Officer’s Narrative:

On Thursday, September 25, 2025 at approximately 1054 hours, I was dispatched to [30 BLOCK] Old Dallas Hwy in reference to a domestic in progress. Upon arrival, I met with the caller and other involved parties.

The caller, [VICTIM #1], explained Randy “Shane” Hornbuckle had came to the residence, destroyed property and became physical with her and other people on scene. [VICTIM #1] stated Shane had began a physical altercation with her daughter, [VICTIM #2], days prior to today’s incident.

To my knowledge, [VICTIM #2] was inside of the residence and Shane came over and began to approach the doorway. [VICTIM #1] had reason to believe that because of this prior physical altercation, Shane was possibly coming to initiate another one. [VICTIM #1] stood at the door and Shane approached her. [VICTIM #1] admitted that she placed her hand against Shane to stop him from getting in the house. After this, Shane punched [VICTIM #1] in the left arm/shoulder region of her body.

While still at the front door of the residence, [VICTIM #1] verbalized to Shane that she was calling 911. [VICTIM #1] statements that followed led me to believe that Shane snatched a phone from her hand and threw it across the front yard where it landed on the ground. After obtaining other victim ([VICTIM #3]) statements, there may a possible discrepancy in exactly how the phone was removed from [VICTIM #1]’s grasp.

[VICTIM #3] stated that she did witness Shane hit [VICTIM #1] multiple times. [VICTIM #3] stated when [VICTIM #1] told Shane that she was calling 911, Shane had slapped the phone from [VICTIM #1]’s grasp which caused it to hit the ground. When [VICTIM #3] later retrieved the phone, she noticed there was several new scratches present on the front screen.

[VICTIM #3] claimed that at some point during the altercation, Shane was argumentative with her and got in her face. [VICTIM #1] was present to witness this and corroborated this allegation. For clarification, I asked if Shane had ‘bucked up’ to [VICTIM #3] and [VICTIM #1] replied with yes.

Both [VICTIM #3] and [VICTIM #1] mentioned to me at different times throughout the investigation that Shane had threatened to “burn [them] out” of the home. [VICTIM #3] and [VICTIM #1] both stated that he was carrying a gas can around the house as he made the threat. I did observe a red, metal gas can on the ground at the front of the residence. I was made aware that this was the gas can Shane was carrying around.

I met with [VICTIM #2] to get her statement. [VICTIM #2] appeared timid and in my opinion was reluctant to give me the full details of what happened. [VICTIM #2] began telling me of the physical altercation which happened several days prior. [VICTIM #2] stated she was down at the residence where Shane was located (possibly [40 BLOCK] Old Dallas Hwy). [VICTIM #2] claimed that Shane shoved her in to several flower pots.

In regards to today’s altercation, [VICTIM #2] initially stated the Shane wasn’t physical with her, but then remembered that he had pushed her down in the home ([30 BLOCK] Old Dallas Hwy). Both [VICTIM #3] and [VICTIM #1] stated they witnessed Shane pick [VICTIM #2] up and throw her body across the room.

At some point during this incident, Shane had also busted out two separate windows in the residence. This was confirmed by [VICTIM #3] and [VICTIM #1]’s statements. I also observed two shattered windows in the residence corroborating their statements. It appeared that the windows had been busted from the outside in. The kitchen window had ended up knocked in to the kitchen floor with glass all around it. The bedroom window’s glass was left shattered all over the bed and floor.

I was made aware that [VICTIM #3]’s daughter, [REDACTED BY AGENCY], was present and witnessed the entire altercation from today.

To verify the extent of [VICTIM #1]’s injury, I asked if she could lift her arm as high as she was physically able to. I observed [VICTIM #1] begin to lift her arm, but she stopped at breast-level and began wincing in pain. Throughout the investigation, [VICTIM #1] kept her arm tucked against her and visibly looked like she was in pain. [VICTIM #1] declined medical attention on scene, but stated she might go get it checked later.

Back-up deputies later located the vehicle Shane was driving (a white Nissan Altima- GA Tag #[REDACTED]) parked in the driveway at [10 BLOCK] Country Lane, Carterville, GA 30120. Shane later exited this residence and he was placed under arrest. I responded to the scene and read Shane his Miranda Rights. Shane stated he understood them and agreed to speak with me.

Shane stated he went to the residence to retrieve a pair of his wire cutters. Shane claimed that when he arrived, [VICTIM #1] began the altercation by pushing him. Randy stated after this occurred, he slapped a phone out of her hand. Shane stated this happened in the living room of the residence.

Shane stated he was “so upset” over this that he walked around to the back of the residence and grabbed his air conditioning unit that was fixed in to the kitchen window. Shane stated when he “snatched” the AC unit, it rolled the opposite way and busted out the kitchen window. I asked Shane what happened with the bedroom window and he replied “it’s been busted”. Shane changed his statement and said “oh wait a minute. I busted it out on the way by to go get in the car”. Shane claimed that he didn’t remember how he busted it out. After providing me with these statements Shane explained that he did not have anything else to say.

Shane was transported to the Bartow County Jail where he was released to jail staff without incident.

I later discovered that Shane had been arrested back in January 2025, in which [VICTIM #2] was the victim of a simple battery-FVA charge. I located an Order of Bond document from this arrest and verified that Shane had violated a stay away order by coming to [VICTIM #2]’s residence today. [VICTIM #2] was the listed victim for the stay away condition.

I verified that [VICTIM #1], [VICTIM #3], and [REDACTED BY AGENCY] were also FVA victims after I questioned where Shane physically resided at. [VICTIM #1] stated Shane lives at [40 BLOCK] Old Dallas Hwy, but also stays at [30 BLOCK] Old Dallas Hwy. [VICTIM #2] stated Shane has property inside of the [30 BLOCK] address. I asked Shane about his living situation and he claims that he lives at the [40 BLOCK] address, but also has residency at the [30 BLOCK] address. To my knowledge, Shane used to live solely at the [30 BLOCK] address, but it appears that he as been staying at the [40 BLOCK] address due to the bond condition that is in place.

Based on the physical and testimonial evidence for the offenses which occurred, I later secured 11 warrants on Shane for aggravated battery FVA, simple battery FVA, simple assault FVA, cruelty to children-third degree, misdemeanor terroristic threats and acts, criminal trespass-damage to property FVA (X3), criminal trespass-interference with property FVA, obstructing/hindering persons making emergency phone calls, and aggravated stalking FVA.

I made a DFCS referral on behalf of [REDACTED BY AGENCY].
