On January 3rd, 2026, at 2159 hours, I was dispatched to [40 BLOCK] Spring Ridge Rd, Kingston, GA 30145 in reference to a domestic in progress.
Before my arrival, dispatch had the caller on the phone, but the line was open. Dispatch could hear verbal arguments going on in the background. During the open line, dispatch could hear the lady talking, and it sounded like the phone was in her pocket. Dispatch stated that during the open line, they could hear the lady say, ” If you come any closer, I’ll pull the trigger.” Dispatch also heard the lady keep screaming for [REDACTED].
Once dispatch was able to speak with the lady, she advised all the subjects who were involved in the domestic had left.
While responding to the scene, other responding deputies came across a male walking down the road not far from the caller’s address. When the deputies got out with the male, he was bleeding and had unopened alcoholic beverages in his hand. Due to the male bleeding and not being far from the address we received about the domestic in progress, he was detained.
I arrived shortly after and went to the caller’s address to speak with the caller
Upon arrival, I spoke with [VICTIM #1], who stated her friend, [VICTIM #2], was over at her house hanging out. [VICTIM #1] stated while hanging out with [VICTIM #2], [VICTIM #2]’s husband, Phillip Martin, arrived at her house shortly after. [VICTIM #1] stated when Phillip got out of his vehicle, he appeared to be intoxicated from alcoholic beverages. [VICTIM #1] stated that [VICTIM #2], Phillip, and she were hanging out on the porch, having a good time, when Phillip became hostile out of nowhere.
[VICTIM #1] stated Phillip started to argue with [VICTIM #2] and was getting loud. [VICTIM #1] stated she was telling Phillip to calm down to attempt to de-escalate things. [VICTIM #1] stated that her telling Phillip to calm down caused him to turn on her and start arguing and getting loud with her. [VICTIM #1] stated while Phillip was yelling at her, [VICTIM #2] attempted to get Phillip to calm down and backed away from her. [VICTIM #1] stated that when [VICTIM #2] was getting Phillip away from her and trying to calm him down, things escalated even more.
[VICTIM #1] stated Phillip became physical with [VICTIM #2] by pushing her, causing her to fall on the porch. [VICTIM #1] stated after Phillip knocked [VICTIM #2] down, he left, but came back shortly after. [VICTIM #1] stated once Phillip came back, he got out of his vehicle and walked back onto the porch, where he slammed [VICTIM #2] onto the porch. [VICTIM #1] stated when [VICTIM #2] was lying on the porch, Phillip got on top of her and started choking her with both of his hands. [VICTIM #1] stated while Phillip was choking [VICTIM #2], she could hear [VICTIM #2] gurgling, trying to breathe.
[VICTIM #1] stated she attempted to get Phillip off of [VICTIM #2], but she was unable to. [VICTIM #1] stated she tried using a flashlight and hitting him in the back to get him off, and physically trying to get Phillip off, but nothing fazed Phillip. [VICTIM #1] stated she didn’t know what else to do, so she called [VICTIM #2]’s son, [REDACTED BY AGENCY], to come help his mother. [VICTIM #1] stated that while calling [REDACTED BY AGENCY] she also called 911, but Phillip hit the phone out of her hand, causing it to hit her in the left breast.
[VICTIM #1] stated when [REDACTED BY AGENCY] arrived, he ran onto the porch and tackled Phillip, but he continued to choke [VICTIM #2]. [VICTIM #1] stated when [REDACTED BY AGENCY] tackled Phillip, he started to hit Phillip with closed fists, attempting to get him to let [VICTIM #2] go. [VICTIM #1] stated Phillip eventually let go of [VICTIM #2], and she told [VICTIM #2] and [REDACTED BY AGENCY] to leave and get out of there. [VICTIM #1] stated when [REDACTED BY AGENCY] and [VICTIM #2] were walking around the house to get to their vehicle, Phillip chased after them. [VICTIM #1] stated Phillip ran up to [REDACTED BY AGENCY] and tackled him, and both of them were wrestling on the ground. [VICTIM #1] stated Phillip and [REDACTED BY AGENCY] eventually quit, and [REDACTED BY AGENCY] and [VICTIM #2] were able to leave.
[VICTIM #1] stated she was afraid after [REDACTED BY AGENCY] and [VICTIM #2] left because it was just her and Phillip there. [VICTIM #1] stated she ran into her house and got her black Hi Point firearm, 9mm model 995. [VICTIM #1] stated she believed Phillip was going to end up killing [VICTIM #2] and didn’t want him to do anything to her while it was just him and her there. [VICTIM #1] stated she told Phillip to leave and get off her property, and if he came at her, she would pull the trigger. [VICTIM #1] stated Phillip grabbed some things out of his truck and started walking down the road.
While looking around the porch where the altercation took place, I observed two broken vinyl pieces on the side of [VICTIM #1]’s house. [VICTIM #1] stated the vinyl pieces were not broken before tonight. [VICTIM #1] advised me that she does not wish to pursue criminal charges against Phillip for knocking her phone out of her hand and damaging the side of her house. [VICTIM #1] advised me there was no damage done to her phone. [VICTIM #1] stated she only wanted him to leave her property.
Due to [VICTIM #2] and [REDACTED BY AGENCY] leaving before our arrival, I had [VICTIM #1] call [VICTIM #2] to find out where she was. [VICTIM #2] advised [VICTIM #1] that she was at [100 BLOCK] School St, Kingston, GA 30145, which was her parents’ house.
I relayed the information to other responding deputies over the radio, so they could go make contact with [VICTIM #2] and [REDACTED].
[VICTIM #1] stated when Phillip came back the second time and got out of his vehicle, he never put it in park. [VICTIM #1] stated Phillip’s vehicle rolled and struck a tree and got stuck. [VICTIM #1] stated Phillip’s vehicle being stuck is why he was walking home. [VICTIM #1] advised me it was okay to leave his vehicle so a family member of Phillip’s could come pick it up at a later time.
The deputies who detained Phillip attempted to get his statement, but he advised the deputies that nothing had happened. Due to Phillip’s injuries obtained in the physical altercation with [REDACTED BY AGENCY], Metro Ambulance Services were called to the scene to check him out.
Responding deputies arrived at [VICTIM #2]’s parents’ house and made contact with her and [REDACTED BY AGENCY].
I was advised by the deputies who spoke to [REDACTED BY AGENCY] and [VICTIM #2] that they both confirmed what [VICTIM #1] was telling me.
[REDACTED BY AGENCY] told the deputies that [VICTIM #1] called him about Phillip being physical with [VICTIM #2] and for him to come over and help her. [REDACTED BY AGENCY] stated when he arrived at [VICTIM #1]’s house, he observed Phillip on top of [VICTIM #2], choking her with both of his hands. [REDACTED BY AGENCY] stated he ran onto the porch and tackled Phillip. [REDACTED BY AGENCY] stated that he then began to hit Phillip multiple times with his fists to get him to let go of [VICTIM #2]. [REDACTED BY AGENCY] stated the injuries Phillip obtained were from him hitting him trying to defend [VICTIM #2].
The deputy who spoke with [REDACTED BY AGENCY] advised me [REDACTED BY AGENCY] never mentioned anything about Phillip tackling him when him and [VICTIM #2] were walking away.
The deputies spoke with [VICTIM #2], but at first, she was being difficult and wouldn’t tell them the whole story. [VICTIM #2] confirmed what [REDACTED BY AGENCY] and [VICTIM #1] stated after her mother told her to tell the deputies the whole truth about Phillip choking her, causing her to struggle to breathe.
The deputies on scene did observe a red mark on the side of her neck near her jaw, but she would not let them take pictures of it.
Due to [VICTIM #1], [REDACTED BY AGENCY], and [VICTIM #2] all confirming each other’s statements, Phillip was placed under arrest. Phillip was transported to the Bartow County Jail, where he was refused by the medical staff because of his injuries. Phillip was transported to Piedmont Hospital to get medical attention. Phillip refused the medical treatment and was transported back to the jail. Phillip was turned over to the jail staff without further incident.
Warrants for Phillip’s arrest have been secured at this time.
