On February 16, 2026, at approximately 20:41 hours, I was dispatched to 101 Marketplace Boulevard, Cartersville, Georgia, in reference to a dispute.

Upon arrival, I was flagged down by a Walmart employee identified as [VICTIM #1]. [VICTIM #1] stated that he had been chased around the store by a male subject described as bald and wearing a Falcons t-shirt. [VICTIM #1] pointed out the male, who was seated on a curb next to a trash can on the side of the building.

The male was identified as Jesse Taylor. In plain view next to Jesse was an open alcoholic beverage container. Jesse exhibited signs of intoxication, including slurred speech and bloodshot eyes. When questioned, Jesse initially stated that nothing had occurred. He later stated that he had come from his apartment and that there had been an argument because he believed store employees had hidden his drinks.

I returned to speak further with [VICTIM #1], who stated that Jesse followed him into the store and began causing a disturbance. [VICTIM #1] advised that store management became involved and asked Jesse to leave the premises. [VICTIM #1] further stated that Jesse was cussing at employees prior to exiting the store.

Based on Jesse’s behavior inside the store, his continued disorderly conduct, and his open consumption of alcohol in public, Jesse was placed under arrest for Disorderly Conduct. He was secured in handcuffs and escorted toward my patrol vehicle.

While walking to the patrol vehicle, Jesse tensed his body and flinched toward another deputy on scene in an aggressive manner. Once secured in the rear seat of my patrol car, Jesse began repeatedly slamming the heel of his foot against the back of the patrol cage. During transport to the Bartow County Jail, Jesse made multiple threatening statements, including that he would “take me out into the woods and beat my a*s,” directed toward law enforcement officers.

Due to Jesse’s actions and threats directed toward law enforcement, he was additionally charged with Felony Obstruction (Terroristic Threats toward a Law Enforcement Officer).

Jesse was transported to the Bartow County Jail and turned over to jail staff without further incident.
