On Thursday, March 27th 2025, at approximately 1024 hours, I was dispatched to [20 BLOCK] Brookside Ct. in reference to a welfare check at the request of Cartersville Code Enforcement Officers.
Upon my arrival to [20 BLOCK] Brookside Ct., I met with the complainant Mr. [WITNESS #1] with Cartersville Code Enforcement. Mr. [WITNESS #1] informed me that a resident of the home they were attempting to inspect due to numerous complaints, was inside of the vehicle located in the driveway and was acting erratic and refusing to get out and talk to them.
After speaking with Mr. [WITNESS #1], I then walked to the vehicle and was able to coax the individual identified as [VICTIM #1] out of the vehicle and into full view.
Upon viewing [VICTIM #1], it was readily apparent that she was incredibly malnourished and in a disheveled state. A strong odor of feces and urine were emanating from [VICTIM #1]’ person. [VICTIM #1] was wearing clothes that were many sizes too large for her emaciated body, with her pants being held up with what appeared to be a rope wrapped multiple times around her waist and tied in a knot. All of [VICTIM #1]’ clothing was grime and covered her own fecal matter, dirt, and urine.
After my first view of [VICTIM #1], it was quickly realized that she had a mental condition that was causing her to become erratic and irate with myself and the code enforcement personnel. [VICTIM #1] was inconsolable and completely incoherent when I attempted to engage in conversation with her. It was later determined that she was diagnosed with Schizo-Affective Disorder and was entirely unmedicated.
During my initial contact with [VICTIM #1], a male identified as Mr. Samuel Singer approached and identified himself as the homeowner, husband, and caretaker of [VICTIM #1]. Mr. Singer later admitted that he is not actually the husband of [VICTIM #1] and is instead her ‘partner’.
Mr. Singer stated the behavior exhibited by [VICTIM #1] was normal for her and a frequent occurrence. Mr. Singer went on to state that he was her primary caretaker, and that she had not seen a doctor in proximately 5 years as he could not force her to seek medical help and she was unable to drive herself.
Due to [VICTIM #1] erratic and unpredictable behavior and emaciated state, Metro EMS responded to the scene and made the decision to give [VICTIM #1] a sedative and transport to Cartersville Piedmont Hospital. Mr. Singer initially attempted to dissuade EMS from this by saying that he was her caretaker and could manage her on his own, but due to not being her lawful husband EMS determined that she needed to be transported for her health. [VICTIM #1] was temporarily restrained to allow EMS to administer the sedative.
During [VICTIM #1] temporary restraint before transport, it was noteworthy to add, that prior to the administration of the sedative to her left buttock, her entire pelvic bone was visible, as well as her ribcage when her sweatshirt was lifted, further confirming the suspected malnourishment. [VICTIM #1]’ Georgia ID (issued in 2023) listed her weight as approximately 160lbs, while her current state of emaciation would put her at under 100lbs.
At this time [VICTIM #1] was loaded into the ambulance and transported to Cartersville Piedmont Hospital.
After the transport, I conducted a walkthrough of the residence at [20 BLOCK] Brookside Ct. in order to observe the living conditions. My initial observation and walkthrough of the home noted that there was no refrigerator, stove, or cooking utensils as well as no observable sustenance in the home.
The residence itself was in a state of disrepair, with deplorable conditions. During my walk through, I observed animal feces throughout the home, piles of garbage, clothing, and many other items of refuse. The off-putting conditions of the home were not suitable for any individual to be living in.
Upon conclusion of my walkthrough, Cartersville Code Enforcement affixed a notice of condemnation to the home and, Mr. Christopher Everett with Cartersville Police Animal Control arrived on scene to set traps for the cats living inside the residence.
After allowing Cartersville Code Enforcement to follow through on the condemning of the home, I conducted a field interview with Mr. Singer and asked him if he believed that he was providing a safe and reliable living environment to [VICTIM #1], since he was her care taker, to which he replied he believed so. I then asked Mr. Singer if at any pint he ought it to be pertinent to contact medical services for [VICTIM #1] due to her emaciated condition and mental state to which he stated he was not instructed by medical professionals to seek further treatment after the last time she was seen, nearly 5 years prior, and never felt the need to seek it out on his own volition. Mr. Singer made statements to EMS and Code Enforcement personnel that he did receive benefits as her caretaker, and further stated that he believed her mental and physical health to be acceptable as it was her ‘normal baseline’. It should be noted that Mr. Singer, despite living in the same deplorable conditions of the individual he was tasked with caring for was visibly in beer condition in terms of cleanliness and body condition as compared to [VICTIM #1].
At this time Mr. Singer was asked about the circumstances surrounding [VICTIM #1] being inside of the vehicle in the driveway, to which he stated, [VICTIM #1] willingly went into the vehicle and stayed there due to her paranoia and was not locked in the vehicle. Mr. Singer stated that she spent the night before inside the home, sleeping on couch.
At this time Mr. Singer was placed in handcuffs, with both hands behind his back. The handcuffs were checked for proper fit and double locked. Mr. Singer was then placed in the back of my department issued patrol vehicle, which is searched prior to and after transport yielding negative for contraband. Mr. Singer was then transported to 104 Zen Dr. (Bartow County Jail) and turned over to jail staff without incident.
A warrant was obtained for Mr. Singer, for neglect of a disabled adult (CE-0172947). The warrant is attached to the digital case file.
A report was made via email to APS. It should be further noted that previous reports have been mad to APS regarding Mr. Singer’s caretaking of [VICTIM #1], including one incident that was captured in a police reports (reference Cartersville case 2019-7269).
