On 08/17/22 at 0900 hours, I was dispatched to [200 BLOCK] Green Acre Lane, Apt [REDACTED], Cartersville GA, in reference to custodial interference that occurred at [5500 BLOCK] GA-20, lot [REDACTED], Cartersville GA.
Upon my arrival, I met with the [VICTIM #1] and his mother, [WITNESS #1]. They began to tell me that [VICTIM #1]’s wife, Madison Harper, had a no contact order and had taken their two children, [REDACTED BY AGENCY] and [REDACTED BY AGENCY] from the address on GA-20. They told me that the address on GA-20 belongs to Madison’s grandmother, [REDACTED].
[WITNESS #1] was telling me that Madison had been arrested for a previous charge and had a no contact order for [VICTIM #1], [REDACTED BY AGENCY] and [REDACTED BY AGENCY] She told me that Madison had come to their house and was parked outside, while talking with [VICTIM #1] through his phone and asking him to come with her to go and get the kids. [WITNESS #1] said that [VICTIM #1] refused to get into the vehicle with her and told her that he was going to go get the kids. [WITNESS #1] said Madison proceeded to get the children and leave [REDACTED]’s house with them, to an unknown location, but possibly to the DFCS office on Tennessee St.
[VICTIM #1] had told me that Madison also said that she had an appointment at a women’s center in Atlanta for a pre-op surgery. He also showed me a Snapchat message from Madison that said “we goin MIA” referring that she and [REDACTED BY AGENCY] and [REDACTED BY AGENCY] were going to leave to never be found again. [VICTIM #1] and [WITNESS #1] both seemed scared for the safety of the children and told me that she had tried to light the children on fire after putting rubbing alcohol on them during the prior incident where she was arrested.
I proceeded to give [WITNESS #1] and [VICTIM #1] a case number and tell them that they needed to seek a temporary protective order against Madison. I confirmed with dispatch that Madison does have an active Bond Order that has a stay away order, which includes no contact, with [VICTIM #1] and both children. I also alerted my supervisors to the call as well as the criminal investigations division, so that we could begin the process of trying to ping the cell phone for Madison and putting out a BOLO and Amber Alert. Another deputy went and searched the area around the DFCS office while I went and looked at the prior address for Madison. We were unable to locate her or the vehicle she was driving, which was a late model tan Lincoln MKZ with an incorrect tag, GA tag [REDACTED], attached to the rear of the vehicle.
I proceeded to the office to obtain a copy of the bond order, which was signed by a Bartow County Magistrate Judge Mitchum on April 20th 2022, and confirmed that it did in fact have a stay away order for [VICTIM #1], [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. I then contacted Bartow County Superior Court to confirm that she had not had any further proceedings that would supercede this order and they confirmed that she has not, and this bond order was still in effect. After confirming all of this, I proceeded to seek warrants for the arrest of Madison for Aggravated Stalking FVA, and two counts of Kidnapping FVA. The warrants were issued for her arrest.
During the time that I was working on all of the above, investigator Chandler was with [REDACTED] and working on getting the children back. He later contacted me and we followed [REDACTED] to [100 BLOCK] Cassville Rd, Citgo Short Trip, where Madison was going to be bringing the kids to. [VICTIM #1] was notified and also came to the Citgo. Both [REDACTED BY AGENCY] and [REDACTED BY AGENCY] were turned over to [VICTIM #1] and [WITNESS #1].
I then placed Madison under arrest for the warrants that I obtained. I patted her down, locating no property on her person, and placed her into the rear of my patrol car. I then transported her to the Bartow County Jail and turned her over to the jail staff for further processing.
I submitted the copy of the bond order that I obtained into the attachment basket in the squadroom to be attached to this report.
