On Friday, September 5, 2025, at approximately 0400 hours, I responded to [100 BLOCK] McMillan Rd White, Bartow County, Georgia in reference to an agency assist for Jasper Police Department.

Officer J. Massey with the Jasper Police Department requested a welfare check on a juvenile who was later identified as [REDACTED BY AGENCY]. Officer Massey advised he was informed by an anonymous person that [REDACTED BY AGENCY] had received an injury to his head, and the anonymous person was concerned for [REDACTED BY AGENCY] well-being. Officer Massey provided me with Photos of [REDACTED BY AGENCY], and in the photos, I observed that his forehead was very swollen.

Upon arrival, I met with [REDACTED BY AGENCY] mother, Rachel Bright. Rachel advised she and [REDACTED BY AGENCY] rolled off the bed about a week ago, and that is how he obtained the injury. I asked Rachel if she took [REDACTED BY AGENCY] to the hospital or to a primary care doctor. Rachel advised she did not take [REDACTED BY AGENCY] to either, but she Facetimed her mother, who is a nurse. Rachel advised the FaceTime call was made to her mother the morning after the incident.

I had Rachel take me to [REDACTED BY AGENCY] so that I could check on him. When I observed [REDACTED BY AGENCY] sleeping in his bassinet, I observed that his forehead was still very swollen. I immediately called for Metro EMS to respond to the scene to check on [REDACTED BY AGENCY].

Contact was made with [REDACTED BY AGENCY] father, Caleb Patterson, who was also on scene. [REDACTED BY AGENCY] advised Rachel and [REDACTED BY AGENCY] fell off the bed about a week ago. Caleb advised Rachel’s mother came and checked on and [REDACTED BY AGENCY], and there was no need to take him to a hospital.

Metro EMS responded to the scene, and Rachel still refused to allow [REDACTED BY AGENCY] to get medical help.

I contacted DFCS, and DFCS worker [REDACTED] responded to the scene. A safety plan was made by DFCS, and Caleb’s mother, [REDACTED], responded to the scene. Rachel’s son, [REDACTED BY AGENCY], Caleb’s daughter, [REDACTED BY AGENCY], and [REDACTED BY AGENCY] were all turned over to [REDACTED]’s care.

Rachel and Caleb were placed under arrest for cruelty to children in the first degree for depriving [REDACTED BY AGENCY] of necessary substances (proper medical care) to the point that [REDACTED BY AGENCY] well-being was jeopardized. This offense was charged under the Family Violence Act, due to Caleb and Rachel being [REDACTED BY AGENCY] parents.

The on-call investigator, D. Russo, was contacted and advised of the incident.
