On Friday, June 6, 2025, at approximately 2323 hours, I responded to [1500 BLOCK] Cassville Rd Cartersville, Bartow County, Georgia in reference to a domestic disturbance.

Upon arrival, I met with [VICTIM #1], who advised her daughter [REDACTED BY AGENCY], her boyfriend Justin Thomas, and herself had been arguing. [VICTIM #1] advised the argument started over Justin having to pick [REDACTED BY AGENCY] up from work. [VICTIM #1] advised Justin went to [REDACTED BY AGENCY] work to pick her up, but she was taking too long. [VICTIM #1] stated as Justin was waiting, he had other children in the vehicle, so he became frustrated and left. [VICTIM #1] stated she then had to go pick [REDACTED BY AGENCY] up and when she came back home the argument started.

I asked [VICTIM #1] if there were any physical alterations, any threats of bodily harm, or any property damage. [VICTIM #1] advised the alteration was verbal only, and nothing like that occurred.

I spoke with [VICTIM #2], who is [VICTIM #1]’s son. [VICTIM #2] advised he was sitting in the living room when he began to hear arguing. [VICTIM #2] stated he did not witness any physical alterations, any property damage, or any threats. [VICTIM #2] advised during the altercation, [REDACTED BY AGENCY] made claims that Justin did bump into her as they were passing each other in the hallway.

After speaking with [VICTIM #2], I asked [VICTIM #1] about Justin bumping into [REDACTED BY AGENCY], [VICTIM #1] advised she did not witness that, but Justin told her it was an accident when he bumped into [REDACTED BY AGENCY] I asked [VICTIM #1] if Justin threatened to hit [REDACTED BY AGENCY], and she advised she did not witness that.

I asked [REDACTED BY AGENCY] about Justin bumping into her. [REDACTED BY AGENCY] advised as she and Justin were passing each other in the hallway, Justin stiffened up and bumped into her. [REDACTED BY AGENCY] advised after bumping into her, Justin threw hot food on her, which landed on her face. I looked at [REDACTED BY AGENCY] clothing and did not observe any food on them, nor did I observe any marks on her face. [REDACTED BY AGENCY] also made claims about Justin threating to hit her.

I asked [VICTIM #1] if she witnessed Justin throw food on [REDACTED BY AGENCY]. [VICTIM #1] advised she did not witness Justin throw food on [REDACTED BY AGENCY]. I asked [VICTIM #1] if she saw food on [REDACTED BY AGENCY]. [VICTIM #1] advised she did see food on [REDACTED].

I had [REDACTED BY AGENCY] take me inside the residence and show me where the incident occurred and walk me through the incident. While going through the incident I observed food on the wall in the hallway, and food in the floor of the living room coming out of the hallway.

I spoke with [REDACTED BY AGENCY] younger sister [REDACTED BY AGENCY], who advised she witnessed Justin intentionally bump into [REDACTED BY AGENCY]. [REDACTED BY AGENCY] had also advised she witnessed Justin threaten to punch [REDACTED BY AGENCY] in the face, and she witnessed Justin throw food at [REDACTED BY AGENCY].

I was advised by [VICTIM #1] that Justin has been physical with her in the past. I asked [VICTIM #1] if there were any court orders in place, and she advised me there is a court order in place. Bartow County Jail staff was contacted and confirmed that there is a order of bond in place. I obtained a copy of the order of bond. The order of bond states Justin is to “stay away, absolutely, directly or indirectly from the person, place of employment, or residence of [VICTIM #1] nor to have any verbal or nonverbal communication by telephone, email, text message, letters, social media, or Messages through third parties or any other form of verbal or nonverbal communication with said person subject only to the following exceptions: may obtain, personal, w prort w/ police escort”. The order of bond was ordered on the 28th day of February 2025. The order was signed by Justin and a judge of the Bartow County Magistrate Court.

I was unable to obtain a statement from Justin, due to him leaving the scene prior to my arrival.

I will be taking state warrants on Justin for cruelty to children in the 1st degree for causing cruel excessive physical pain to [REDACTED BY AGENCY] for throwing hot food in her face, a warrant for simple battery for bumping into [REDACTED BY AGENCY], and a warrant for violations of family violence order for violating the order of bond. All offenses will be charged under the family violence act due to [REDACTED BY AGENCY] and Justin being persons living or formerly living in the same house hold, and [VICTIM #1] being persons who a parents of the same child.
