On July 19, 2025, at approximately 0423 hours, I arrived on scene of a two vehicle crash on I-75N at mile marker 279. When I arrived on scene, I learned that the driver of the purple Chrysler 300 (GA Tag: [REDACTED]) fled the scene, and he was hiding in the median. At approximately 0429 hours, I observed a passenger car parked on the right shoulder of the interstate, and then, I observed a man run across all 3 lanes from the median and get into the vehicle. I ran back to my car, stopped the vehicle, and I made contact with the driver of the purple Chrysler 300.

I identified the driver as Jessie Cornelius Babbs (DOB: [REDACTED BY AGENCY]/1988) (GA OLN: [REDACTED]). I observed his bloodshot watery eyes, slow slurred speech, and a strong odor of an alcoholic beverage coming from his breath. I asked Mr. Babbs where he was going, and he stated that he was going home. I advised Mr. Babbs that we were going back to the crash scene, and Mr. Babbs and I proceeded back to the crash scene. I asked Mr. Babbs how much he has had to drink tonight, and Mr. Babbs stated that he had three mixed drinks. I asked Mr. Babbs if he consented to perform field sobriety, and he consented. Mr. Babbs was cleared to perform field sobriety.

Mr. Babbs displayed multiple signs of impairment, which is located in the DUI portion of this report. Mr. Babbs provided a breath sample on a PBT, which was positive for alcohol registering at 0.134. Mr. Babbs was placed under arrest for DUI and refused implied consent for blood. Mr. Babbs was transported to the Bartow County Jail where he was refused by the jail nurse due to Mr. Babbs being involved in a crash, but he had zero injuries and wanted to processed. Mr. Babbs was released to Atlanta Metro EMS and warrants were obtained for his arrest.

The purple Chrysler 300 was released to Wayne Martins Towing.
