On Sunday, May 17, 2026, at approximately 1549 hours, Bartow dispatch received a 911 call for a motor vehicle theft in progress. The caller, [VICTIM #1], reported that his son, Kanye Philpot, had just taken his vehicle without permission. It was also reported that Kanye had damaged property and had almost ran over people as he was leaving the scene in the stolen vehicle. The vehicle described to dispatch was a 2017 white GMC truck.
As I began making my way to the area, I observed a white GMC pick-up truck driving North on Peeples Valley Road near its intersection with Gilreath Rd. In the driver seat of this truck was a black male with a dread lock hairstyle about the length of his shoulders. I was driving my patrol car South on Peeples Valley when I passed this vehicle. I turned around to investigate further and began driving North to catch back up to this vehicle.
When I approached the intersection of Peeples Valley Rd/Old Grassdale Rd, I observed the white pick up truck stopped at the stop sign appearing as if the driver was about to proceed North through the intersection. When I got a little closer, I was finally able to properly identify this truck as a white GMC Sierra bearing GA license plate [REDACTED]. The driver of this vehicle suddenly jerked the vehicle to the right and began driving East on Old Grassdale in the direction of Habersham Circle. When the driver made this abrupt turn he almost struck a burgundy Chevrolet pick-up truck who was positioned in the right turn lane next to him. At this stage in the investigation, these actions established that the driver had violated two traffic statutes including 1 count of reckless driving and an improper/erratic lane change.
At this point, I proceeded around the Chevy pickup and positioned my patrol car behind the GMC Sierra. When I did so, the driver yet again abruptly jerked the vehicle to the right in to the entrance of the Gerdau business (located at 384 Old Grassdale Rd). I initiated my blue lights in attempt to make contact with the driver to address the theft and traffic violations I had observed. The driver began making a u-turn at the entrance of this business, and when he did so, I was able to positively identify the driver as Kanye Philpot, as I have had prior interactions with him.
Kanye made the turn back on to Old Grassdale Road, accelerating the vehicle. Kanye began traveling West on Old Grassdale Rd back toward the 4-way stop at Peeples Valley Rd. I observed Kanye fail to obey this stop sign by not stopping at all. Kanye proceeded straight through this intersection, continuing in the direction of Grassdale Road. Kanye continued driving West, with speeds reaching in excess of 80 mph in a marked 40mph zone. As passed the Trinity Rail business (located at 190 Old Grassdale Rd), Kanye began driving in the opposite (East bound) lane of travel on the wrong side of the roadway.
As Kanye began approaching the intersection of Old Grassdale Rd/Grassdale Rd, Deputy Brand entered the chase as the secondary pursuit unit and began giving out the radio traffic. Kanye continued straight through this intersection, failing to stop at the stop sign, proceeding left on to Grassdale Road in the direction of Bishop Rd. Kanye continued South through this intersection and abruptly made a left turn on to Evergreen Circle. When doing so, Kanye weaved around multiple vehicles at this intersection.
Kanye continued driving East on Evergreen Circle and made an abrupt left where Evergreen begins a loop (toward the 200 block of Evergreen Cir). It appeared as if Kanye was about to stop the vehicle in front of his residence at [200 BLOCK] Evergreen Trail. I began to give orders for Kanye to put his hand out of the window, but a few seconds later he began slow rolling and continued to give chase. Kanye began driving at approximately 59mph in a 25mph marked zone. As we approached one of the curves of the backside of Evergreen Trail, the same Burgundy Chevrolet pickup which Kanye almost struck prior to the chase reappeared. The driver of this Chevy blocked the roadway. Kanye made an effort to avoid this truck by swerving off of the roadway at a high rate of speed and in the direction of the residence at [200 BLOCK] Evergreen Trail (reckless driving count 2).
Kanye maneuvered through the yard and back on to Evergreen Trail where he continued driving West in the direction of Grassdale Road. At this point, Kanye began driving approximately 74 mph in a marked 25mph zone (reckless driving count 3). Kanye made an abrupt right, beginning his second loop on to Evergreen Cir. As Kanye reapproached his residence a second time, he intentionally veered right off of the roadway and in to the front yard at [200 BLOCK] Evergreen Trail. There were three victims ([VICTIM #1], [VICTIM #2], and [VICTIM #3]) in his path who had to run away from him to avoid being struck by the vehicle (3 counts aggravated assault/reckless driving count 4).
Kanye continued driving around the loop on Evergreen Cir until he was headed West once more toward Grassdale Rd. Kanye approached a peak in the roadway where a tow truck and the burgundy Chevy pickup had blocked the roadway trying to prevent Kanye from getting through. Kanye veered to the left, off of the roadway. Kanye began to maneuver through the front yard located at [100 BLOCK] Evergreen Circle (reckless driving count 4). Kanye proceeded back in to the roadway and made his third loop back on to Evergreen Circle.
Kanye continued driving until he once again drove in to the front yard at his residence located at [200 BLOCK] Evergreen Circle. Myself and other deputies were finally able to box Kanye in to prevent him from driving further. Kanye began to comply with orders to exit the vehicle and lay on to the ground. Kanye was taken in to custody.
I made contact with [VICTIM #1] and he was advised that he could take back control of his GMC Sierra. I observed moderate front end damage to the front bumper of [VICTIM #1]’s truck where Kanye had ran it off of the roadway multiple times. Photographs were taken on my bodyworn camera.
I also made contact with [VICTIM #2], [VICTIM #3], and [VICTIM #4]. [VICTIM #3] and [VICTIM #4] are [VICTIM #2]’s parents and were on scene regarding a dispute involving a gray Ford Mustang (GA Tag # [REDACTED]). The vehicle is registered to [VICTIM #2] and [VICTIM #4]. [VICTIM #4] explained that Kanye had gutted out the inside of this mustang to include: the radio, areas of the dash, seats, and car battery. There was also a large crack in the windshield. Photographs of this damage were taken and attached to the case file. The vehicle had been loaded up on to a tow truck due to being inoperable.
[VICTIM #4] explained that amidst this dispute regarding the property damage, Kanye entered in to [VICTIM #1]’s GMC Sierra and attempted to strike [VICTIM #4], [VICTIM #2], and [VICTIM #3] as he was fleeing the scene in the stolen vehicle. [VICTIM #3] corroborated these statements.
[VICTIM #2] was very distraught on scene and did not want to answer questions pertaining to this incident. I observed visible red marks which appeared to be inflicted from a recent strangulation attempt. I asked [VICTIM #2] to elaborate, but she would not offer up any information. [VICTIM #4] alleged that the injuries were inflicted by Kanye on a prior day, but I could not establish probable cause due to [VICTIM #2]’s lack of cooperation.
[VICTIM #4] and [VICTIM #3] wished to pursue charges against Kanye. I later obtained warrants against Kanye on their behalf for x3 counts aggravated assault and x1 count of criminal damage to property.
[VICTIM #2] has a live-in relationship with Kanye and has a dual residency with him and her parents. Due to this being an FVA relationship, I obtained three warrants for Kanye on her behalf for x2 counts of aggravated assault FVA and x1 count of criminal damage to property FVA.
I obtained an additional three warrants on Kanye on behalf of [VICTIM #1] for theft by taking a motor vehicle FVA, x1 criminal damage to property FVA, and aggravated assault FVA.
For the traffic offenses, Kanye received additional warrants for x5 counts reckless driving, x2 failure to obey stop sign, x1 driving on the wrong side of the road, x1 improper/erratic lane change, and x1 felony fleeing/eluding. I also discovered that Kanye had been driving with a class CP license and did not have a valid licensed driver to accompany him. For this, I obtained another warrant on Kanye for driving without a valid license.
Kanye was later transported to the Bartow County Jail by Deputy Brand and was released to the jail staff without incident.
When Kanye was searched incident to arrest, a small baggie of suspect marijuana was located in one of his socks. These narcotics were submitted in to evidence for destruction.
At this point in time, I have not been able to identify the witness driving the burguncy Chevrolet truck.
