On Friday August 21, 2026 I, Inv. A. Chandler #720 was advised by Inv. J. Shirley #704 of a complaint from (comp/victim/[VICTIM #1]). [VICTIM #1] had disclosed to Inv. Shirley during a church service on Thursday August 20, 2026 that her stepfather (suspect/Jose Ma uricio Chavez Morales) had been propositioning her for sex recently. [VICTIM #1] also stated that she was possibly sexual assaulted when she was younger.

At 1340 hours I conducted a formal interview with [VICTIM #1] and her cousin (witness/[WITNESS #1]) in an interview room within the Bartow county Sheriff’s Office Criminal Investigations Division. I was advised of the following for the case.

[VICTIM #1] stated that recently her stepfather Jose has been sending her inappropriate texts soliciting sex from her in exchange for money. [VICTIM #1] stated that Jose had down this before about a year ago. [VICTIM #1] further stated that Jose has sexually assaulted her when she was a child, but could not remember how at the time. [VICTIM #1] gave me a photo of her when she was younger and stated that it happened around that time. [VICTIM #1] also stated that Jose has been inappropriate comments to her cousin [WITNESS #1] that made [WITNESS #1] uncomfortable. [VICTIM #1] had to translate for [WITNESS #1] during the interview.

[WITNESS #1] stated that Jose would make comments that made her feel uncomfortable. [WITNESS #1] stated that Jose did not proposition her for sex like he did [VICTIM #1].

[VICTIM #1] further stated that Jose was physically and verbally abusive towards her sister (juvenile/victim/9yoa/[REDACTED BY AGENCY]) and her mother (victim/[VICTIM #2]). [VICTIM #1] disclosed events of battery under the family violence act with her mother that took place in 2023. I explained to [VICTIM #1] that due to the statute of limitations I could pursue charges against Jose.

[VICTIM #1] did state that recently Jose has been physically and verbal abusive towards [REDACTED] to who she refers to as [REDACTED BY AGENCY]. [VICTIM #1] stated that [REDACTED BY AGENCY] is autistic and has a mind of a five year old even though she if nine. [VICTIM #1] stated that some time ago while they were preparing to leave Jose had smacked [REDACTED BY AGENCY] against her head while reaching in the front door of residence. I asked [VICTIM #1] if any saw this, to which [REDACTED BY AGENCY] had told [VICTIM #1] this. [WITNESS #1] was in her room at the time. [VICTIM #1] also stated that at another time Jose had bumped [REDACTED BY AGENCY] legs with a vacuum cleaner that hurt her. During this same incident [REDACTED BY AGENCY] stated that she was going to tell her mother, to which Jose threw a cellphone at [REDACTED BY AGENCY]. Also during this incident noone saw the event and only heard about it. [WITNESS #1] stated that she heard a disturbance during this time and then later saw Jose looking for his cellphone in the couch. I advised [VICTIM #1] that a forensic interview could be scheduled for [REDACTED BY AGENCY] in order to investigate these incidents.

[VICTIM #1] did disclose that Jose was in the country illegally and using another name and date of birth at work. [VICTIM #1] stated that this name was [REDACTED BY AGENCY] with a date of birth of [REDACTED BY AGENCY] or [REDACTED BY AGENCY]. [VICTIM #1] stated that Jose’s real date of birth was possibly [REDACTED BY AGENCY] or [REDACTED BY AGENCY]. [VICTIM #1] was also able to provide the suspect vehicle that Jose drove as well.

I asked [VICTIM #1] what telephone number Jose was using to send her the inappropriate text messages. [VICTIM #1] stated that last year the telephone number was [REDACTED BY AGENCY] and that the recent telephone number was [REDACTED BY AGENCY]. I asked [VICTIM #1] if she could send me screen shots of the text messages at a later time. [WITNESS #1] did confirm the same telephone numbers that she had for Jose. I advised [VICTIM #1] that Jose would be under investigation for pandering and also family violence offenses.
