On Tuesday, September 9, 2025, at approximately 0730 hours, I was arrived at Euharlee Road at Stiles Road, Cartersville, GA 30120, in reference to an agency assist with Paulding County Sheriff’s Office, who had conducted a traffic stop at this location.

Upon arrival, I made contact with Corporal Carl Brown #881, with the Paulding County Sheriff’s Office. Cpl. Brown stated he was traveling into work in his marked patrol vehicle when he observed a white GMС Savanna(Iilinois Tag [REDACTED]) traveling extremely close to him. Cpl. Brown stated he utilized his rear camera and observed the van approximately 4.5-5 feet from his rear bumper while traveling approximately 35-40 miles per hour. Cpl. Brown stated he slowed his speed in hopes that the van would create some distance between the vehicle, but he observed the van start swerving in his lane before making an erratic lane change into the opposite lane of travel and passing approximately 3 vehicles, including his marked patrol vehicle.

Cpl. Brown stated he then activated his emergency equipment to initiate a traffic stop on the white van, coming to a stop at the above location. Cpl. Brown stated he approached the vehicle and made contact with the driver, later identified as suspect/arrestee, Mr. Marvin Atchley, who immediately became irate with him. Cpl. Brown stated Marvin began yelling and cussing at him because he was upset that a Paulding County deputy pulled him over. Cpl. Brown stated he called into dispatch and asked for us to be en route, and this behavior continued from Marvin until my arrival.

While en route, I was advised by Bartow Dispatch that Marvin had called in and was also irate with the call taker. Dispatch advised that Marvin was also loud and boisterous while on the phone with them, and he was continually cussing at them as well.

I then walked over to speak with Marvin where he stated that he was having a good day until he was “pulled over by a Paulding County officer for no reason whatsoever.” Marvin went on to say that he was “not so great” and then asked that I explain to him why Cpl. Brown pulled him over. I then explained that Cpl. Brown is a Certified Peace Officer in the State of Georgia, and is sworn in by an acting sheriff; meaning that he can enforce law in an official capacity anywhere in the state. While I was explaining that, Marvin just continued to go, “And…And…And…Okay, now explain to me why he pulled me over.” I then explained the reason for the traffic stop again and Marvin continued to deny the allegations made against him.

Throughout this encounter, Marvin seemed agitated and was raising his voice at me and Cpl. Brown. Once he continued to deny the allegations, Cpl. Brown began explaining it again which prompted Marvin to get even louder and talk over Cpl. Brown. I then intervened and told Marvin that is not how this encounter was going to work, and he began yelling at me that he could speak anything he wanted to as long as he wasn’t cussing. I proceeded to advise Marvin that he could not yell and be irate on a public sidewalk next to an opening business with vehicles in the parking lot.

I then demanded Marvin’s driver’s license where he asked again what law he had violated. I advised again that he had violated the laws of Reckless Driving and Following Too Closely, to which Marvin replied, “Where?” I then advised Marvin that he would be taken to jail if he did not provide his driver’s license, and he gave it to me. Marvin then began saying that I was out of line, where I explained that he has been irate with Cpl. Brown and our dispatch the entire time. Marvin then yelled, “What the fu*k do you think I’m gonna be? I got pulled over, I’m trying to go to work, I’m gonna lose my job for no reason whatsoever.” I then asked Marvin whose fault that was where he pointed at Cpl. Brown to place the blame on him; which prompted me to say, “Your’s sir.” Marvin then stated in an elevated tone, “Fu*k that bullsh*t.”

Due to Marvin’s demeanor from the time of the stop, including him yelling and cussing at Bartow Dispatch and Cpl. Brown, as well as his demeanor and continued yelling and cussing after I arrived, I placed Marvin in handcuffs behind his back where they were checked for proper fit and double locked. I then advised Marvin that he was under arrest and he became even more loud and boisterous while calling me a “B*tch, “Fat Fu*k,” and “Fat piece of sh*t” and telling Deputy Gallman and me to ‘loosen these fu*king handcuffs.”

I then escorted Marvin back to Deputy Gallman’s vehicle where I attempted to conduct a search of his person incident to arrest. Marvin then tried to turn and grab my hand while saying, “Don’t grab my sh*t out of my wallet you fat fu*k.” I then pushed Marvin against the vehicle to gain control of him where an unknown, female relative approached us screaming that she would press charges against us for touching Marvin. Deputy Gallman then commanded that the female get back away from the vehicle. Marvin then yelled, “Fu*k you. If you fu*king touch her, I’llring your fu*king head motherfu*ker.” The search of Marvin’s person was then completed and he was placed into the rear of Deputy Gallman’s vehicle.

I was then able to speak with Marvin’s son, Mr. [REDACTED], who was standing by and recording while this event was taking place. I advised [REDACTED] why Marvin was being arrested and he stated he understood. I then released Marvin’s vehicle to [REDACTED] per his request.

Deputy Gallman then transported Marvin to the Bartow County Jail where he continued to be uncooperative with jail staff.

Warrants were taken on Marvin for Reckless Driving, Following Too Closely, Disorderly Conduct, and Terroristic Threats and Acts(M).

Cpl. Brown stated he would complete a report on this incident(202509090017) and his in-car camera and his body-worn camera would be available as well.
