesse had left Ace Hardware in order to obtain gas at Camille’s Corner. Instead, it appeared more likely that Jesse had attempted to avoid speaking with me when I initially arrived. Jesse admitted that he did not attempt to run from me but stated that he attempted to “sneak away” because he knew the motorcycle did not have a license plate or insurance.
I advised Jesse that he was under arrest. Jesse was transported to the Bartow County Sheriffs Office Detention Center by another deputy, where he was turned over to jail staff without incident.
State warrants were obtained for Disorderly Conduct, No Registration/License Plate, and No Insurance. Due to the fact that I had not activated my emergency lights prior to Jesse initially leaving the parking lot, I did not pursue charges for Obstruction of a Law Enforcement Officer or Fleeing/Attempting to Elude at this time.
[WITNESS #1] and [VICTIM #1] both agreed to complete Voluntary Statement Forms, which were completed and placed into the Attachments Basket at the Bartow County Sheriff’s Office to be attached to this case narrative.
The motorcycle was towed for impound by Matthew’s Garage.
