On February 25th, 2026 at approximately 1330 hours, Captain Hovers and myself walked down to the GED classroom to speak with Inmate [VICTIM #1] per his request. We walked [VICTIM #1] into the employee dining room and asked what he needed to speak with us about. [VICTIM #1] told us he needed to make a report about a child crime from when he was younger. [VICTIM #1] said that when he was approximately [REDACTED BY AGENCY] years old that his mother had given him up and allowed him to stay with a DFCS worker named [REDACTED]. [VICTIM #1] told us that he lived there with Scott and Scott’s partner.

[VICTIM #1] said that one night Scott and his partner were in another room of the house having suspected relations and being very obnoxious and loud. [VICTIM #1] said that he texted Scott to please keep the noise down, and then Scott entered into [VICTIM #1]’s room naked, climbed into the bed with him and began mastu*bating. At this point, Captain Hovers advised [VICTIM #1] to stop and we would get in touch with the Criminal Investigations Division and have an Investigator speak with him further on this matter. Captain Hovers and myself brought this to the attention of Lt. Megan Mincer and she advised us she would have Investigator Chandler speak with [VICTIM #1] on February 26th, 2026.
