On Saturday, January 24, 2026, at approximately 0127 hours, I was patrolling the area of Joe Frank Harris Pkwy at its intersection with Gentilly Blvd, Cartersville, GA 30120, when I observed a red in color 2018 Buick Encore (GA tag [REDACTED]) traveling in the right-hand lane.
Upon conducting a GCIC check on the license plate, it revealed the vehicle to have canceled registration and no valid insurance. I activated my emergency equipment and initiated a traffic stop on the vehicle. The vehicle changed lanes into the left-hand lane as I activated my emergency equipment, and continued to travel south on Joe Frank Harris Pkwy, passing many viable spots to safely pull over. I repeatedly activated my siren on my patrol vehicle as we approached the intersection of Joe Frank Harris Pkwy and Martin Luther King Jr Dr.
The vehicle entered the left-hand turn lane at the intersection while accelerating up to approximately 50 mph, running the red light, and continued onto Martin Luther King Jr Dr. The vehicle then accelerated to speeds over 80 mph, and I pursued it onto High Moon St, where the vehicle left the roadway and began driving through yards. The vehicle pulled across High Moon St, into the driveway of [400 BLOCK] High Moon St, and began driving through it’s yard. The vehicle proceeded into the yard of [400 BLOCK] High Moon St, where it utilized the driveway to reenter the roadway. Upon entering the roadway, the vehicle rammed into the front of Deputy Williams’ patrol vehicle and turned back onto Martin Luther King Jr Dr.
Deputy Gillie assumed primary of the pursuit as I was catching back up to the vehicle. The vehicle turned back onto Joe Frank Harris Pkwy and began traveling northbound. Due to the driver’s erratic driving behavior and the driver striking a patrol vehicle, Deputy Gillie executed a PIT maneuver, sending the vehicle off the roadway and into the parking lot of the Texaco Gas Station at 700 Joe Frank Harris Pkwy.
The driver of the vehicle, later identified as Kipson Daddy, fled from the vehicle while it was still rolling backwards through the parking lot, and attempted to jump a fence. While Kipson was running from Deputy Gillie on foot, I observed him reaching into the front of his pants with his right hand. Kipson failed to clear the fence, fell to the ground, and attempted to run back towards the roadway. Deputy Gillie escorted Kipson to the ground, but Kipson shoved Deputy Gillie away from him and attempted to run back towards the fence.
Deputy Williams tackled Kipson from behind and attempted to restrain Kipson in handcuffs behind his back. Deputy Williams was able to acquire Kipson’s left hand, but Kipson kept his right hand under him and refused to comply with commands to put it behind his back. Due to the unknown presence of a weapon, I delivered 2 strikes with my right knee in an attempt to get Kipson’s hand out from underneath his body. Kipson was eventually placed in handcuffs behind his back and seated in the rear seat of my patrol vehicle.
I performed an inventory of Kipson’s vehicle incident to it being towed, and observed an unopened alcoholic beverage in the cupholder beside the driver’s seat. I observed a 12-pack of Natural Ice located in the passenger side floorboard, which was the same alcoholic beverage located in the cupholder. I also observed an empty can of Natural Ice in the cupholder located in the passenger door.
Trooper Bath with the Georgia State Patrol arrived to process the scene of the PIT maneuver and observed Kipson to be under the influence of alcohol. Trooper Bath cited Kipson for driving under the influence of alcohol.
I transported Kipson to the Bartow County Jail, where he was turned over to jail staff without further incident. Matthews Garage arrived on scene and took custody of the vehicle.
Warrants were obtained for Fleeing and eluding, Driving while license revoked, Operating a vehicle with canceled registration, no insurance, Obstruction (Felony), Reckless Driving, and Aggravated Assault on a peace officer.
