On July 19, 2026, at 0821 hours, I was dispatched to [REDACTED], in reference to a black male walking around, drooling, and appearing confused.
Upon my arrival, I observed the male, later identified as juvenile [REDACTED BY AGENCY]. [REDACTED BY AGENCY] has an intellectual disability and obvious mobility issues. [REDACTED BY AGENCY] stated he was looking for his brother. When asked about his parents, [REDACTED BY AGENCY] stated his mother had left to get food and that he was looking for her.
I contacted Bartow County DFACS and learned there was an open case involving [REDACTED]. Through DFACS, I obtained contact information for [REDACTED BY AGENCY] mother, Stephanie Redmon. DFACS attempted to contact Stephanie, but the call went to voicemail. Bartow County Dispatch also attempted to contact Stephanie on three separate occasions without success. At approximately 1010 hours, Stephanie contacted DFACS caseworker [REDACTED] and stated she had left her phone at home and was unsure where [REDACTED BY AGENCY] was, but that he had been left in the care of his adult brother, [WITNESS #1].
When I later questioned Stephanie in person, she stated [WITNESS #1] had gotten off work that morning and came inside the residence. Stephanie said she told [WITNESS #1] to check on [REDACTED] before she left the residence. Stephanie also stated she had her phone with her and that it was set to block calls from unsaved numbers, claiming that was why she did not receive the calls. However, I later observed her phone ring when contacted by Bartow County Dispatch.
Stephanie stated she had not returned to the residence because she received the phone call from DFACS. When asked how [WITNESS #1] knew he was responsible for supervising [REDACTED BY AGENCY], Stephanie initially stated she had texted [WITNESS #1] while he was in the shower but did not receive a response. She later contradicted this statement by saying she had told him in person.
Stephanie stated she left the residence at approximately 0800 hours. The call for service was received at 0821 hours. The distance from [REDACTED BY AGENCY] residence at [REDACTED] to the location where he was found is approximately 0.5 miles and requires travel over uneven terrain and through areas with steady traffic. It should be noted that [REDACTED BY AGENCY] suffers from a seizure disorder and has mobility issues, making it difficult for him to travel that distance in such a short period of time without supervision.
While I was speaking with Stephanie, Deputy John Hall made contact with [WITNESS #1]. [WITNESS #1] stated he was unaware he had been instructed to watch [REDACTED] and advised he had only spoken with him at approximately 0500 hours. It should be noted that Stephanie was on the phone with [WITNESS #1] while Deputy Hall was interviewing him and was answering questions before [WITNESS #1] could respond. Stephanie was also heard telling [WITNESS #1] over the phone to “remember what she told him” while he was speaking with law enforcement.
[WITNESS #1] further advised that he had not worked the previous night, which contradicted Stephanie’s account of the events. [WITNESS #1] also stated [REDACTED BY AGENCY] had mentioned the previous night that he was going to run away from home.
While speaking with [REDACTED BY AGENCY], Stephanie told him that she did not know where he was and reminded him that he was not supposed to leave the house.
Based on the totality of the circumstances, including Stephanie’s conflicting statements, failure to ensure adequate supervision for [REDACTED BY AGENCY] despite his intellectual disability, seizure disorder, and mobility limitations, and the fact that [REDACTED BY AGENCY] was found unsupervised away from the residence, probable cause existed to charge Stephanie Redmon with Cruelty to Children in the Second Degree.
DFACS caseworker [REDACTED] determined it was in [REDACTED BY AGENCY] best interest to remain in the care of [WITNESS #1] following Stephanie’s arrest.
Deputy Bon Rogers transported Stephanie Redmon to the Bartow County Jail after she was medically evaluated by Metro EMS for complaints of chest pain. The transport was completed without incident.
