On Monday, June 23rd, 2025 at approximately 1912 hours, I Deputy C. Jones with the Uniformed Patrol Division of the Bartow County Sheriff’s Office was notified by dispatch to meet with a caller at the Bartow County Jail who is wanting to report sexual abuse of juveniles.

At approximately 1917 hours, I arrived and met with Ms. [WITNESS #1]. [MS]. [WITNESS #1] advised on March 3rd, 2025 she was arrested. Ms. [WITNESS #1] advised while she was in custody, her husband Robert Phillips took custody of their children. Ms. [WITNESS #1] advised her son [REDACTED BY AGENCY] (4) is Robert’s child, but advised her son [REDACTED BY AGENCY] (1) is not Robert’s child. Ms. [WITNESS #1] advised Robert took her children to his residence of [30 BLOCK] Lynn Circle Lot [REDACTED] in Acworth, Bartow County Georgia 30102, where the children remained in his custody until she was released from jail, then rehab on May 30th, 2025.

Ms. [WITNESS #1] advised on June 6th, 2025 she regained custody of her children, and took them to her home at [1600 BLOCK] Camp Road in Jasper Georgia. Ms. [WITNESS #1] advised when they got home [REDACTED BY AGENCY] was complaining about his tes*icles hurting. Ms. [WITNESS #1] advised when she look she discovered what appeared to be a blister on his tes*icles. Ms. [WITNESS #1] advised she took her son to the Children’s Hospital of Atlanta where she was told that they believe it is a bug bite and treated it as such.

Ms. [WITNESS #1] advised this morning she was laying in bed with her children and she was woken up to [REDACTED BY AGENCY] kissing on her around her panty line. Ms. [WITNESS #1] advised she asked what he was doing and she advised he informed her that it was a game that he played with his dad. Ms. [WITNESS #1] advised during the discussion with her son he informed her that Robert made him perform oral sex on him and also performed oral sex on [REDACTED BY AGENCY] and her son [REDACTED BY AGENCY]

Ms. [WITNESS #1] advised after the disclosure she took both of her children to CHOA and had them both checked. Ms. [WITNESS #1] advised when they arrived she discovered that the blister that her son had on his tes*icles had spread to multiple sores. Ms. [WITNESS #1] advised that she was informed by the medical staff that they are testing to see if he has contracted Human Papillomavirus (HPV) and should receive the results tomorrow.

Ms. [WITNESS #1] advised that prior to [REDACTED BY AGENCY] disclosing the sexual abuse, she had witnessed him trying to grab his brothers p*nis. Ms. [WITNESS #1] advised when she asked him why he was doing that he informed her that his dad would pinch his p*nis and say “Free Wieners.” Ms. [WITNESS #1] also advised that prior to her son going to his fathers house he was fully potty trained but now he is constantly having accidents and wetting his bed.

After speaking with Ms. [WITNESS #1], I contacted Investigator P. Abernathy and informed him of the circumstances of the case. Investigator Abernathy advised he would follow up with them tomorrow and schedule a forensic interview with the CAC.

After speaking with Investigator Abernathy, I informed Ms. [WITNESS #1] that he would be in contact with her and would be conducting the investigation.

At approximately 2108 hours, I made a DFCS referral for the alleged abuse regarding [REDACTED BY AGENCY] and [REDACTED BY AGENCY]

This case will be transferred to the Criminal Investigation Division for further investigation.
