On Tuesday, February 3rd, 2026, at 0852 hours, I was dispatched to [200 BLOCK] Evergreen Trail, Apartment [REDACTED], in Cartersville, Georgia, in reference to a domestic in progress.
Upon arrival, I spoke with the victim, [VICTIM #1], at a nearby car wash. [VICTIM #1] said that she and Kanye Philpot had gotten into an argument before she left for work. She said while on her way to work, [VICTIM #2] had contacted her and told her that Kanye was speaking to her, and that they had a no contact order.
She said that she has been living with Kanye at the residence, and had also lived with Kanye previously at a different residence. She said that she was also staying at the residence on Evergreen Trail while Kanye was recently incarcerated for other charges.
[VICTIM #1] said she returned to the residence, went upstairs, and began arguing with Kanye. She said during the argument, she pushed a TV over in their room and Kanye began grabbing, and pushing her. She said the major part of the physical altercation occurred after she struck him because he was being physical, and that was when he choked her, and removed her from the house by pulling her by her hair.
After having established this, myself and other deputies went to the residence, and contact was made with Kanye at the front door. Kanye was placed into handcuffs and into the rear seat of a patrol car. I read Kanye Miranda Rights which he said he understood and agreed to speak. Kanye confirmed [VICTIM #1] had been staying at the residence. He initially said that [VICTIM #1] had come to the residence, kicked the front door down, went upstairs and began hitting him. I asked him if the physical altercation actually occurred after she pushed the TV over, and he said yes, which then became more aligned with the testimony from [VICTIM #1]. Kanye also confirmed that he did contact [VICTIM #2] from a blocked number, which is what [VICTIM #2] had told me when I spoke with her. The “No contact order” appeared to be a stipulation of Kanye’s probation from a conviction with an altercation with [VICTIM #2], and not a condition of bond.
I did observe that there was fresh damage on the inside of the door frame and showed that the door had been kicked down.
I contacted [VICTIM #1] to gather more information after discovering the door had been kicked. She confirmed that she did, and said she returned the key and gathered her property from the residence to move out after the altercation.
[VICTIM #1] did have visible fresh marks on her neck, and she told me she was unable to breath when being choked. She also had a scratch mark on her right hand that occurred during the altercation, and appeared to have occurred from a finger nail.
Kanye did not appear to be injured.
Photographs were taken of [VICTIM #1]’s injuries.
It was determined that [VICTIM #1] kicking the door, causing what is likely a misdemeanor charge of property damage in addition to pushing over a TV would not have made it reasonable for Kanye to batter, and choke [VICTIM #1]. This action shows Kanye being the predominate aggresor and posed the most serious on going threat by starting, and continuing the actual physical confrontation that took place.
Kanye was placed under arrest and transported to the Bartow County Detention for Aggravated Assault Strangulation- FVA, and Battery- FVA.
