On Friday, 06/26/2026, at approximately 2219 hours I was dispatched to 965 Joe Frank Harris Pkwy Cartersville, GA in reference to stalking.
Upon my arrival I met with Officer Pearce with Cartersville Police Department whom stated while patrolling the area of Grassdale Rd at Old Grassdale Rd he noticed two vehicles matching the description of a call being CADed. As Officer Pearce caught up to the two vehicles he observed a Black 2024 Nissan Altima bearing GA tag [REDACTED] following and tailgating a White Jeep Cherokee bearing GA tag [REDACTED]. Officer Pearce said when the Jeep switched lanes attempting to get away from the Altima, the vehicle made the same lane changes and continued to drive directly behind the Jeep.
I spoke with the driver of the Jeep [VICTIM #1] whom stated she had been in an argument with her soon to be ex-husband/ Louis Lynch. [VICTIM #1] decided to leave the apartment in order to separate herself and her son/ [REACTED BY AGENCY] in an attempt to keep the peace. Louis was upset because [VICTIM #1] would not tell him where she was going to stay. When [VICTIM #1] left, Louis followed her out and got into his car following her as she traveled down Spur 20 to Hwy 20. [VICTIM #1] continued Straight onto Peeples Valley Rd turning onto Old Grassdale Rd as Louis continued following her. As [VICTIM #1] turned from Old Grassdale Rd onto Grassdale Rd she noticed a police car turn around and start following her as well. [VICTIM #1] turned onto Hwy 41 SB with Louis still following her all the way until she pulled over at CVS to meet with the officer following her.
Based on the information provided by Officer Pearce, along with [VICTIM #1]’s statement, and information gathered from Flock, I believed there to be probable cause to arrest Louis for stalking FVA. I relocated to [90 BLOCK] Somerset Club Dr apt [REDACTED] and made contact with Louis at which time he was taken into custody. I did observe the vehicle Louis was driving parked in front of the apartment to which he was located in. Louis was transported to the Bartow County Jail for processing without incident.
