On Sunday, September 14, 2025, at approximately 1054 hours, I was dispatched to [400 BLOCK] Union Station St, Cartersville, GA, in reference to a domestic in progress.
Upon arrival, I met with Michael Allen. Michael stated he and his stepdaughter, [VICTIM #1], got into an argument over his son [REDACTED BY AGENCY] not having a shoelace in one of his shoes. Michael stated that [VICTIM #1] got in his face, and he put his hand on her face and pushed her away. Michael did not state if there was more to the incident than what he stated.
I spoke with [VICTIM #1]. [VICTIM #1] advised that she was upstairs and heard Michael yelling at [REDACTED BY AGENCY] in his bedroom. [VICTIM #1] stated she heard the impact of Michael punching [REDACTED BY AGENCY] and started to get verbal with Michael. [VICTIM #1] said they were arguing in the hallway upstairs, and Michael put his hand on her face and shoved her off. [VICTIM #1] advised Michael put his hand around her neck as well. I observed no redness on [VICTIM #1]’s neck, consistent with someone placing their hands around someone’s neck.
[VICTIM #1] further explained that she went into her bedroom, and Michael followed her in there while still yelling at her. [VICTIM #1] advised that Michael pushed her and held her down on the bed, and began to hit her. [VICTIM #1] advised her Mom, [WITNESS #1] came into the bedroom to de-escalate the situation. [VICTIM #1] said she eventually got up and tried to exit the residence. [VICTIM #1] stated that when she got to the front door to unlock it, Michael was standing with his hand placed on the door and would not allow her to leave the residence.
[REDACTED BY AGENCY] stated that Michael came into his room and was getting upset about [REDACTED BY AGENCY] not having a shoelace in one of his shoes. [REDACTED BY AGENCY] advised that Michael punched him a couple of times in the upper area of his back and then left his room. [REDACTED BY AGENCY] said, Michael then began to argue with [VICTIM #1] and [WITNESS #1]. I observed no redness or bruising to [REDACTED BY AGENCY] back. [REDACTED BY AGENCY] did complain that his back was hurting.
[WITNESS #1] advised that the whole argument was over a shoelace. [WITNESS #1] stated Michael was upset over [REDACTED BY AGENCY] not having the shoelace. [WITNESS #1] said [VICTIM #1] stated she had the shoelace. [WITNESS #1] advised that Michael did push her and confirmed the rest of [VICTIM #1]’s statement. [WITNESS #1] stated she tried to intervene and de-escalate the situation, but it did not work. [WITNESS #1] did not witness the altercation with [REDACTED BY AGENCY].
At that time, I placed Michael under arrest for False imprisonment for placing his hand on the door, not allowing [VICTIM #1] to leave the residence, Simple battery x2 for striking [REDACTED BY AGENCY] in the back and intentionally making contact with [VICTIM #1] during their altercation, Cruelty to Children in the second degree for causing physical pain to [REDACTED BY AGENCY] and Cruelty to Children in the 3rd degree for allowing [REDACTED BY AGENCY] to be present during the act of False imprisonment. All charges will be under the Family Violence Act.
I placed Michael in handcuffs and placed him in the back of my patrol car. I transported Michael to the Bartow County Jail, where he was turned over to jail staff without incident. Both victims refused medical treatment on scene.
I contacted DFCS and made a referral of the incident that took place with [REDACTED BY AGENCY].
