On Saturday, November 29, 2025, at approximately 2032 hours, I was dispatched to “The Glen” apartment complex located at [200 BLOCK] Governors Court, Cartersville, GA, for a report of a domestic dispute. The remarks of the call indicated that a Bartow County 911 call taker had an open telephone line from the telephone number [REDACTED], with the call taker being able to hear subjects in a physical dispute, and the line being disconnected shortly after.
Once Bartow County 911 attempted to contact the telephone number (xxx) xxx-xxxx, a female speaking Spanish answered the telephone while crying, and the call was disconnected shortly thereafter. Due to the circumstances present, Bartow County 911 was able to geographically locate the telephone’s location within the vicinity of apartment # [REDACTED].
When I arrived, along with Sergeant A. Cooney, we conducted a walkthrough of building “[REDACTED]” and were unable to hear any dispute taking place. We then knocked on several apartments, including [REDACTED], [REDACTED], [REDACTED] and [REDACTED], with all the residents stating that no dispute was taking place and that they did not hear anyone fighting. Before departing the area, we patrolled the parking lot in an attempt to locate anyone in distress, with negative results.
At approximately 2120 hours, Bartow County 911 received another telephone call from phone number (xxx) xxx-xxxx. During this phone call, an interpreter was able to assist, and the remarks of the call stated that a Hispanic female was residing with her male ex-partner, and that this male had threatened the female with a knife. It was also mentioned that the female had managed to depart the apartment and was trying to leave in a silver Ford Explorer. The male was following her on foot, walking behind the Ford Explorer. During this call, apartment number [REDACTED] was provided as the incident location.
Once in the apartment complex, a silver Ford Explorer bearing Georgia’s license plate was located near the entrance of the complex. The Hispanic female, later identified as the Victim, was located. Victim appeared to be extremely emotional, crying, shaking, and speaking in a panic while trying to communicate what had transpired. The male appeared to have fled the area and was not immediately located. Several units, including Deputies with the Bartow County Sheriff’s Office, remained in the area trying to find the male.
Victim stated that at around 1955 hours, she was in apartment [REDACTED], where she resides with her ex-boyfriend, later identified as Mr. Styven Sanchez-Martinez, when the dispute started. Per Victim, as she was getting ready to visit a friend, she was confronted by Mr. Sanchez-Martinez, who told her she was not allowed to go out, stating that he was not ok with the fact that other males were present at the friend’s apartment.
Victim ignored Mr. Sanchez-Martinez and relocated to the closet area of their bathroom to get dressed, still with the intention of seeing her friend. She then told Mr. Sanchez-Martinez that she was ready to move out of their apartment, which caused Mr. Sanchez-Martinez to act in a tumultuous manner by placing his left hand on her mouth and neck area while physically forcing her to remain in the closet, and stopping her from departing the apartment. It should be noted that Mr. Sanchez-Martinez is missing his entire right arm, so only his left hand was used during the incident.
According to Mr. [WITNESS #1], she witnessed that Mr. Sanchez-Martinez was holding a knife, while yelling that he was going to kill her if she were to leave him. In response to the threat of the knife, Victim armed herself with a box cutter, which led to her being pushed to the ground, with Mr. Sanchez-Martinez snatching the box cutter away from her after yet another physical struggle.
Victim was then able to relocate to the bathroom and contacted 911 to request help. Mr. Sanchez-Martinez noticed that she was on the phone with 911, so he decided to snatch her iPhone 15 Cellular phone from her hand, eventually slamming it against the bathroom counter, causing damage to it. Victim was able to check her call log, and it was confirmed that she had placed a 911 call at 2031 Hours, which was consistent with the original call received.
Shortly after Mr. Sanchez-Martinez had hindered her 911 call, Victim managed to relocate to the living area of the apartment, which faces the parking lot of the complex. Victim then witnessed two marked police units patrolling the parking lot, which is consistent with the response of the original 911 call. Victim then opened the blinds in an attempt to gain the attention of the officers patrolling the parking lot. Mr. Sanchez-Martinez, noticing this, decided to forcibly snatch her away from the window and shoved her to the ground. He then physically overpowered her and forcibly dragged her into the closet, covering her mouth once again, which caused her to have difficulty breathing, and relocated her inside the apartment against her will.
Because of this action, Victim was unable to speak out or call for help. She then told Mr. Sanchez-Martinez she would leave quietly, without contacting 911, and he permitted her to do so. She then walked to the parking lot, located the Ford Explorer, and entered the vehicle. It was while inside the vehicle that Victim observed Mr. [WITNESS #1] had followed her into the parking lot.
They both reside in apartment [REDACTED], so I relocated to the apartment with Victim. Once in the residence, I noticed that the blinds were open as described by Victim, and that a kitchen knife was located on a chair near the entrance door of the apartment. Victim allowed me to visually check for injuries, which revealed two abrasions to her right knee with visible inflammation and redness. Marks were found around her neck area, possibly consisting of fingers being placed aggressively. Small scratches were found on the middle and lower part of her back, which could have been caused by being held against the ground. The apartment reflected signs of a struggle with a bottle of pills scattered all over the ground. A small red dot was located on her left forearm, and a small scratch was seen on her right forearm. Photographs were taken of all of the injuries mentioned. She refused medical asstistance.
While I was still in the parking lot of the complex, Mr. Sanchez-Martinez returned to the complex and was successfully detained without any resistance on his part. I read Mr. Sanchez-Martinez his Miranda rights at approximately 2144 hours, and he agreed to talk to me freely and voluntarily.
Mr. Sanchez-Martinez started by describing their relationship as “Toxic,” mentioning that he had armed himself with a knife in an attempt to defend himself from Victim, describing her as crazy, telling me that they had been involved since she was 14 years old in the Republic of Honduras. He mentioned that she also damaged his phone, admitting that he had confronted her about visiting her friend because he knew there were other males present. Mr. Sanchez-Martinez then made a remark of “whatever she says is what actually happened,” so I stopped questioning him about the incident. Several photographs of Mr. Sanchez-Martinez were taken.
Based on physical and testimonial evidence, I found sufficient probable cause to arrest Mr. Sanchez-Martinez, since Mr. Sanchez-Martinez only has his left arm present, his left hand was cuffed to my assigned vehicle’s partitioner, the handcuff was double-locked and checked for proper tightness. He was properly searched and was clear of contraband.
Mr. Sanchez-Martinez was transported to the Bartow County Adult Detention Center in my assigned patrol vehicle, which is equipped with a safety screen that separates the officer from the arrestee. Upon arrival at the Detention Center, the rear of the patrol vehicle and Mr. [SANCHEZ-MARTINEZ] were searched with no contraband found. He was released to the custody of the deputies on duty after having received medical clearance from the nurse on duty.
Electronic warrants were requested for Mr. Sanchez-Martinez and granted by the Honorable Judge Freddie Gunn, from the Magistrate Court of Bartow County, State of Georgia. The active and valid warrants are as follows:
- Aggravated Assault by Strangulation, under OCGA 16-5-21 (b)(3) – under Warrant # CE-0177695.
- Aggravated Assault by Strangulation, under OCGA 16-5-21 (b)(3) – under Warrant # CE-0177696.
- Criminal Damage to Property (2nd), under OCGA 16-7-23 (a)(1) – under Warrant # CE-0177697.
- Obstructing Persons from Making Emergency Telephone Calls, under OCGA 16-10-24.3 – under Warrant # CE-0177698.
- False Imprisonment, under OCGA 16-5-41 (a) – under Warrant # CE-0177699.
- Kidnapping, under OCGA 16-5-40 (a) – under Warrant # CE-0177700.
- Battery, under OCGA 16-5-23 (1)(3) – under Warrant # CE-0177701.
- Possession of a Firearm During the Commission of a Felony, under OCGA 16-11-106 – under Warrant # CE-0177702.
All parties involved were provided with the case number and victim notification cards, and the interaction was recorded via a “Body Worn” camera. All supporting documents were scanned into the case file. Photographs of all the parties involved were taken and attached to the appropriate POLARIS case file.
