On Wednesday August 28th, 2024 at 2058 hours I was dispatched to Bartow County Jail lobby in reference to a sexual offense report that occurred at [100 BLOCK] Conference Center Dr, Apartment #[REDACTED], Cartersville, GA 30121.
Upon arrival I spoke with [WITNESS #1]. [WITNESS #1] stated he was told by his son, [REDACTED BY AGENCY] that he was having sexual relations with [WITNESS #1]’s now ex-girlfriend, Jessica Elliott. [WITNESS #1] stated Jessica stayed at his apartment and would watch [REDACTED BY AGENCY] while he was out of town working. [WITNESS #1] stated [REDACTED BY AGENCY] told him Jessica would come to bed with him, and lay with him when [WITNESS #1] left for work. [WITNESS #1] stated [REDACTED BY AGENCY] told him Jessica would put her hand on [REDACTED BY AGENCY] thigh, and move it to his pe*is, and then move [REDACTED BY AGENCY] hand to her va*ina. [WITNESS #1] stated [REDACTED BY AGENCY] told him after they would touch each other they had sex.
I then spoke with [REDACTED BY AGENCY] with [WITNESS #1]’s permission, and in his presence. I asked [REDACTED BY AGENCY] how long has this been going on. [REDACTED BY AGENCY] stated the first time it happened was July 25th, 2024. [REDACTED BY AGENCY] stated it only happened at [WITNESS #1]’s apartment every time [WITNESS #1] would leave. [REDACTED BY AGENCY] stated the incident happened approximately 20 times. I asked [REDACTED BY AGENCY] when was the last time he and Jessica had any sexual relations, and [REDACTED BY AGENCY] stated August 22nd, 2024 was the last time. [REDACTED BY AGENCY] stated Jessica would leave him love notes, and bought him a burner phone, so they could talk to each other without anyone knowing.
I notified investigator Abernathy #717 of this incident, and it was left active for further investigation.
