On 12/16/2024 at approximately 1016 hours, I was dispatched to the area of [900 BLOCK] Euharlee Road, Eagle View Mobile Home Park, regarding a child, possible two years old, wearing blue sleeper, dark hair, hazel eyes, stating his name is [VICTIM #1], shivering due to low temperatures and stated his ears were hurting. He was found wandering near the front of mobile home park, a few feet from Euharlee Road.
Upon arrival, I met with Mr. [WITNESS #1] and Ms. [WITNESS #2], who were both listed as witnesses in this report.
Mr. [WITNESS #1] stated he was driving on Euharlee Road when he observed the minor child approaching the roadway. He stopped his vehicle to prevent the child to entering the street. Ms. [WITNESS #2] corroborated this account, stating she also observed the minor child shivering from the cold and placed him in her car to keep him warm.
I observed the minor child inside the vehicle, wearing a blue pajama with yellow, green and white dinosaurs, no shoes, no jacket and a wet diaper. While I stayed with the witnesses and the minor child, Lt. Flowers searched the area for the child parent’s or any other person who could provide information about the child.
Minutes later, Lt. Flowers advised me that the child’s mother, Ms. Megan Renee Digiammarino, was located at [900 BLOCK] Euharlee Road, Unit [REDACTED]. Metro Atlanta Unit 701 arrived on scene at 1049 hours to check on the child. Ms. [REDACTED] from DFCS (Division of Family and Children Services), arrived on the scene at approximately 1102 hours and began her investigation. The old, wet diaper was replaced with a new one inside the ambulance.
We relocated from the entrance of the mobile park to Unit [REDACTED] where Lt. Flowers was already present. Inside the residence, I observed the place to be in disarray, with a strong odor of dog feces. Lt. Flowers noted there was no food was inside the refrigerator. I observed two other children living in the unit. Ms. [REDACTED] took several photographs of the location and advised Ms. Digiammarino that the three kids needed to be placed with a third party due to the circumstances observed. The children’s grandmother was contacted, and the kids were placed with her.
The children’s father later arrived on scene and stated he had woken up at 0800 and left for work approximately at 0830. He mentioned he locked the front door before leaving. Ms. Digiammarino stated she had observed the minor child approximately at 0200 hours before going to sleep. She also stated the child was not supposed to be awake, and all they, including her, usually wake up approximately at 1400 hours.
The children’s grandmother, Ms. [REDACTED] arrived on the scene. After Ms. [REDACTED] verified she was fit to care for the children, they were temporarily placed in her custody.
I arrested Ms. Digiammarino and handcuffed her hands behind her back, the handcuffs were checked for proper fit and doubled locked for her safety. I patted her down her with the back of my hand for any weapons or contraband and nothing was found. She was placed in the rear seat of my patrol car 21-001 which had been previously checked for contraband and weapons, buckled up and transported to Bartow County Jail. After transporting her to the jail, the back seat was inspected again, and no items were found.
After returning to my headquarters, I secured a warrant against Ms. Digiammarino for Cruelty to children deprivation of necessary sustenance 16-5-7- (a), cruelty to children criminal negligence causes excessive physical mental pain 16-5-7-(c), cruelty to children causes excessive physical or mental pain 16-5-70(b), signed by Judge Joe Tatum. Warrants CE-0171038, CE0171039 and CE0171040
Additionally, a warrant against Mr. Joseph Dylan Chase Satterfield children’s father was secured after close observations of the case for Cruelty to children deprivation of necessary sustenance 16-5-70(a) signed by Judge Joe Tatum Warrant CE-0171041
