On 7/14/2026, I responded to the area of Tennessee and Gentilly Blvd in reference to a BOLO in which a White Ford Maverick pickup truck (GA Tag: [REDACTED]). The BOLO was that he truck was driving recklessly, striking curbs and had run the red light at GA-41 and Gentilly. Bartow County went out with the vehicle at [SINGLE DIGIT BLOCK] Davis Rd, the address of record for the registered owner, Mr. Keith Turner and asked for city units to meet them there to handle the investigation.

Upon my arrival, I observed the truck. I checked the door and it was unlocked. I opened the door to make sure the driver was not inside laying down. I observed that the GPS was still activated because the truck was idling and the engine was cycling, so the truck was still on. I observed a cell phone in the hands-free device attached to the dash. I also observed that the rims of the vehicle were freshly damaged consistent with hitting curbs.

We knocked on the door and heard a male calling for us from the back. I went around the house and made contact with Mr. Keith Turner, the registered owner of the vehicle. Mr. Turner was sitting on the concrete porch and had removed his pants. Mr. Turner stated that was because he had soiled them. Mr. Turner was speaking loudly, was flushed with bloodshot and watery eyes, and was heavily slurring. As I got closer I smelled that he was emitting the very strong odor of alcoholic beverages. Mr. Turner stood up and stumbled and swayed on his feet, refusing commands to sit back down. Mr. Turner walked toward me and had to be guided backward and into a chair before he fell. Mr. Turner repeated himself and had to be repeatedly told information before he took it in. I asked where he had been and if he had been drinking. He admitted to driving, then recanted, and admitted to drinking and then recanted.

I asked Mr. Turner if he would submit to a PBT or SFSTs so we could prove he was not intoxicated as he said. Mr. Turner refused. Mr. Turner stood and attempted to push past me, slapping my arm down. Officers Burns and McArthur cuffed him and sat him back down. Mr Turner then refused to speak further, so I placed him under arrest for DUI and Obstruction of Law Enforcement. I escorted him to the back of my patrol vehicle and placed him inside. I read the GA Implied Consent for Persons Over the Age of 21 and he refused a state administered blood test.

I transported Mr. Turner to the Police Department, and on the way, Mr. Turner repeatedly threatened me and stated “I’m going to bust your a*s.” Upon arrival at the Police Department, I handed him over to Officers Corbin and McArthur and obtained a warrant for Mr. Turner’s Blood. Mr. Turner refused to allow Officer Corbin, a certified police Phlebotomist, draw his blood. I informed him this would add an additional charge of Obstruction of Law Enforcement. He again refused.

I then transported him to Bartow County Jail without further incident, noting that he was emotionally unstable and offered me bribes of free car washes at the car wash he manages to go back to his house and obtain his phone, which he repeatedly stated was in his house, despite me seeing it in his truck and he never made it into his house after driving. He was turned over to Bartow County Jail staff without further incident.

I returned to the Police Department and completed the return of the search warrant and obtained warrants for Mr. Turner’s arrest for : Obstruction(F), DUI – Less safe, And Obstruction (M). Those warrants are all attached to this report, along with flock pictures of the vehicle driving shortly prior to contact at the residence, with one being where he was failing to maintain lane. Mr. Turner’s Keys were entered into Personal property at the Police Department.
