On Friday, May 23, 2025, at approximately 1533 hours, I was dispatched to the intersection of Connie St and Grassdale Rd in Cartersville, Ga in reference to a welfare check on 5 juveniles walking toward the roadway from the residence at [400 BLOCK] Grassdale Rd.
Upon arrival, I met with [WITNESS #1] and [WITNESS #2]. [WITNESS #1] stated he was walking down Connie St toward Grassdale Rd and saw 5 juveniles at [400 BLOCK] Grassdale Rd in the driveway walking toward the road. [WITNESS #1] advised he stopped to try and keep the juveniles from getting in the roadway.
[WITNESS #2] stated she was leaving her house and saw [WITNESS #1] with the kids. [WITNESS #2] advised she stopped to help [WITNESS #1] with the kids and called 911.
Myself, [WITNESS #1], and [WITNESS #2] were able to get the kids back in the residence when I got on scene. I did not observe there to be any adults inside the residence. I observed the kids to all be 5 years of age and under.
At approximately 1600 hours, Shanequa Bullock arrived on scene in a gray Ford Fusion passenger car with a temporary tag [REDACTED]. Shanequa advised that she was the cousin of [WITNESS #3]. Shanequa advised that she stays at the residence at [400 BLOCK] Grassdale Rd with [WITNESS #3] and the juveniles. Shanequa stated [WITNESS #3] is the mother to the 5 juveniles [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. Shanequa stated [WITNESS #4] was supposed to be with the kids today. Shanequa advised that she left at 10:00 am to report to probation and take her grandma to a relative’s grave site. While on scene, I could smell the odor of marijuana coming from Shanequa’s car, and she was yelling at the kids to get in the house over and over again. Also, Shanequa was stating she did not have the time to take care of the kids.
[WITNESS #3] arrived on scene and was very irate with Shanequa. [WITNESS #3] stated she asked Shanequa earlier in the week to watch the kids while she had to work, and Shanequa agreed to watch the kids. [WITNESS #3] stated [WITNESS #4] was at the residence with Shanequa when she left this morning to go to work. I asked [WITNESS #3] if she could call [WITNESS #4] and have her come back to the residence so I could get a statement from her. [WITNESS #3] advised [WITNESS #4] was going to return to the residence to give her statement. [WITNESS #3] stated [REDACTED BY AGENCY] was [REDACTED BY AGENCY] years old. [REDACTED BY AGENCY] was [REDACTED BY AGENCY] years old, [REDACTED BY AGENCY] and [REDACTED BY AGENCY] were both [REDACTED BY AGENCY] years old, and [REDACTED BY AGENCY] was [REDACTED BY AGENCY] years old.
I spoke with [WITNESS #4] when she arrived on scene. She stated she was with [WITNESS #3] because she was doing her hair yesterday, and it was late. [WITNESS #4] advised that she stayed the night with [WITNESS #3] and Shanequa at the residence. [WITNESS #4] stated she got up, fed all the kids, and called [WITNESS #5] to come get her because she had to get her senior pictures done for Rome High School during the afternoon. [WITNESS #4] advised that she asked Shanequa if it was okay for her to watch the kids while she went to get her pictures done. [WITNESS #4] stated that Shanequa agreed to watch the kids. [WITNESS #4] said [WITNESS #5] and her left at approximately 10:00 am, and Shanequa’s car was still in the driveway. I asked [WITNESS #4] if she could get in contact with [WITNESS #5] over the phone so I could speak with him.
I spoke with [WITNESS #5] over the phone. [WITNESS #5] advised that he came to pick up [WITNESS #4] around 10:00 am from the residence. [WITNESS #5] also confirmed that when they left, Shanequa’s car was in the driveway.
At that time, I placed Shanequa in handcuffs and advised her she was under arrest for Cruelty to Children in the 2nd degree FVA (X5) due to the intent and knowledge of leaving the kids at the residence unattended and unsupervised from the hours of 10:00 am to 4:00 PM. Also due to the kids not being able to provide for themselves.
Shanequa was placed in the back of my patrol car and transported to the Bartow County Jail, where she was turned over to jail staff without incident.
I contacted the Georgia DFCS center and made a report regarding the incident.
